Brust picks outsider for Assistant City Manager

The city of Encinitas has selected Mark Delin as the city’s new assistant city manager. Delin has over 30 years of experience, serving the San Diego County area for more than 17 years in public sector senior management positions.

  1. Why do we need an assistant city manager?? Someone else that does nothing all day but still receives an outrageous salary and pension?? Let me guess?? He also gets a phone, car, life insurance, health insurance, free office space, 30 days paid vacation and sick leave per year, plus _______, (fill in the blank.)

    No thanks!! We don't need him nor want him. The city manager doesn't seem so overwhelmed with work.
    But I'm sure the council will tell us how lucky we are to have him, just as they told us the same about Vina.

    2. I also think Strong has a good history with our city, and was not nearly as bad as some of the newcomers hired under Gus Vina. Many of the "good guys" (and gals) have departed. Patrick Murphy, former Community Services Director, wasn't one of them.

  5. On June 22, 2016 Mayor Gaspar voted to settle the David Meyer DCM properties lawsuit which included $120,000 payment to Meyer/DCM properties.
    On Sept. 23, 2016, three months later, David Meyer of DCM properties made a political contribution of $750 to Mayor Gaspar's campaign fund for county supervisor.

    3. 1:01- When we incorporated in 1986 the city needed employees and when the hiring was completed there were 101 people. At that time, the city had around 59,000 people. Now, in 2016 we have over 200 employees, with a population increase of about 3000. Both of these numbers do not include the sheriff or the contractors we hire. So 3000 more people and about double the amount of employees. I also have to wonder why we need so many?

  8. Mike Strong was overheard at the first community meeting at the Cardiff school about the Up Yours Encinitas hosing plan spreading bald faced lies about what passing this stinker would bring to our community.

    Fortunately for us all, there were a number of citizens who corrected him directly and spread the real truth to those citizens who may not have known better than to trust anything coming from Manjeet and his automatons.

    Hey Karen, why is Manjeet still here? Don't stop now with Mike. There are too many others that need to go, but Manjeet should be the first and take Masih the community destroyer with him.

    How many residents will he be allowed to persecute and force them to have to band together and organize against Masih's one size fits all street design to defend their neighborhoods character?

    It has been years since council directed him from the dais to stop insisting on the same old parameters for every damn neighborhood and he still forges ahead without a price to pay. Why is he still here?

    2. I thought he was fair, even though we disagreed on the AHE. He pointed out every single change to proposition A and spent his own personal time to make sure I understood what it meant. It helped me provide comment on the plan, as it did others. As a result some things changed, which was good.

Both were at the rail corridor advisory group meeting on Thursday. Mike was his normal self. Manjeet looked like he was in a funk -- head down and never smiling.

    Muir has continuously lied to the public regarding a water shortage. There is not now nor has there ever been a water shortage. The false shortage is/was designed to raise rates.

  15. Attention fellow citizens! Everyone should know what went down late this past week after one of 'off the rail] folks castigated Catherine for having her signs on the public right of way.

    Many of her signs were illegally removed in the middle of the night a day after this Gaspar proponent went after Catherine at the council meeting.

    Code enforcement is the only one legally permitted to remove campaign signs from the right of way and they never do so in the middle of the night.

    The height of hypocritical thinking is evident, since so many of their candidates have their overly large signs plastered all over town on the public right of way and none of those are being removed.

    You may ask why doing the same as they have done would not be appropriate. Taking the higher ground is always easier. They have chosen to take the low road and, considering who runs their campaigns that we all know only too well, nothing is much of a surprise.

    Code enforcement is the only one permitted to remove signs illegally posted on the right of way. If one were to point out all of the Muir and Gaspar and Phil signs that should come down, our streets would look barren.

    It is to our credit that we have not gone after them like they have done to Catherine.

    Let them have all of their signs wherever they want. For the rest of us, please try to post these on private property by permission of the homeowners. If these disappear for some reason, duh, if the middle of the night, please let us all know here on EU.

    This is the way forward with honor. We will and should not stoop to their level in retribution. The retribution will come from us, the voters. Peace out.

    One thing is certain. It was not code enforcement.

  20. The UT reported that Gaspar's Supervisoral campaign is one of the most heavily funded in the county races. The money comes from the developers, the Lincoln club and other business interests in the conservative business camp. She is the bride of Franken$tock$, created to pave the way for the green lighting of all the proposed housing developments thru-out the county. She avoided debates, as she is too stupid to discuss or understand the issues, other than what she is told. The Gaspars are shameless opportunists, who will do the bidding of their masters - the greedy developers like DCM and others. Watch for the intense campaign blitz in the coming weeks; Roberts needs to react soon, or he may lose. That will be a tragedy for the county, as Bimbo will open the flood gates for the destruction of the last of the remaining open spaces.

  23. Both my Blakespear and No on T signs were stolen. I live very close to the NoRailTrail group, or what is left of them. There are only about 6 hard core haters in the group. You may have seen one of them in oral communications last week at the City Council meeting. He was attempting to shame Blakespear. Go figure. If she hadn't flipped the trail would be on the east side.

The ex-wife has recently stated that there are no issues between them currently and that she will vote for her ex-husband. Issa is desperate, as this is going to be a close vote.     City Elected officials need to direct the City Manager to begin enforcing the California Vehicle Code (CVC) in Encinitas and ticketing violators. City Elected officials also need to start a collition with other north coastal Cities with a message to the state DMV and Highway Patrol requesting that they begin enforcing the CVC.

    This is ridiculous. I never see cops ticketing anyone on City streets or the freeway. What are they doing all day?? City Council needs to ask the city manager and the captain of the Sheriffs assigned to Encinitas.

