4/8/15 City Council meeting open thread

The current city council has continued prior councils' practice of not providing written summary minutes of council discussion, but only "action minutes" which state the outcomes. Encinitas Undercover will provide a forum for observers to record what occurs at each council meeting.

Please use the comments to record your observations.

On tonight's agenda: the phony "museum" at Pacific View.

    How much time will council waste tonight talking about what they don't understand?

  3. Well I've been to the city on a horse with no name ...... hey they will spend our tax dollars on a plan for Pacific View without knowing it's use.... clever!

  4. Oh goody... A museum!!! Now we need to hire a recruiting firm for $15-20K to find a museum director and pay him/her about $150-185K a year plus a car and lifetime medical.....not to mention a realignment bonus to move to Encinitas..... Oh and a city phone and office.....And I'll need a city paid assistant also.

  6. Wow. More money spend on another stupid City Facility that drains the City's finances so no Active Transportation Projects including the Streetscape Projects get done. Dumb Ass DalaKranz. 2016 can not come soon enough.

  7. During reports City Attorney Sabine brought up the mandatory water restrictions, which will be effective on June 1. Council needs to have a discussion as to how that reality, the immediate urgency of our ongoing drought affects the housing element update priorities.

    Also, Tony Kranz got it wrong. The building industry lawsuit is about the city's current interpretation of state law, and this city's recently reformed policy re density bonus developments. Encinitas' lack of a certified housing element is not a cause of action in that litigation, only a supporting fact.

    So TK was wrong in stating we were already being sued for our lack of a certified housing element. Sabine should have corrected him, after LS's question, but our City Attorney "wiggled" his way out of giving a straight answer, because he said it would be inappropriate to discuss pending litigation in open session.

    1. Regarding housing element update and water, they could simply redo the map and put all the R30 on greenhouse space. Residential development uses far less water than the existing ag uses. The Hall property was using so much water that their runoff created a year-round running stream all the way to the lagoon.

    5. 12:43 That's funny when I read a post from her to Gaspar on FB letting Gaspar know that Lynn commented on Encinitas Undercover how lovely she looked in her Spock Block outfit and loved her wig. She isn't fooling anyone. She has been on here and writing under anon. I can pick her out from all the rest. Sorry, Lynn, you can't fool all of the people all of the time, but nice try.

    6. Speaking of the Marrs, we are just about six months down the road from the La Veta armistice, and the county recorder clerk's website shows no new filings. The abstract of judgement and renewal are still in place.

      It's possible that bringing the unit up to code and inspected takes longer than six months. It is also possible that the deal is falling apart.

      It just couldn't be the Marrs not living up to their side of the agreement. I don't know what's going on but after reading about all the crap that they pulled in the past, I don't reflexively think it must be the city. I realize that many of you think that the city is the root of all evil, not to mention being totally incompetent, but it wouldn't surprise me to see the Marrs not living up to their end.

      This is all speculation but isn't that what this blog is all about.

    15. The facts are well documented. Unfortunately, there is no impartial reading of those facts that would support 9:59's conclusions.

      Either the Marr's version of events is correct, or literally everyone else's is: her neighbor, code enforcement, sheriffs, witnesses, city council, two Superior Court judges (including the one they accosted in the parking lot), appeals court judges, CA Supreme Court judges, US Supreme Court judges, the law firm who renewed the abstract of judgement, the clerks who granted the renewal--literally everyone.

    16. 7:33 obviously a bit defensive since the city's actions were so over the top awful towards the Marr's they are impossible to defend.. Well the parking lot episode was absurd action NOT by the Marr's and the facts support that. Also you might look at the SD judicial system that has had a history of corruption, well documented ta boot.

    18. This amuses me greatly. The wheels of justice in this case began turning when the Marr's ratted out their neighbor to code enforcement who turned the tables on them but it is the Marr's who feel persecuted. Something about people in glass houses?

      The facts of the Marr's behavior is well documented and they don't come out looking very well. To hear them tell it, the world was out to get them. Everyone was in on it, even the appeals court.

      It wasn't Judge Schall who had it in for the Marrs. It was E-V-E-R-Y-O-N-E who played any role in the case.

      Either the Marrs are the most unlucky and tragic victims of a massive conspiracy, or there might be more to the story.

    Check out next week's council agenda item from the parks and rec department for cost recovery of all the wonderful events Rudloff and council are giving to residents. Dissolving the senior center as specifically for seniors, eliminating programs that don't bring in the cash and participants, marketing programs (just like the YMCA), spend hundreds of staff hours doing studies and outreach to justify having staff. PRD is moving into the big time. Possible ways to pay for all the largess recreation opportunities in Encinitas - property tax, sales tax, bonds.
