Council just needs to fire Sad Sac, hire a contract interim City Manager and recruit a worthy City Manager that will fire deadwood managers and hire good managers. Its that simple.

What Council needs to do is fire current City Manager, hire an interim City Manager, and recruit fa new City Manager that will cut deadwood department managers and hire worthy managers. Its that simple.
