Brandenburg, Mosca, Marotta apply for vacant council seat

Coast News:
Planning Commissioner Tony Brandenburg, Parks and Recreation Commissioner Joseph Mosca and retired technology executive Daniel Marotta have submitted applications for the vacancy, according to the Encinitas City Clerk’s office.
We've suspected that former LA-area politician Mosca was eyeing a council seat ever since he surfaced in Encinitas in early 2015.

UPDATE: Some discussion of Mosca's history on the Sierra Madre City Council here. And Mosca donated the maximum $250 to everyone on the council majority: Catherine Blakespear, Tony Kranz, and Tasha Boerner Horvath.  Well played, Mosca!  It looks like the fix is in, and this is what we have to look forward to:

    How late would Council meetings go with the dude insisting on rebutting every speaker who says something he doesn't like? I don't see Catherine controlling this thin-skinned crybaby unless, like the Sierra Madre mayor, she likewise threatens to have him forcibly removed from chambers.

    Watch out, Encinitas. Don't buy the puppy dog looks, or the manufactured earnestness. Mosca is a fraud. He'll "love our community" even after he sells it to the highest bidder.

    1. And what was talked about by Council after the election was the Measure T defeat they didn't see coming.

      Choosing Mosca will only strengthen voter suspicion and mistrust of the City, something the City can ill afford right now.

      Too much bad press and video footage of Mosca misbehaving available for the Council to claim they didn't know about him and for residents not to know what they'd be in for.

      Too bad he has no self control. Kind of like Kranz and his anger management issues....

    2. They decided to fill the seat rather than have a special election because of cost and to spread the workload. If no applicant is qualified (hint: all voted down) they could have to re-decide.

      They do want to select one of their own. One who will add the fifth vote for unanimity. Blakespear has often made a point of saying they should all have the same vision, get along, blah blah blah...as if we elect them to play well with one another.

      In this case, they decided because it would cost more and take longer to hold an election.

    6. The point is they could change their minds if they wanted and take another vote. You/whoever the poster is at 9:15 made it sound like the choice was written in stone.

      I don't expect any change in plan not because of the money, but because the council wants to control the seat. Heaven forbid a true representative of residents gets in. Can't have that.

      And you can save your certain blabbing over the fact that, for example, Kranz got the most votes and isn't that the choice of the electorate? Yes it was a choice, but not an informed one. Lying about being a hometown guy in our corner when he's in the BIA's pocket and riding Blakespear's coattails did not tell residents what they really needed to know about the sellout.

      I'm going to make a bold prediction that you think the electorate was "informed" on that one, but "hoodwinked" on Kranz. And it's just a big coincidence that you agreed with voters on A, but not on Kranz.

    13. I'll take the bait. Voters were not hoodwinked into voting on Measure T. Everything the City did not want the electorate peeking under T's covers to find were revealed by the no on T folks, who btw were adamant in telling voters to read the 200+ pages for themselves and decide. This was something the City clearly didn't want residents doing and apparently you didn't care much for it, either.

      Blakespear announcing at a Council meeting that she wanted the words "mixed use" removed from the ballot statement, because they'd be thought of as a negative by the voters. This even though mixed use was included in the plan. I call this an attempt to hoodwink.

      So you see I'm a resident on the side of full disclosure. Who are you? Let me make an educated guess: someone who lost big by having Measure T go down.

  10. Mosca is a carpetbagger. As someone noted, the city is in the throes of being overtaken by developer interests by political design (candidates like Gaspar) and lawsuits (DCM). Mosca will be a shill for the big money, as he is a sell-out to those interests.

  11. Does anyone know when the City Council will decide this? We could show up and express our disapproval. However, one thing to consider is it is open to the public and only 3 people applied. What does this say about all of us who complain? Here is your chance. Go for it.

    1. The application deadline is 1/4. Must've been a slow news day for the applicants list to have been reported prematurely.

      On the other hand, it's a good heads up on Mosca. Write the sitting four and tell them "hell, no" to the carpetbagger.

  12. All that information is on the city's web site under city clerk public notices. The deadline for applications is 1/4/17 and the 1/11/17 meeting will hear from the candidates and the public and could result in the appointment on that date.

    Take a minute to write the four sitting Council members to tell them Mosca's appointment is unacceptable, based on his anti-resident record in Sierra Madre. Even if the Council does want him, if enough people speak up, they can occasionally be pressured into actually listening.

