2/25/15 City Council meeting open thread

The current city council has continued prior councils' practice of not providing written summary minutes of council discussion, but only "action minutes" which state the outcomes. Encinitas Undercover will provide a forum for observers to record what occurs at each council meeting.

Please use the comments to record your observations.

- mid-year budget review - the re-launch of Joe Mosca's political career. - cancellation of Peak Democracy web poll software contract - SANDAG update on Coastal Rail Trail (complete through Solana Beach, non-existent in Encinitas)

  1. Burlfine says we're driving our cars to show off and feel important. Personally, I drive mine to get to work and cycling down the 5 is not quite an option. I drive my car so I can earn an income, one that allows me to pay my Encinitas mortgage and that I could not earn within walking or cycling distance. Guess I'm driving so I can show off my 15-year-old car and feel important.

  9. The three woman on council seemed to be trying to outdo one another at this council meeting.

    The mayor sounds tough, but is as weak as one can get.

    Blakespear outsmarts the mayor a thousand times.

    Shaffer has her plan and isn't afraid to go for it.

    The poor mayor and her sidekick "pussy" Muir looked like a couple of dunces a few times.

    Be careful what you ask for Gaspar. You may just end up doing the dirty work. That was a good move Blakespear. Next time, try to get Muir to do some work. He's one lazy ass.

  10. People dragged to Scripps against their will (La Jolla, not Encinitas because of some contract deal). The Lifeguards / Paramedics strong arm people when it isn't necessary, for observation, stupid reasons. It's a fact and disgusting waste of money to validate their jobs and many unneeded positions.

    2. Body surfer at moonlight, forced into ambulance with only bathing suit pleading to lifeguards he was ok. Transported to La Jolla and after finally talking sense into medical staff was presented with an outrageous bill which he never paid since he fortunately was from another country. I knew him and saw the whole thing go down, slow day and all about the money. Perhaps I should have said hustled instead of dragged. No doubt you know it is true but feel free to blather on.

    Dalakranz ia looking for how to borrow more money to finance an new pool and yoga gym that the City can buy possibly the Leucadia old log cabins..

    1. CB is doing the best job on Council. LS also asked some good questions, but her position on Peak Democracy was wrong, imo. On that one she said, let's trust staff's judgment of the software program. The public isn't trusting PD or staff. CB realizes this and is asking excellent questions. Jeff Murphy has a very bad attitude and respoinded to CB rudely, face all red and blustery, as he tried to justify the fact that Planning, through his new management, continues to misunderstand and misapply our code. Planning mis-regulates and under serves.

      KG and MM need to get in touch with the public perception, the realization of those in contact with City employees; they aren't doing the best job they could be doing because of POOR MANAGEMENT.

      We need a shake-up from the City Manager on down. LW is a good guy, but he shouldn't defer to JM or any other heads of departments, just because he's new.

      All of Council was weak in their re-evaluation and "shows improvement rating of our conflicted City Attorney. When Council defers to contracted and staff "experts," and ignores information from community experts, that makes them ALL appear to be fearful and not ready for prime time.

      KG is doing a good job of running the meetings. I agreed with TK and CB on the conflict of interest issue on the new Director of E101MA being on the Parks and Rec Commission.

      It was silly of KG to try to stick to nominating only incumbents, rather than initially giving someone else a shot. The business assocations are City subsidiaries; Members of these groups worked together to try to defeat Prop A, and never declared any lobbying expenses.

      But it was good KG put forth a different candidate, ratified by Council, on the second round of voting.

    2. 2:20 The Crown Princess (Gaspar) was only trying to get her way as she always does. It is all about her you know. She is used to getting what she wants, when she wants it.

      Gaspar is self-centered with a big ego and many get that way when they think they are important. She will find out when she is gone, that she really didn't matter.

    1. I agree. Blakespear is smart and asks the right questions. She is looking good as a council person. I bet she would make a great mayor. She has my vote and hope she runs for the position.

  13. Catherine has shown what we need around here. An independent voice, not succumbing to the sell out actions we have sadly had to deal with in recent years after being elected.

    As for the ideal leader, I have go with the Guerrillas latest fictional character and his or hers platform that would cure most of our ills. If only that candidate could become the real thing.

    The changing face of our council in 2016 will tell volumes on where our community's future will lie. If we don't have an interested pubic who votes more than the 30 per cent we got the last time, our community's character will have no defenders. Get out the vote when the time comes or suffer what we have had to deal with time and time again.

    Catherine is a reason for hope. Keep it up.

  14. Leap year day (Feb 29) is Catherine's birthday, so I guess she and her family should be celebrating all weekend.

    Happy birthday, and thanks for having the courage and understanding to challenge poor performance by, and lack of clarity through, our staff, particularly the heads of department/cabinet ensconced by Vina.
