Blakespear: public transit รผber alles

Union-Tribune editorial:
[...] state Sen. Catherine Blakespear, D-Encinitas, treats the declining demand for transit as secondary to what she calls its status as a “fundamental public benefit.”

So much for the idea that public goods still have to be used to justify their cost — especially when subsidies rise even as usage falls. She does, however, acknowledge that the pandemic has made it far more common for people to work from home and says “transportation patterns must adapt” to this fact.

Uh, senator, they did! Many people happily gave up on this “fundamental public benefit,” welcoming not having to spend an hour a day or more going to and from work. The private sector has figured out that people like working from home. This is why construction of new office buildings has plunged and why CNBC reported last year that more office space is being removed than added in the U.S. for the first time in at least 25 years. CEOs have “updated their priors” and grasped the evidence that 2019 isn’t coming back.

But for many government officials who are spending taxpayer money and don’t have shareholders to worry about, their belief in public transit is unwavering. So what if it needs more than 80% in subsidies, year in and year out, and soon maybe 90%. Transit is inherently good and cars are inherently bad. And if a great majority of Californians disagree, tough luck for them.
In related news. the subsidies have become so budget-busting that NCTD wants to raise fares on the already ultra-low-ridership buses and trains:

    PROBLEM #10. NO MILITARY NECESSITY


    It is often claimed that the coastal rail line is critical for the military at Camp Pendleton but this is not true. Military usage appears very minimal due to the fact that equipment transport occurs predominantly on the roads, sea and air .
    In response to the closure of the track between San Clemente and San Diego in 2022-2023, a Camp Pendleton spokesperson stated it had "little to no impact."
    Camp Pendleton almost never uses the rail line.

    Train Problems

    Problem #4. Low ridership

    The I-5 Highway volume of 1,100,000 daily trips is 250x greater than that of the comparative daily Coaster/Amtrak trips/riders of ~4,400 from Oceanside to downtown San Diego.
    Most of the Coaster/Amtrak trains are close to empty (estimated vacancy rate ~90% which is also bad for the environment/GHG emissions: Learn More)
    The I-5 Highway, buses and the blue Line Trolley (which parallels the Coaster much of the way from UTC to downtown San Diego) could easily accommodate the small rider volume of the Coaster/Amtrak.
    SANDAG often uses annualized trip numbers without any context to inflate the importance of the Coaster trip/passenger volume with statements such as “The Coaster carriers 1.6 million trips (or riders or passengers) per year.” 1 million trips is the equivalent of a tiny 4,400 riders per day (4,400 * 365 days= 1.6 million).
    Coaster is also the smallest rail line in san diego

    The Coaster is also by far the smallest rail line in San Diego, accounting for just 2% of rail commuters in San Diego.
    Coaster passengers are also predominantly high income earners which raises disturbing implications of equity and fairness given the extraordinary costs (LEARN MORE).

    Coaster ridership is not only small but had been declining rapidly even before the pandemic which has created a long term impact on ridership decline.

    The Coaster's riders are predominantly high income riders. Spending $20Bn on these relatively few riders is not only a terrible economic decision but also a deeply unjust one


    The $20 Billion Del Mar and San Clemente tunnel projects would be the largest projects in San Diego and Orange County history.
    At approximately $5 Million per New Daily Trip/Ride, the tunnels would also be the most expensive transit projects by far in U.S. history.
    On a per rider basis, the Del Mar tunnel would be almost 20x more expensive than the recently completed Mid Coast Trolley extension.

    Pandemic and Remote Work Impact
    The pandemic has had a large and continuing long term impact on all transit travel, especially the Coaster which in 2023 is still down 50% from pre-pandemic levels in 2019.
    Coaster passengers skew heavily towards higher income earners who have a range of commuting options at their disposal, including telecommuting/remote work.
    COVID variants and the threat of new pandemics are major risks to future ridership of Coaster.

    No population growth will limit Coaster's ridership growth
    For the first time ever, population growth in San Diego (and in all of California) is projected to be flat over the next 40 years
    Population growth is a key variable considered in all major transit projects
    No population growth means that the geographic service area of the Coaster (north county San Diego) will remain suburban (i.e. not very dense) limiting opportunities for growth in ridership by the Coaster.

