A second eyewitness has come forward to corroborate an earlier first-hand account that a well-known cyclist was not equipped with lights or reflectors when she was struck by a vehicle three years ago in the pre-dawn hours along North Coast Highway 101 in Leucadia.
Independent statements from two onlookers and pages of legal documents indicate the city’s legal team did not present this information as a defense in a personal injury lawsuit that resulted in the largest financial settlement in Encinitas’ municipal history.

Liechtag probably used the homeless parking lot as part of a long term zoning change strategy. Now they can claim a history of multiple use and try to petition for a zoning variance or change, in the quest to up zone it to high density housing or commercial use. Ecke tried to have the property zoning split along the way, but was thwarted by his previous promise to maintain it in perpetual agricultural zoning; a trade off for his ability to up zone the much larger parcels he owned nearby.

If there was shared fault, damages are proportioned. Can Blakespear manipulate events to this extent? If so, she is a liability to the public sector.

The lack of transparency is contrary to the citizens' right to know how their representatives are performing. Someone said the driver of the truck that hit her has some gag order not to talk - what's that all about? If this is outright favoritism for a friend, Blakespear should be thrown out of office. She certainly should never reach the State Senate level!

It's been speculated that Walker cut through the parking lot behind the post office and exited it onto 101. If so, her exit could have been the apron at the south end of the lot or the immediately adjacent apron in front of 101 Piercing.

The distance between the aprons and the impact point is extremely short. If Walker rode through the lot and exited onto 101 at one of the aprons, she must have cut very closely in front of the truck.