    In your post of this topic on Encinitas Votes, you said Mosca is "rumored to be" the front runner among the council majority.

    Can you share more? Is this pure speculation on your part, or do you have sources who are in a position to know?

    Asking because I was surprised. I thought he probably had too much baggage to be a serious contender.

    1. It's likely the Council members discount anything they read here, if they do read EU (think Barth's "obstructionists" and Shaffer's "naysayers."

      Council are typically the last to know anything because of their heavy reliance on "staff" to tell them what to think and how to vote, so I would not count on them knowing a single thing about Mosca's oversized baggage.

      That's why folks need to write the Council if they oppose Mosca; it's the only way to be sure of getting the info under Council member noses.

  17. I can't talk my friend into disclosing the Brown Act Violation between Blakespear, Kranz, and Boemer on who they discussed to select for the open city council position. Based on the reaction the citizen receieved last time they reported Blakespear's Brown Act Violation, I don't blame her!

  20. To the people of Encinitas: I hope you will take the time to read this about Joe Mosca as I know he is being considered for service on your council. I lived in Sierra Madre before and during the six years that Joe Mosca served as our city council member and Mayor. It was quite an active time as we were tackling key issues of development, water, financial constraints, and public safety. Joe came into Sierra Madre a relative unknown but I know I speak for the silent majority when I say, we couldn’t be more proud and lucky to have had Joe serve. There will always be detractors as you can’t please everyone, but Joe served our city with intelligence, calm, and needed leadership. During his time on city council, he balanced our budgets, opened the FIRST new park/open space in our city over 20 years, had the foresight to get our water system in order prior to the drought, and brought paramedic services to our city. He did it with patience, thoughtfulness, and in the face of some mentally unstable homophobic fanatics. Also, Joe was in the majority for 4 out of 6 years he was on council and NOT ONE PIECE OF OVERDEVELOPMENT was ever put forth or even considered. This line of attack on Joe is completely false. Is Joe perfect? No. Does he talk too much? Maybe. But in Joe, you have someone who is thoughtful, intelligent, and knows how to get things done.

He won both of his Sierra Madre elections in landslides, not because he conned anyone or pulled the wool over or any other such nonsense. Rather, he won because he walked door to door of the ENTIRE city and listened and governed for the people. He won because he is a good man, with a good family, a good heart and a good mind.   21. Ok, so characterizing the many residents who felt Joe went against campaign promises as "a few crazy people" simply won't play here. We are all too familiar with this tactic of marginalizing a great number of unhappy residents as "a few" not to recognize a con game.

    Your all-caps screaming protests overmuch and your comments sound way too much like the Joe I heard on the videos I watched (wanted to see with my own eyes) to be believed.

    Concerned folks here are not wary of Joe based on homophobia. We are concerned because of his behavior and words captured on video and by the comments of the many - not few - who posted below articles written about Joe. Both the videos and comments paint a very cautionary tale.

  23. Wow, we're not done with the Joe Mosca hate parade. Here's what I'd love to see. If you're from Sierra Madre, and you want to talk Mosca. Give 5 solid bullet points, like the poster above detailing the good or bad things that Mosca did for the city. Just saying he betrayed voters is lazy.

    If you want to lay it out, say "Mosca promised x but did x instead".

    I did research this whole issue, and indeed John Crawford is no fan of Mosca, pretty much going after Mosca on a pretty personal level. Somewhere in between is the truth.

  28. Council, you can engender a restoration of faith in all of you, by selecting Bruce as a fellow council member this coming Wednesday.

    There is no other candidate that has earned this seat more than Bruce and you know it.

    His qualifications cannot be denied, even if some troll complains about his bad breath. What that has to do with being the most qualified candidate on the list is beyond me. That sounds like a well known troll around here grasping at straws to come up with anything relevant. It is not even close.

    Bruce has more than earned serious consideration through his dedication to everything that we value and hope to conserve and preserve in our community.

    Hear us, council. If you do the right thing now, you will feel the love from those that my have had misgivings on your leadership. Bringing your former opponents to your side, will become an advantage as we develop a housing plan that will pass the muster.

    Bruce is the answer you are seeking to pass an acceptable housing element.

    For the trolls questioning whether he is more than a single issue candidate, past history is defining.
