6/10/15 City Council meeting open thread

The current city council has continued prior councils' practice of not providing written summary minutes of council discussion, but only "action minutes" which state the outcomes. Encinitas Undercover will provide a forum for observers to record what occurs at each council meeting.

    2. Fire fighters should ALL be volunteers. What man wouldn't want to hang out with the guys once a week making gourmet meals and working out AND avoiding wife and kids for 24 hours. Who wants to start the petition? I don't know a single man that wouldn't volunteer 24 hours per month.

    they voted to approve pay raises AND raise taxes on property assessments - they are liars
    I guess when mommy gives you a house, taxpayers pay your pensions, you live on moms land and you married the boss - sticking it to taxpayers doesn't matter. Let them eat cake1

    3. $9.7 million of $10 million (not a big grant budget) given to American Jewish institutions to institute security measures to protect themselves. Given the threat they face, this seems like a paltry amount. Attacks on Jewish institutions world wide are going up, particularly in W. Europe. These grants are being used to bolster security for AMERICAN institutions that may be under threat. That they happen to be Jewish speaks volumes about where the threat is coming from.

  5. GASpar and Muir shot down on adding another individual to Sheriff's Dept. Their cooking plans didn't work out so well. At least the other three had enough sense to ask the important questions.

    Better information was needed in order to make a good decision. The springing of this at the last minute tells it all for Wonder Woman and Pension Hog.

      She's fiscal alright. She arm wrestles with the guys too and I guess she still takes SAT tests. She has to stay in shape for her older husband that she snatched in her job. Although, he does look at other woman!

  8. News Alert......Gaspar is going to run for Dave Roberts seat at County. Maybe Encinitas can get someone with a little more maturity than what she has shown.

      I don't think there's any way she tries it. She'd have to give up the mayor gig and she'd be a serious underdog against Abed and other heavyweights.

      Gaspar doesn't have any significant accomplishments yet, or any real political base.

    5. IF she were to run, would she have to step down from the mayoral position to do so? Then what - a special election? That definitely would be the end of her political career.

    6. Assuming Roberts doesn't resign in shame, the Supervisor election would be Nov 2016, same as the Enc mayor race.

    9. 10:52 Her "perks" don't match the rest of her body. A little over enhanced would be the word. The crossed eyes are distractring.

      She is distracting at meetings overall. She is the only one who believes that city hall is the place to be on Wednesday night. Her juvenile language has caused a lot of people to "tune out".

  10. Blakespear and Kranz should walk downtown on a Friday/Saturday between 12-3am...what they don't see when they are at home tucked in bed during those hours will shock them. Shelter Saloon is out of control...homeless wonder the night, fighting,stealing,urinating while drunken patrons spill out of the Shelter...all other bars close a wee bit earlier...and fight,loiter and stumble to 7-11 or Philibertos and there is always a fight. it is getting very ghetto downtown....very fast. Someone is going to get seriously hurt....then what Blakespear ?? I was told by a deputy that there is only ONE of them assigned downtown....seriously?? Impossible to police that many drunks,vagrants and have a positive effect.

    1. 5:40, Driving through Filibertos around 3am one night, there was an 80 year old man with a boombox inside. He had Judy Garland music blaring as he danced with an 18 year old dude. But that was 20 years ago. Why can't downtown be like they used to be?

    3. The City Council needs to dictate some directives to the Sheriff about the downtown situation. Maybe the Sheriff are doing a "slow-down" in order to exert pressure for the additional law enforcement position? I've seen cluster of Sheriff's car at the 7-11, butt the officers are usually jaw-boning. Obviously, they do not want to walk beats - their cars are their fortress. Maybe someone needs to film the weekend activity and post it - there are already some videos of the bar scene downtown on YouTube and it's not pretty. If the Union opens their patio, it'll be more drunken mayhem.

  12. So....Encinitas is paying for 25+ deputies. That's 2000 hours of deputy time per week. Surely, they could dedicate 4 to work from 9 PM to 3 AM on Friday and Saturday nights in downtown Encinitas. That is 24 hours. Only 1.2% of the total hours. Maybe double that or triple that. The resources exist - they are not being placed where/when needed!! I want to know why. Why is it so difficult to get an explanation from law enforcement??

  13. Drunks wreaking havoc downtown was an issue discussed during the 2012 council campaign. Candidates elected then promised to solve the problem. That was three years ago.

    Since 28 percent of the city's expenditures go to public safety, shouldn't it be easy for the council to say to the people receiving that money — Hey, we're giving you the bucks, solve the damn problem!

