Woman dies off coast of Encinitas after being thrown from immigrant panga

Times of San Diego:
A woman believed to have been an undocumented immigrant died Thursday following a collision between a crowded smuggling skiff and a U.S. Customs and Border Protection vessel off the North County coastline, authorities reported.

The agents, members of the CBP Office of Air and Marine, spotted the panga early this morning near Encinitas, hailed the occupants and ordered its pilot to yield.

The motorboat continued on, prompting the government agents to fire warning shots, CBP spokeswoman Jackie Wasiluk said. The two vessels then collided, causing the skiff to capsize and sending its 20 occupants into the ocean.

    Most use of force policies prohibit taking safety off a firearm unless deadly force is justified. Most law enforcement do not use guns to wound or warn--they use them to stop an imenent deadly threat.

    1. The media is making it sound as thought the panga rammed the Customs boat. It wasn't regular "Border Patrol." Shots were fired and it seems obvious that the governmental authorities rammed the panga. Very sad, an unnecessary tragedy which could and should have been avoided through better leadership and greater self control by those wielding the big guns and the bigger ship.

    We are better than this and this type of thinking towards the less fortunate looking for a better life that we all are so blessed with. WE ARE ALL IMMIGRANTS and you are too, save for the native Indian Peoples who were all but exterminated. Their way of living within nature surely was and that we could all learn a thing or to from.

    Todays actions were contemptible and illegal. To fire at them when they had them contained for the most part, was far from necessary. They were not going to get away and escape. They could have stayed with them until it was safe to have them disembark in shallower waters. Whoever does not feel sympathy for the needless loss of life has little heart left.

      I think it is about use of force appropriate for the context. I for one would have liked to see a more peaceful resolution to this issue instead of an escalation. I am sad for everyone involved in this episode including the woman and her family.

  10. I'm so happy that many are taking about how wrong this was, and how it could have been handled differently. Compassion for others, along with intolerance, was the reason our forefathers came to this country. What some of them did after they came is unforgivable, however, this country ( at least the European ancestry side) was based on the belief that people are living things and have a right to say what they think (within reason); have the right to peacefully assemble; and have the right to live without fear of being gunned down by the police.

    In these times the police have a lot more resources for containing a person(s) than ever before. Besides mace and pepper spray, they have tasers, stun guns,tranquilizer guns, and much more. They should try all of these before shooting, unless someone is shooting at them, or has a gun and looks ready to shoot. I didn't read anything about any of these people having guns aimed at the police. Does anyone know if the police felt they were in mortal danger?

    Legal immigrants are placed on waiting lists for years in order to come legally into our country.
    Legal immigrants follow our laws for entry into the U.S.

      1.) Panga boat drivers are usually not professional smugglers. They are typically only tasked with driving the boat for one trip:

  22. Directed Energy weapons are showing great promise. They can send a non-lethal pulse of RF energy from miles away on a boat, helicopter or drone to fry the electrical system of a boat and its motors.

    These are pretty far along in the development cycle. We could start seeing them in action off our coast in the next few years.

    Let's hope they deliver on the promise. Safe and effective for our law enforcement crews, and for the passengers of these pangas. If they are really effective, then the pangas will stop trying, which would be the safest outcome of all.
