Delays on city's $3.7 million lifeguard tower will affect Moonlight Beach all prime summer season

Unexpectedly!
Throughout much of the busy summer season, people will find unexpected construction activity and fewer places to park at Encinitas' Moonlight Beach.

Construction of a $3.7 million lifeguard tower, which was initially proposed to conclude before Memorial Day, now looks unlikely to be done until the end of July, city associate civil engineer Stephanie Kellar said this week.

Many days of rain between October and March and each "post-rain cleanup" day afterward put the project about a month behind schedule, she said. And, that has only been one of the causes of project delays.

The city also faced unexpected trouble with the demolition of the old lifeguard tower because asbestos and lead were discovered in the building, she said. Then, there was a seawall issue — the city expected to find one hidden underground seawall that needed to be removed and instead found two.
But at least we'll have a $3.7 million lifeguard tower eventually!

    As is par for the course, all city projects are behind schedule and over budget. Rain?? I guess that's an act of God. Not knowing what going on, well that's just poor planing and execution.
    No govt is better than bad govt.

  2. Those seawalls were buried long ago. As the hater of Surfrider that you obviously are, you show your ignorance every time you come here and call them out.

    If not for Surfrider we would worse off, and not just us here, but up and down the whole California coast. You have to know this, unless you have had your head buried in the sand for the last few decades.

    2. I'm glad for Surfrider. It was instrumental in helping us to defeat the Toll Road plan, supported by govt. agencies, that was planned through San Onofre.

      Also, Surfrider is going to be helping with making sure there is monitoring of the surf and the coastal habitat, with the dumping of sand that is planned, through the Army Corps of Engineers, the same group that is putting the oil pipeline through sacred Native American grounds, with the blessings of other govt. agencies, including the President, who has a financial conflict of interest.

  3. Surfrider are a bunch of hypocrite quasi-environmentalists. Bluff recession adds little to the beach sand - it was the inland rivers that contributed the majority of it. Where were Surfclowns when the inland or marina development was being built. that blocked the sand movement? They are in their petro chemically manufactured wetsuits and poisonous Styrofoam boards. The majority are just jealous of the coastal residents.

  5. 2:22, 5:15- James Turpin used to tell us all the time that the beach in Coronado would disappear by 1985. There is more sand today on Coronado beaches than ever before....and it's not because of Surfrider.

  6. The beaches at the north end of the Coronado peninsula face south, and Point Loma protects them from the northwest winter surf and storms that strip sand from west-facing beaches.

    Surfrider wasn't founded till after the last of the big marinas was built at Dana Point. As far as inland development goes, Surfrider minds the coast, as you might guess by its name.

    Surfboards are not made of Styrofoam, and the latest wetsuits are limestone based.

  7. I have no idea why this blog post has been hijacked to attack or support surfrider, what you should be discussing is WHY the lifeguard tower is behind schedule and over budget. Who at the city failed to do their job and why?? How is the city going to get the tower back on schedule ?? And if not?? Why not??

  8. 6:16- Thanks for getting this thread back on track. No one could have predicted the rain we has, and I am not an engineer. But, I cannot help but think this was a trophy project to begin with. Had they gone with an ordinary lifeguard tower, it would probably be done by now and I cannot help but think it would be a lot less expensive than what the city is building. The vote for this tower was pushed thru by Shaffer and Barth with the help of Kranz. I wonder who they will name it after? These 3 people have pretty big egos, as evidenced by Shaffer's continuing newsletter that still says former Deputy Mayor. Barth writes a newsletter every week making sure to only post positive things if they relate to our city. Nothing wrong with positive, but a little calling out this council would be nice.

  9. The bond issue for the tower was $3 million. That price was outrageous to begin with. When the request for bids went out, Deane predicted it would cost $2.2 million and was praised for saving big money.

    The winning bid was $3.7 million, and council members praised staff for a cost lower per square foot than what other cities paid. So, you see, the tower is economical.

    Shaffer's attitude was 'I know best, and I'm going to impose my way on everybody.' That attitude set the tone for the council. Somebody should tell Shaffer that the limelight is turned off. She should go away.

    For the most part, the current council has been surprisingly responsive to residents. That's a good thing.

  10. A). Is there any other individual on earth more priviledged, selfish, self-centered and narcissistic than a surfer? The world says 'no.' Surfing is worse than masturbating whereas when one successfully masturbates he doesn't through negative energy into society (any negative energy in the line-up when trying to catch a set wave at Swami's). Those who masturbate don't buy and throw away and endless load of petrochemically produced carcinogens. Surfers trully are worthless, selfish, narcissists and everyone knows them for this.
    B.) Is the Surfrider Foundation the most sentimental (rather than rational) group of environmental fascists in the State of California...or is it the unelected Coastal Commission? Coin toss but the world says 'yes.'

  11. BIG GOVERNMENT WINS AGAIN. Big lifeguard tower to support men who sit and watch girls in bikini's bend over to fix their towels while bilking you stupid silent fools for $200,000 per year and that old narcissist at Moonlight NEVER goes into the water but sends his teens out to 'rescue' people that don't belong here...he's just counting his money until he can retire and really bilk you retards. Once again we see 'big government' stepping in to control another place that should be 'self-policing' by the citizens that frequent it and know best. The beach is and always has been a place you go on your own and as you become more comfortable you venture our into bigger and bigger surf. Relying on a lifeguard to keep you out of trouble promotes foolish and deadly behavior. Americans should be raised to be rugged individuals, no State-controlled socialists. Last year I witnessed a twnety-something black man drowning just north of Swami's. He was had no business being in that riptide but obviously went out of his way to be away and not seen by the lifeguards. The lifeguards were out to lunch and it was two surfers at Swami's tht literally sprinted 200 yards to rescue these two black men, one of whom was clearly drowning. After the surfers put the men on their boards and paddled them to shore, it took another two minutes for the teeny-bopper lifeguards to show up. These two men, one of them at least, were dead if it wasn't for the men who did what men have always done here in American WITHOUT socialist-style lifeguards. Lifeguarding, like fire fighting should be volunteer work. Every fit man likes to rescue people and hang out with the guys and every pervert would love to sit in the tower enjoying all of the camel toes and butt floss paraded before hi. Let's create a volunteer lifeguard dept and a volunteer fire dept, who's in?

You can say they're "just doing their job" but their ego factor definitely increased when they got those stupid red trucks (from DHS?). Is Giles the one who parks on the sand at Beacon's and turns on his lights and sirens whenever a semi attractive female passes? How professional. This multi-million dollar project better include heat lamps for rescued birds.

    4. 11:24- we don't need toilets at the beach. 100 years ago each goers pee'd and pooped in the ocean and there was more marine life than today. We need to return to the old days of outhouses and open sewers. Now I'm going to go to stone steps and drink a beer and put out my cigarette in the sand.

  18. 10:40am. Here in Encinitas, we have laws that seek to prevent any smoking of anything on our beaches and in all of our parks.

    You must be one of those that ignore anything that may inhibit you from doing anything you want anywhere.

    I realize you are probably being facetious, but any opportunity to inform the public about how our city feels about smoking on our beaches and in our parks, needs to be reinforced, as some younger folks know better but still smoke away, even after being politely reminded. It shows a lack of respect for others and these gifts to our city. Now back to the topic at hand.

Hard to believe that this event is a big deal when I have to walk by drunk tweakers everyday at the downtown 7-11 and there is a place that sells alcohol every 15 yards, and by afternoon I fear being plowed by someone driving while buzzed on either booze or some prescription drug. And if that's not enough, the vape fumes or real cigarettes coming from cars are enough to make you sick.