  14. Oh, but there is so much crime on the beach that the sheriff can dedicate some personnel to patrol there but cannot spare any for our downtown area that needs it the most in the late night. Curious.

    I wonder if the resistance to specifically supply officers for the late downtown scene comes from the EHA and/or city council members themselves who don't want to discourage the party crowd 'vibrancy'. Gawd I resent that term.

    The sheriffs were directed by council not to cite skaters at the community park for not following the posted regulations on safety gear and their constant smoking and now drinking has become a problem. Big surprise.

    Hands off our downtown bar scene, less we disturb the vibrancy. Abdication of responsibility is the method in place.

  15. How long ago did the drunk troubles downtown prompt the founding of the EHA and then its promise to self-police to solve the problem?

    Whenever that was, didn't the guy who owns the 7-11 say the EHA would handle it? Wasn't he against the council and the sheriff's dept clamping down on overserving alcohol downtown?

    At a recent council meeting, the same guy said he was at the end of his rope with trouble near his store, including people shooting up and crapping in the alley. He asked for help from the council and sheriff's dept.

    Sounds like what goes around comes around.

    1. The Encinitas Hospitality Association promised to self-police, with their lawyer Marco Gonzalez standing in the background ready to threaten lawsuits.against the city. The guy who owns 7-11 complained about heroin alley, yet the sheriff is down at the beach patrolling the sand. Something wrong with this picture?

      The council can't say they weren't warned about it at several meeting. A group came up from Pacific Beach and clearly predicted the future based on their own experience. Gaspar, Muir, and Kranz voted against a Deemed Approved Ordinance, so any enforcement and attempts to bring the problem under control have been made more difficult.

Another fight out front of Shelter on Sarurday night ...wonder when the fire dept will get tired of being woken up at 3am to give medical aid to over served, drunk patrons...none of which call Encinitas home but all of whom come visit and cause problems in a city they care nothing about...maybe Blakespear can ride with the firemen since she apparently does not like Deputy Sheriff's

    1. When things like this happen, all of the council should be called and show up to witness what residents go through time after time.

      I think someone should bring this up at the next council meeting. They have had enough beauty rest and it hasn't been working out too well for any of them.

    5. Intheknow, your credibility suffers when you stretch the truth. I don't think our bars are open until 3 am. When the taps shut off, the drunks generally don't hang around long. Also, you proportion to know where the bar patrons live, and what they do and do not care about. I wonder how you can know these things.

      Finally, if you made up the facts about where people live, I start to wonder what other facts you might have made up. Was there a fight at all?

      If you want to be persuasive, just stick to the facts.

The facts are correct...go down there Saturday Night, fact check it yourself....bars close at 2 drunk patrons hang around waiting to maybe get that last hookup/phone number...eat a burrito at Philibertos or a dog at 7/11 or just plain hang out in front of shelter bar ....then they Uber home to O'side,Escondido etc....fact check me and get back. I can say it now with 100% confidence. TOLD YA SO

      Tell us more about how you determined the residency of "all" (your word) of the patrons.

      Also, tell us more about how you got inside their brains to determine that they "care nothing about" Encinitas.

You must certainly be a City Council member ...are you Blakespear...refusing to actually see a problem that exists ....stop talking out of your A$$ and go downtown Saturday Night from 1am-3am....talke to the people that work downtown,talk to the 7/11 clerk,talk to the uber drivers, talk to filibeg to employees...talk to them all...if you happen to see the ONE Deputy assigned dowtown talk to him/her too....then you will talk the talk that I am talking :)

      The problems are real; I know firsthand. In fact, I wrote up a detailed account of a night on the town with friends a few months ago here on EU.

      My point was that when you state things as fact that cannot be known (e.g. the residency of patrons, or their inner thoughts and feelings), it brings your credibility into question. Just stick to the facts.

      If there are drunks downtown fighting, does it really matter if they live in Encinitas or elsewhere? Do you think it matters to the neighbors?I bet it doesn't. So why speculate at all?

      Stick to the facts.

      That advice is worth every penny you paid for it.

Sorry it is so hard for you to understand...I have spoken to many a person downtown on a Friday and Saturday night...as a matter of fact I work downtown so my statements are facts wether you want to believe them or not....my credibility is much much more than your one night out on the town post. I am there every Friday and Saturday ...the citizens of Encinitas are way way more behaved and respectful of the businesses and city then the people that visit for 3-5 hours a night, pound down as many drinks as they can..then act a fool on the streets of downtown. Causing injuries, property damage and property damage to go along with drug use and trash left behind...but you don't see that so its not fact !!! I am done responding to you...like I said...walk the walk then we can talk !!! See Ya there tonight
