Sheriff's Department seeks funding for new Baywatch patrol

Since all of the improvements have been made to Moonlight Beach, Encinitas beaches have become the destination location for north county beach- goers which increases the daytime population greatly. During the summer months, Lifeguard staffing is increased, but Sheriff's staffing has historically stayed the same despite the increased calls for service from beach goers and Lifeguards calling for assistance.

It is my intention to remedy this issue with the deployment of a dedicated, two-man beach team. I would use a current rover position already contracted for and pair them with the newly contracted unit. During the summer months this team would be assigned to the beaches for both reactive and proactive policing. They would work closely with the Lifeguards and identity [sic] problem areas, using the COPPS philosophy to affect changes.
Sounds like we'll be seeing more cooler checks at Beacon's Beach.

  1. Unnecessary, redundant over layer of "protection". These guys won't go into the water, so why are they there? Do other counties have police actually on the beaches? Put them on foot patrols downtown on weekends - this is where they'd be more effective. Also, in her presentation, the Sheriff refers to her personnel as "troops" - Marshal Law comes to Moonlight?

    1. In a word yes. I guess you've never gone to the beach in San Diego. While they may not be on the sand, they are on the boardwalk. You'll notice Encinitas doesn't have a boardwalk along its beach. There are paths at Moonlight.

      The council can also provide guidance as to what to focus on as they did by not having Encinitas Sheriff deputies enforce the track crossing prohibition. All the recent enforcement activity is from NCTD.

      A few years back, OMBAC changed their policy about having San Diego Police officers onsite at the Over-The-Line tournament on Fiesta Island. This occurred after several years of a small segment of attendees being total assholes, like ripping bikini tops off women. That said, I've always found the officers totally laid back and unobtrusive and the tournament much more enjoyable.

      I guess some of you are intimidated having police around. I'm not.

    2. These days I think a lot of people, doing nothing more than having a party, are intimidated by the sheriff. I could give examples, but since what I know is confidential (yea I'm a big shot-go ahead and get it over with) I cannot elaborate. Anyone who thinks the sheriff's don't have a quota and an agenda, think again. And, you don't have to be a person of color in this town to be treated like shit by the sheriff. I know from personal experience.

  4. Moonlight's Beach draws a big crowd because there's a large parking lot, concession stands for food and equipment, a kiddie playground, volleyball, fire rings, lifeguards, and a whole lot of dry sand.

    1. Remember, as far as the coastal commission is concerned, our beaches are for everybody and Encinitas should do all it can to make them accessible and attractive to use. We should be welcoming the out-of-towners.

  7. No police on the sand. The Encinitas Sheriff Department just murdered a resident over in Village Park. Yes he was allegedly suicidal and had a shot gun but why was he killed by a rifle with no less than four shots when so many more non-lethal measures could have been taken. Keep the Sheriffs off the beach.

    1. You notice that there were no follow up reports on that incident in Village Park. Did the deceased guy ever shoot the shotgun? For that matter, was it even loaded? Apparently on the response checklist, the officer involved defaulted to the last resort.
      Rename Moonlight to Omaha Beach if the "troops" are deployed.

      So maybe the deputies should have just shot the gun out of his hand, you know like in the movies. And don't forget how all those good guys always remain calm when a gun is pointed at them threatening to shoot.

      As we've seen recently, there have been a number of police overreactions around the county but I don't think this is one of them. It's a classic suicide by cop situation and don't think one or two bullets guarantee that the guy still couldn't fire a lethal round.

      It's tragic but the guy seemed determined to die.

    6. 12:13 PM It's a situation by situation reaction. This guy was acting way out of his normal behavioral parameter and might have been able to be talked down. Your analysis is shoot first, ask questions later. Also, the guy had a shotgun - range a 50 yards? The cop had an AR15 - range - a couple thousand yards. I think the cop panicked and over reacted, but the law was on his side since the citizen was armed.

      "Your analysis is shoot first, ask questions later." No it isn't and I don't pretend to know every second of how that situation evolved. But most people have never been in that kind of a situation to know how to evaluate it properly. Could the deputies have handled it better? Maybe. Here is a partial description from the Encinitas Advocate March 27:

      "When Block and another deputy arrived, a witness told them Kendrick was in a nearby grassy area with a shotgun.

      "They located Kendrick, who was in a seated position and pointing a shotgun at himself, according to a March 27 Sheriff’s Department press release. After being ordered to drop the gun, Kendrick told the deputies to shoot him and then pointed the shotgun in the direction of a deputy.

      "Fearing for his safety, Block fired several rounds from his department-issued AR-15 rifle, striking and incapacitating Kendrick, the release states.

      "Kendrick fell to the ground and again attempted to point the shotgun at the deputy, according to the release. Block shot the man again. One stray round hit a neighbor’s home, but no one was injured, Maryon said."

      So the deputies arrive and Kendrick is pointing his gun at himself and then turns it on the deputies and says "shoot me". It's easy to be a Monday morning psychologist but he sounds pretty determined to me. I have no idea if the newspaper description of events is totally accurate but based on their description, I don't fault the deputy.

      This isn't a police officer shooting an unarmed person or someone in the back running away who was also unarmed. So would you take the time to mentally calculate the distance you are away from the gun pointed at you and determine the make and model of the gun and the probable shells that are loaded to see if it will hit you? A shotgun can reach a 100 yards although its effectiveness is greatly diminished after 50 yards.

  8. As I recall, the plans for the new $3 million dollar Life Guard Tower included a section in it for the Sheriff's Department. So this appeal to the council for a new position by the Sheriff is a token theatrical formality for a decision that has already been rendered in the affirmative. The "Build it and they will come" principle must be in effect here. I also noticed the Sheriff's SUV on the sand at Moonlight today, when the crowds are light due to cool, cloudy weather. Looks like the deployment has already taken place.
    Who runs barter town? The civil servants....

    1. fricken ticks. Encinitas does not need Sherrifs cruising the beaches when the straight pipe hogs are ripping through town nearly killing kids biking to the beach. WTF?

  10. I've seen a State Parks Ranger cruising Moonlight Beach - how many levels of "protection" are there? The Fire Department is often in the parking lot too, just killing time. Does "over kill" come to mind?
