4/29/15 City Council meeting open thread

The current city council has continued prior councils' practice of not providing written summary minutes of council discussion, but only "action minutes" which state the outcomes. Encinitas Undercover will provide a forum for observers to record what occurs at each council meeting.

  3. Caught the end of the meeting. Both Shaffer and Muir said that SANDAG says the 50% of the county is open space. Yeah, that's a lot of mountains and desert. But how about a percentage of open space within 25 miles of the coast? If we're all supposed to walk, ride a bicycle, or take public transport, it would be nice if the open space were not so far away.

    4. San Elijo Lagoon, Batiquitos Lagoon, Elfin Forest Preserve, Penasquitos Canyon, Torrey Pines Reserve, Indian Head Canyon, Beaches, San Dieguito County Park, Lake Hodges, Mission Trails, Cabrillo National Monument . . .

      We have many great open space places within 25 miles of the coast.

      "But how about a percentage of open space within 25 miles of the coast?" All it takes is money. I'm sure you'll donate heavily. After all most of the property is in private hands. Most of the land now considered open space was either purchased outright or with open space easements.

  6. Muir praised GASpar for getting sand on our beaches over the next 5 years partly paid by the government. You would think Wonder Woman did this task ALL BY HERSELF. Gee, no mention of the others who were involved in this project for years. And in GASpar fashion, she swept up ALL the glory. I think this woman does not like sharing.

    I wonder if she can leap tall buildings.

    Kudos to the people who actually did the leg work for years.

  7. Permanent 25 feet lights with electrical ready for future 80 lights at both Leo Mullens fields approved by council. The residents are going to love it.

  10. 30 foot lights at the soccer field at Leo Mullen will not be a big deal to the very few houses at the top of the hill, above and beyond the baseball field in between the houses and the soccer field Those few houses are above the height of the lights, and there will be minimum impact.

    2. Thanking the staff for doing the job they get paid to do is getting to the point of ridiculous. Council really needs to focus their attention on the important things of this city.

    4. 9:48 I beg to disagree. I have owned several very successful companies, but have always encouraged my staff to meet the deadlines as that was a very crucial part of the business. If you keep thanking them every time they do a job, they get too relaxed and slack off. A little thank you is fine, but too much and over the top is ridiculous.

      By the way, my employees stayed with me for many, many years.

    5. And 9:48, come on...staff often screws up so royally it's amazing they still have their jobs. But accountability is not something the council demands. Shaffer actually calls it "public shaming" to hold someone responsible for even purposeful mistakes, so will only heap praise whether deserved or not.

    6. Shaffer is herself the queen of public shaming since she makes up false information about other council members and then forces them to prove their innocence like a witch trial.

      She also fabricates lies about candidates that she is frightened of and send emails and texts out to discredit others. Our ethics teacher is also quite adept at private shaming!

    According to the staff information installing lights of any height must be approved by the Coastal Commission. The neighborhood may also object.
    Don't count on the lights.

    2. The coastal zone boundary in that part of Encinitas is along El Camino Real. There is a map in the document at:

      The boundary goes much further east along Encinitas Blvd just south of Mullen.

      I know that Leo Mullen falls within the coastal zone boundaries. My point is why, given that the field is nowhere near the beach, should the coastal commission have any involvement whatsoever with lighting a city park? This isn't an issue of any physical impacts like sediment flows or bluff stability. Nor is it near enough to the lagoon to have any impact from the lights. It's just bureaucracy. But that's okay to some because it gives them a second chance to derail the effort.

    5. The Coastal Commission investigates and makes determinations about environmental impacts, including the environmental impact of "light pollution" created by lighting fields.

      I don't believe the Coastal Commission would have to be involved, though, if the light standards are not above 30 feet at Leo Mullen?

      Leo Mullen is approximately four miles from the coast. Even if they pointed the lights west, it wouldn't effect the coast. So what does the coastal commission have to do with lights at Leo Mullen?

      Protection? More like venue shopping. Currently, the portable lights for the Leo Mullen soccer field are glaring and the generators are loud. Modern field lights wouldn't be half as bad.

    3. Is GoPro leaving? They just opened that office a year or two ago, and as of a month ago, they had job listings posted for app developers and programmers.

      12:16, GoPro is a small action-sports video camera with mounts for surfboards, bikes, helmets, ski poles, your dog, etc. They are a Silicon Valley upstart, and went public pretty recently. They occupy the building across the street from Besta Wan Pizza in Cardiff.

    4. GoPro has outgrown their space in Cardiff. Encinitas has very little office/professional space. And what it does have is more suitable for small scale (< 10 people).

    Have to wonder what advice the impressionable Blakespear will take from Stocks...and why on earth she felt the need to meet with him in the first place.

  18. Catherine, say it isn't so, please. Any association with this despicable character that has left our town with so many huge obstacles to overcome, can only be to your own demise. That goes for his best buddy a??ream too, that the princess fell into all too easily.

    What could 'his lowness' possibly have to contribute that could entice you to come within a mile of him, is beyond imagining. You have shown some welcomed independence we have long hoped for. Don't squander the positive steps you have exhibited by coming anywhere near this character unless, of course, you have already crossed over to the dark side, like too many of our elected council members have done in the past, once they ascended to the rarified atmosphere of the dais.

    You have a chance to be the only keeper of the bunch but any relationship with J$ will not be to your benefit.