  30. 7:41- How many Cardiff signs for Gaspar have you seen. The ones I have seen are on Vulcan where the 6 or 7 rogue NoRailtrail haters live. They would probably vote for Gaspar anyway, as their houses are quite large, indicating a lot of money. I haven't seen any anywhere else, and I live in Cardiff. I have a Blakespear sign (or did have until it was stolen) and most of my neighbors have Blakespar as well. I don't think you can peel off those Gasparians, as they are a group unto themselves. If you recall there were 1500 people that signed the petition for the No Rail Trail on the east side. Paul says he has been on it from the beginning, but from what I have heard, he didn't sign the petition. So exactly when did he see the opportunity to make in roads with this group? Inquiring minds want to know, but I only know of one person who has the whole list.

There are a few people, or perhaps many, who see me as either stupid, a threat, a drug addict, you name it, and they have probably posted it. Truth is this: I am a psychologist by profession. I moderate the Facebook group, Encinitas Votes. I have lived in Cardiff for 35 years and have been active in politics most of that time, although I have never run for City Council. I was a Parks and Recreation Commissioner for 6 years and then I needed a break. I was one of the original signers of the NORailTrail petition asking for it to be moved from the East to the West side of the tracks, and yes, I do have the list of the 1500 plus people who also signed. I paid for it by doing a CPRA request to the City, as anyone else can do. That's about it for now. Now, watch the haters come out with their usual stuff about me. In fact, if you stay on this blog long enough, you will understand that I must be some kind of a menace at the ripe old age of 69. I take it as a personal compliment that some people on this blog dislike me. And,, of course, I know who they are. Posting anonymously these days is silly, as it is very easy to find who is posting what. Hopefully, you now know who I am. What I stand for is: transparency in our government, polite and respectful discourse, making sure our city does not become home to all that we hate in Orange County, and fighting for our community.     Dr. Lorrie marched with MLK and was one of the impassioned groups of people who went to the South to register voters in areas where such action got people hung and burned alive. Mississippi Burning ring a bell?

  33. I am interested in what happened to Mike Strong. There are conflicting reports that he was fired and that he left for greener pastures.

    Either way, he is not leaving empty-handed. He has been handling the Housing Element and all of its various flawed iterations for at least six years. He has gotten paid close to $100,000 per year and will leave with six years of pension credit that he can start collecting at age 55. Not bad for a guy who oversaw the biggest clusterf--- in Encinitas history!

    Mike was paid more than $500,000, and there has been at least $4 million spent on other consultants and outreach for the project that most hope will go down in flames this November. Vote NO on Measure T, and vote to clean out Encinitas Planning!

    2. Carlsbad has more vacant and underutilized land. Encinitas is built out, more like Solana Beach or Del Mar. This means that we have to upzone to add infill units, where Carlsbad has to convert vacant land.

    1. 1:09- Staff is only as good as the leadership. So, I would say the leadership in this City leaves a lot to be desired. If I were King, I would fire a lot of the City Managers, as they are "at will" and not union. I would definitely demand staff to answer citizens questions, no matter whether they want to or not. What happened to Bruce just should not happen. You may not like Bruce, but the fact is the city did not respond to him and that is not legal. Any CPRA request must be responded to, by law, within 10 working days. And yet, Bruce, waited longer than that before taking it to oral communications. There is no excuse that makes this right or legal. I have no idea why they didn't respond, but the attitude at City Hall, unless you are a developer, or a VIP of some sort (thinking of Gaspar and her relationship with the Mizels) is "screw the public. We don't have to respond". That's because of a lack of consequences and that is directly related to Managers.

    2. The answer to why the city didn't respond to Bruce Ehlers is simple. The city never admits they are wrong. To answer Ehlers the city would have had to say that he is correct and the city is wrong.

      But the non-answer is an answer. If the city could challenge Ehlers on any of his points, they would have done it at the very beginning. They couldn't. Staff and council always quickly pounce on anyone who is wrong.

      It would be bad form for the city to engage in a back and forth with someone who is a declared advocate for the no side. If the city thinks the voters are being fed incorrect information, then the city is within its rights to communicate the correct facts directly to the voters.

      No back and forth required, as all Ehlers asked was "Do I have it wrong?" Again, yes/no was all that was required.

      Ehlers has his answer; 7:22 has it right. The City would've yelled from the rooftops had Ehlers made a mistake. No response means he did not.

      City worker/shill/councilmember 2:47's "bad form" nonsense is SOP at City Hall when THEY are caught in a lie.

  43. If Blakespear is elected Mayor, her seat will be open. The majority of three will pick their own special favorite just as they did with Mark Muir without a vote of the people. But, definitely, Kranz shouldn't be re-elected.

    2. Assuming Kranz and Muir are reelected (likely, based on name recognition).

      The right wing slate would need to run the table on the mayor and Shaffer's open seat to have a majority. Kranz and Blakespear would become the minority bloc.

      If those two seats split with Blakespear winning the mayor, and Graham winning the other seat, then council is split two-two, which would make filling Blakespear's council chair very interesting and difficult. It might stay un-filled for a while.

      If Gaspar wins mayor and Tasha wins Shaffer's seat, then basically nothing changes, as Muir and (the other) Gaspar stay in the minority.

      Council vote fills vacancy. If Blakespear wins mayor, then her council seat becomes vacant on the day she is sworn in as mayor.

      I'm with you that in this circumstance, the candidate with the most votes should get the spot by rule. But since that's not the rule, council can make any motion they want and vote on it.

      I don't blame them for playing the game by the rules we have. But the rules should be changed.
