Former Sierra Madre councilman applies for Encinitas Parks & Rec Commission

Among the candidates for various commissions to be interviewed at this Wednesday's council meeting is Joseph Mosca for Parks and Recreation, who has less local history but more political history than most.

The Sierra Madre Tattler, which was highly critical of Mosca, has lots in its archives, and paints a picture of a politically ambitious former rising star in the LA County Democratic Party who had his eye on an Assembly seat. Mosca resigned his council seat in 2011 to move to London for family reasons.

Among the archives is this discussion of the eerily Barthesque drama over Sierra Madre's mayor rotation.

Given the weak field of potential 2016 Encinitas council candidates, Mosca could fairly quickly become a top-tier candidate.  His spouse is a director at Gilead Sciences, whose stock is up 400% since he's been there, so campaign money shouldn't be a problem.

  1. I just put this up on my site as well. Thanks for sharing this with us. Much appreciated! Just a quick note. Joe Mosca was a new resident in Sierra Madre when he moved to Sierra Madre. He told us he was big on slow growth, then hopped into the sack with the big development interests right after he was elected. Beware!

    2. How about some real, verified votes or other background on Mosca and why we shouldn't vote for him. Lots of hate on the Tattler, not a lot of facts.

      Let's get it out of the way now, Mosca is in the vanguard of being an openly gay mayor in So Cal. Sounds like this may have been an issue.

      FYI, the Tattler is published by former City Council aspirant John Crawford...

  7. Remember the words of the New Urban West developer: "Encinitas is a magnet for density bonus!" One of their own, telling us their point of view. Mosca needs to be watched and opposed.

    2. They are smoooooth. Watch for them trying to get to know you on a personal basis, asking sincerely (yeah, right) how you like to see a development designed. Listen to them talk about how they worked with other neighborhoods for win-win outcomes (not really). They are known for turning residents into pawns to fight other residents. Not among the good guys.

  8. Mosca will run for city council as a preservationist. Once elected he will work tirelessly for developer and realtor interests. Here is a video of Joe turning on people who worked for him when he was running for office. Joe talks about civility, but doesn't always practice it.

    9. Mosca is a lawyer by trade, most recently for So Cal Edison. He and his partner apparently moved to Sierra Madre in 2005. Sierra Madre is a true small town of about 10,000 people, with a lot of long, long time residents. Needless to say, development is an issue (note: I grew up in nearby Pasadena).

      Sounds like they have some issues with contentiousness that would make Jerome blush..

    13. Dog lovers of Encinitas please note: For his initial Sierra Madre City Council race, Mosca's family portrait mailer has a Golden Retreiver rent-a-dog. The dog was never seen again. Fake family dog = fake man.

It is good to be on the watch for future problems and problem candidates, but we have some awful people to focus on getting rid of and next after the vanquished City Manager we need to take care of our cancer like city attorney who somehow extorted a good review when their performance is terrible at best.

  17. On a side note: where was our Mayor on Saturday at the Arts Alive unveiling? It was a kid friendly event. Tony and Lisa were there, county supervisor Dave Roberts and even old Jim Bond made an appearance. Kristen Gaspar has time for secret meetings with Andreen and homeowners, but doesn't respect her fellow Rotary member, Danny Salzhandler, and all the hard work he dies every year for NO MONEY. No respect for the 99 artists who paint the banners which gets national coverage every year and is growing in popularity. I remember her saying that "...as Mayor, I'm expected to do all sorts of things", but supporting this citizen effort apparently isn't a duty she finds important enough. Pathetic!

He didn't acquire his reputation over nada. We have had too many insiders holding sway for too long around here thanks to past council members being so easily manipulated. With all the others who offered their service on various commissions why take a chance on one whose history precedes him?

    That is one reason why EUSD ended up with baird who history preceded him and yet he was hired. Duh.

  25. DINO, RINO. LINOS. I've heard of all of them. I have seen all the stuff on Mosca, and it is noted. But since I grew up in the Pasadena/SM area, I know how overheated a lot of the stuff is in a town of 10,000 people. It's still like the 1950's in that town, it's not your average area of So Cal.

    I'll follow what he does on the Commissions, and then if he runs for council, I'll do the usual vetting, but I'm not down with the pocket Sherlock Holmes witchhunt that's going on here.