    The Coming Disruption OF Electric & autonomous vehicles
    The two primary benefits of trains are sustainability (although empty trains aren't green) and convenience because passengers can read, work, or relax if they aren't driving. Both of these benefits are directly challenged by electric, self driving vehicles. In the future, fleet ownership of small self-driving cars may evolve into a dynamic point-to-point mass transit system that will greatly challenge

    marginal rail lines like the Coaster.
    Tony Seba is a successful Silicon Valley entrepreneur and world famous speaker and author based at Stanford University. His recent "Future of Transportation" presentation to the North Carolina Department of Transportation is fascinating and highlights autonomous vehicle technology.

    Low ridership also means Large financial Losses

    The Coaster train generates massive and growing losses every year as indicated in the North County Transit District's (NCTD) worsening financial performance. In 2022 the agency lost almost $200 million dollars much of which can be attributed to the Coaster. An expensive tunnel and associated maintenance of $40-50 million a year will significantly add to this loss and continue to crowd out funding for other county infrastructure projects.

    In 1972, Karen Silkwood began working as a chemical technician at the Kerr-McGee nuclear plant near Crescent, Oklahoma. Silkwood joined the local Oil, Chemical & Atomic Workers Union, and investigated health and safety issues at the plant as a union activist. Silkwood discovered numerous safety issues including exposure of workers to contamination, faulty respiratory equipment, and more; she testified to the United States Atomic Energy Commission in summer 1974 about her concerns.

    Silkwood died in a car accident on November 13, 1974 at age 28 under suspicious circumstances: while officials ruled the death an accident, paint on the back bumper of her new car and missing documents regarding plant safety caused onlookers to question whether she had been intentionally forced off the road. Silkwood was on the way to an interview with a New York Times reporter regarding plutonium contamination at the time of her death.

    In 2013, Edward Snowden, a former computer intelligence consultant, released documents on top-secret National Security Agency programs to reporters at The Guardian and the Washington Post. Snowden tried to raise his ethical concerns about the global surveillance programs internally but was ignored. In June of 2013, Snowden blew the whistle publicly on NSA, sparking an ongoing debate about privacy and national security.

    - Woke up at 6 am, took my usual 6oz shot of baby ferret's blood. My wife didn't chill it overnight for me so I got mad.
    - Walked the kids to school, yelled at someone at the intersection on the way coz they had a MAGA bumper sticker which really pissed me off.
    - Walked the kids to class then went straight to the principal's office and demanded to know why my Boo Bash posters had been removed. I was livid. I told that son of a bitch I'm a big deal down at city hall and am BFF's with a senator!
    - Got home and trolled social media. Got mad coz there wasn't anything to make something out of nothing.
    - Went for a walk and took a video of myself complaining about ICE and got mad.

      You can see I do embrace her, though. I put her BFF, gal pal in the head spot and gave her an over $100,000 bonus late last Wednesday when everybody was sleeping. I am really starting to get the hang of government and realize that my ability to place things on the agenda, especially really late into the evening will limit the amount of speakers .   26. Following the 100k bonus to the incompetent City Manager late Wednesday night, the City still fails to address the sharply escalating FTE (13 from FY2024 , ? FY25 and 26, and now another 5 in the proposed FY27) expenditure spiking being proposed by the City Manager with a PE degree and snake with no education for a side kick, who is the COO of the city.

    Maybe ask that Gaybeanne guy to investigate the spiking FTE issue and report back.

    The Encinitas budget crisis is expanding already-long backlogs for streetlight repairs, sidewalk fixes, graffiti removal and requests for stop signs and speed bumps — and things are expected to get even worse.

    The backlogs have been sharply on the rise because budget cuts last July limited overtime hours in the Transportation Department and filling vacancies with new hires has been essentially prohibited since December.

    Why is this City Council focused on hiring even more unnecessary staff FTEs and continuing to impliment failed programs like the Second Senior Center, when you can not even keep up with maintaining our current Safety and maintaining our current infrastructure.

    Calling on Luke, with the Lifetime Leadership, PHd: If the PE-degreed City Manager is so awesome, please have her present the feasability study for the Second Senior Center at Pacific View?

    Good Morning Encinitas! We are so lucky to have such educated City Council members running our City. This was highlighed at the last City Council meeting late into the evening at the 4:45 hour mark long after most residents were gone and only a handful of local heros were present.

    For those that do not know, Dr. Luke is the supreme being and can distinguish excellent leaders within a year of becoming a Councilmember and having the City Manager testify on his behalf at his felony trail.
