Council appoints lawyer Allison Blackwell to create supermajority

 Coast News:

The Encinitas City Council has appointed Leucadia resident Allison Blackwell to fill the body’s vacant District 1 seat at the Jan. 18 meeting.

The council voted 3-1 to appoint Blackwell to fill the vacant seat left by Mayor Tony Kranz, who was elected mayor in November. Kranz was previously reelected to the District 1 seat in 2020, meaning Blackwell will serve the remaining two years of his term until the 2024 election.

A resident of Leucadia since 2013, Blackwell pointed to her experience as a lawyer, human resources executive, diversity and inclusion leader and volunteerism as reasons why she was right for the role.

  1. Rather than banning appointments altogether, I’d support a ballot initiative to make it so any appointee cannot run for re-election in the next cycle.

    There are legitimate reasons to appoint, like saving election costs, and not leaving citizens un-represented for months. But bestowing the advantage of incumbency by edict is a distortion of democratic principles.

Personally I think we should always vote, even if a Council member or Mayor leaves before their term is up, like Kranz has done.We are talking about 1 district and it would cost about $250.,000 for mail in ballots. THAT is what Democracy looks like. All the appointments are in line with exactly the same group of folks and it's getting old. But I would certainly not oppose 5:47's ideas.

  4. Take a look a the Encinitas Modal Alternative Project (MAP) ATP Implementation Plan. This is where money is going to be spent, and maybe occupy a good portion of the Infrastructure Task Force time. The Appendix A survey results has the goods.

    This agenda item was already pushed back. Maybe twice because the commission appointments are scheduled to be on the agenda. Takes a lot of time to go through the applicants...

    To me, it looks like some of the projects exist so the city can say they have some specifically named types of projects, allowing the city to qualify for certain types of state/federal funding. Please correct me.

I hope the best for NowLeucadia, but when they posted incorrect campaign info last fall and I questioned them about getting their facts correct about certain candidates running, it was crickets in a non-response. My intention was to have them be correct in their public postings and welcome them to the campaign. The more the, maybe not merrier, but at least, not give out false campaign [dis] information, especially at that point in time when the true facts were already known. It led me to believe they had their own agenda and it appeared to be just another tool for the incumbent's to sway public opinion their way. I welcome any correction, but in my opinion they had a rough start in getting the facts straight that did not have to be with a little research on their part. Heck, I knew better just by reading posts here and on EV. My criticism before the elections was meant as constructive. I am still not so sure about their motivation at that time to post inaccurate info, but am open to them coming clean about why they were so off at the time.

      Home prices are falling off a cliff, and we are just heading into an economic correction of historic magnitude as a result of money for zero cost since 2008 and 1% following 9/11/2001 except a breif period during of 2005 until the 2008 "Great Recession" . This correction will make the Great Recession look like the good times. the FEDs shot their wad and not inflation is out of control and if the FEDs continue to digitize fiat curreny, the US dollar will collapse. That is why Biden's 1.7 trillion DEBT will do nothing. The world market forces already factored that new digitized funding and corrected by more inflation. The FEDs have no more moves. Watch. I guarantee they will drop interest to 0 again under pressure from the current Admin. which will just mean the end of the US dollar as world currency that much sooner. But back to the issue.

    How is the city going to pay the increased insurance premium after another recorded $20 million plus payout on the Worely settlement?

  39. Is Grammar Grandpa a retired English teacher by any chance? I mean who else would be so anal? No one expects literary masterpieces when people are trying to type quick texts. Plus auto correct often spells things wrong, or inserts punctuation, etc, in the wrong spots. I hope for the kids sake he wasn’t. Calling people “idiots” over a typo is just plain mean! I sure hope this ‘Grumpy Grammar Grandpa’ was not teaching our children!

  48. I can recognize the history and honor it. For some reason, my fifty years of surfing Beacon, or Beacons, never had an issue with calling it Beacon when a treasured local author brought it forward a few years ago. Beacons appear to be easier to say than Beacon. So be it. It is no skin off my back. Knowing history has a value, whether it is respected or not. Beacons does appear more comfortable to express?
    They both work for their own reasons. Peace out.

    The old man who used to live in the beacon would come down to the beach to make breakfast burritos.

    Some say if you go down there on dawn patrol and close your eyes, you can still smell the bacon. And if you hold a shell from that beach to your ear you’ll hear the sizzle.

    If you want good waves, bring a breakfast burrito down there as an offering.

    I haven't heard that we have a licensed pot smoking bar in the plans yet and don't know how that would work unless everyone was walking home. I don't think that will be a worry for years to come, around here anyway.

  55. 11:11 We just ate at Just A Little More Breakfast, and they confirmed that they’re being forced to close down after all these years of being a favorite spot for locals.

    It’s very disturbing, but not at all surprising that our corrupt city council would approve a Pot Dispensary on coast hey 101 of all places. If we have to have one, it should be in an industrial area where tons of junior high aged kids and H.S. Kids walk by every day. I could just see some kids coaxing their piers and egging on each other to go in there and get pot.

  56. The property owner made the choice after his location won the raffle bs. The business owners have as much rights as any renter does, which is not much. Blame the city for adhering to what he voters wanted. The did hire the worst company to enact the voters will. Other towns had previously fired them for their incompetence. Encinitas? Of course not. What is $600,000 of the taxpayers money to any of them? The city did make out by charging non-refundable fees to every applicant that amounted around 1.5 million$. The process was delayed as long as possible which is precisely why they were hired in the first place.

  57. 10:40 I agree. A huge pot dispensary shouldn’t be on Coast hwy 101. It leaves a bad impression after you pass the ‘Welcome to Leucadia’ sign. Like 10:40 says, it should be in a industrial area that doesn’t get so much visibility.
    NOT where kids are walking by being dared by there friends w/peer pressure. If people want it, they will drive a few blocks away for it.
    Our City Council has really poor judgement.

    Why would they not want a classy coastal town? I don’t see Laguna Beach, San Clemente, NewPort, Solana Beach, Del Mar, and many other nice coastal towns crapping down their towns and inviting transients and druggies. You know where Pot is being sold, there will be drug dealers hanging out hoping to sell people the harder stuff. What’s our City Councils motive, for crapping down our town and throwing us under the bus?

    Most of the fentanyl came from or comes from China. China has never been held accountable for how many lives lost by now? I bet you can help with that number of fentanyl deaths in the US the last few years. If it is not a million by now, I would surprised.
