Drainage is an absolute mess along Vulcan Avenue. A local resident is 100% right in his December 2024 testimony to city Council description of the drainage passing through the railroad track ballast and creating instability and a dangerous situation along the railroad.
A collapsing railroad track with a derailed train would be an absolute catastrophe for the community including many deaths. Staff better start listening to the sage advice of this local historian.

As the informed citizens of this City, we often hear; How did Encinitas end up with such an incompetent City Manager again?
The answer is simple- Bruce failed in his primary duty to the taxpayers to select a competent City Manager.
To the contrary, in lieu of the long standing practice of recruiting from deep bench of experienced proven City Manager throughout the country, Bruce promoted the staff who miserably failed to manage the City in the past.
One might ask, why didn’t Jim O’Hara and Luke Shaffer counter Bruce’s suggestion to promote Blakespear’s failed staff to the City Manager position?
The reason why Jim O’Hara and Luke Shaffer did not counter Bruce’s suggestion for Blakespear’s assistant city manager to be promoted to city manager was they were completely fresh to politics.

The answer is simple- Bruce failed in his primary duty to the taxpayers to select a competent City Manager.
To the contrary, in lieu of the long standing practice of recruiting from deep bench of experienced proven City Manager throughout the country, Bruce promoted the staff who miserably failed to manage the City in the past.

The reason why Jim O’Hara and Luke Shaffer did not counter Bruce’s suggestion for Blakespear’s assistant city manager to be promoted to city manager was they were completely fresh to politics.
