- Funding strategies for capital (grants, bonds, pay‑go, user fees, special assessments) tied to specific unfunded projects.

- Debt capacity and cash‑flow modeling to avoid overleveraging while addressing unfunded needs.

Vehicles are quickly converting to electric because smart residents know its more economical and better for the earth to not burn oil when you can drive on sunshine. Secondly its ridiculous to focus on the other global market tend issues., while the City continues its massive pumping ground up sea creatures mixted with ocean bottom beach sand from distance sources for the pleasure of the tourists to provide some towel ready beach sand. How many millions of diesel were burned during that last massive program? By the way, you need to get the diesel pumps and equipment working again because most of that sand has washed away and is gone. It lasts about 2 years not the 5 years as projected.
C. Many other options to convert this City from high waste and deferred maintenance to a well run rich city that maintains its infrastructure and adequately funds needed traffic enforcement.
Get to the point and Bruce needs to resign. When Bruce resigns, Jim or Ed can start the needed rebuild at City Hall.

1. Supporting the continued magnet of the CRC and other magnets attracting other crackhead Fenty-zombies to Encinitas which then consume all the Sherriffs time and other costs to public health and residents with their increased crime they bring including raping and stealing.
2. Proposing to add Full Time Employees to the proposed FY27 budget when he should be doing just the opposite and eliminating at least 10 full time employees from the budget to provide more funding for the hire priority capital projects.
3. Not sending a public message to the City Manager that the City needs to right-size City Hall. It has a huge overinflated low production staff empire with associated gigantic pensions and golden parachutes which needs to be addressed. Again the message is much more the this rich City's revenues needs to go to addressing the high priority capital projects and not to the City Hall staff circle jerk club.
3. Impliment a Long Term Financial Plan including:
Comprehensive inventory of obligations, timelines, and cost estimates (with contingencies), explicitly marking funded vs. unfunded projects.
- Multi‑year revenue and expenditure forecasts under several scenarios that show when funding gaps arise.
- Funding strategies for capital (grants, bonds, pay‑go, user fees, special assessments) tied to specific unfunded projects.
- Prioritization criteria based on safety, legal risk, cost‑effectiveness, and equity.
- Debt capacity and cash‑flow modeling to avoid overleveraging while addressing unfunded needs.
- Staffing analysis that compares the marginal cost of new positions to capital and maintenance priorities, including options for temporary contracts, shared services, or phased hires.
- Explicit modeling of major stormwater, maintenance, and enforcement costs so cumulative obligations are visible.
- Communication plan for stakehold.
4. By completing 3, you will find there are some simple yet very cost effective ways to enable this small beach City to address its massive deferrred maintenance from years of mismangement from incompetent City Managers. Examples:
A. Feasibility study with options for addressing Pacific View property. We have sunk costs on that property but the inflated value of property in Encinitas could help erase the mistakes for the BIA/Dalakranz days (daze).... that property has low use and high value.

Eliminating this program and associated Full Time Employees (FTEs) would free up resources for other high priority deferred maintenance needs. As an example of the lunacy of that program- 50% of all pollution is attributed to car travel. Vehicles are quickly converting to electric because smart residents know its more economical and better for the earth to not burn oil when you can drive on sunshine. Its market driven and the City has nothing to do with the issue. Secondly its ridiculous to focus on the other global market tend issues., while the City continues its massive pumping ground up sea creatures mixted with ocean bottom beach sand from distance sources for the pleasure of the tourists to provide some towel ready beach sand. How many millions of diesel were burned during that last massive program? By the way, you need to get the diesel pumps and equipment working again because most of that sand has washed away and is gone. It lasts about 2 years not the 5 years as projected.
C. Many other options to convert this City from high waste and deferred maintenance to a well run rich city that maintains its infrastructure and adequately funds needed traffic enforcement.
Get to the point and Bruce needs to resign. When Bruce resigns, Jim or Ed can start the needed rebuild at City Hall.
