Grand Jury criticizes Leucadia flooding

NCT:
The San Diego County Grand Jury on Tuesday urged the city of Encinitas to create a comprehensive plan to improve storm drains in flood-prone Leucadia.

"Leucadia's existing storm water infrastructure is inadequate to handle the chronic rainwater flooding along Highway 101," the jury said in a press release announcing its latest report.

The jury recommended a project to relieve runoff that collects at Roadside Park, Leucadia's lowest point. That would require drilling a drainage outlet west through a bluff allowing water to empty onto the beach, the jury said.

The jury also suggested the formation of a special tax district to fund Leucadia drainage projects.
The city is broke and can't even afford a skate park at the long-overdue Hall Property. There is no way we are taking on a big infrastructure project like this.

No new taxes until the city addresses the real problems: pay and pensions, and bad real estate deals.

  1. The city IS broke, but that won't stop them from approving new HIGHER salaries and HIGHER pensions.

  2. Interesting that Mayor Stocks was quoted as saying that the city would have an official response in coming weeks, yet he admitted that the city has "limited resources" and "a limited amount of money."

    It seems he needs more time to craft a good excuse after his 12 years in office and his failed leadership. This didn't stop him from posting a sarcastic response as The Coastal Watchdog. He was called out on this in public only recently about hiding behind this user name.

    Stocks refuses to adjust city priorities and sticks to his $60 million special use park, and that cost is predicated on not borrowing more money. Otherwise the cost could reach $80-$100 million, if money is borrowed and the skate park and dog park are built, not just graded to prepare for construction at some unspecified later date, as outlined in the bid proposals.

    1. Sorry for being personal, but what about Patrick Murphy? He might be a cordial person to talk to, but look at the planning of this City and the fact that he doesn't have the educational requirments to hold his position. In addition, when it was communicated by Peder Norby and Gus Vina that the Encinitas Planners all had Master's degrees and Patrick and Diane did nothing to set the records straight, it was not honest. They both get paid 6-figure salaries of people with advanced degrees--but they don't have them--nor the professional skills that they might have gained had they actually done the work and not allow others to suggest they are actually qualified.

  4. When Mark Muir was "promoted" to city council, there were no less than 30 police at this city council meeting, and 4 fire trucks sat in the parking lot. The cops were making people with signs sit in the back room and wouldn't let them in the main council chamber. Is that a good enough example for you?

  7. This Grand jury report gives COE cover to do nothing on the Streescape for the next 20 years. Couple that with the raiding of funds to build the Hall Property park and Leucadia will look and remain a shit hole for decades to come.

    Are they bothering to water the trees they planted??

    3. No, I don't think so. "Lib" is a meaningless term used as an "insult" on Fox/Rush/etc. It's dumb as hell, just like everything else Fox/Rush does to demonize smart people.

      "NO MORE TAXES" is not a coherent position to hold, and is common among Fox viewers and other people who call themselves "conservative". It's like screaming "FIX THIS SHIT NOW, IDIOT. NO I DON'T HAVE A SOLUTION BUT YOU'RE WRONG". It's ignorant, just like most Fox viewers, hence my "Foxtard" label.

    4. Rob, if you want to pay more taxes go ahead and do it. You don't need any laws or legislation to pay more taxes, just go down to the city, county, state or fed offices and write them a check. They'll take your money, trust me they will, just go do it. And while you're there tell them that you are paying it for me, not yourself, for me.
