My guess is that the contractor hires temporary workers, and does not keep records/files. <br /><br />The contractor should not be paid until the problem is corrected. The city should always evaluate outside contractors and keep files.<br /><br />If your plumber parked on your lawn and ruined it, you would not pay him until he fixes the problem.
