Ed Deane out at Public Works

Coast News:
Encinitas, which has lost a number of top planning and public works officials over the past 18 months, is set to lose another one.

Ed Deane, the city’s deputy public works director, confirmed that he will be resigning effective May 5.

“I am going to be taking some time before my next step,” Deane said. “Looking to see what is available.”

Deane started his term with the city in March 2011, shortly before the hiring of former City Manager Gus Vina, who resigned in 2015 to take the city manager position in Brentwood.
We don't recall Deane being among the more controversial staff members, as some of the other recently departed clearly were.

The Coast News goes on to discuss the high levels of staff turnover since City Manager Gus Vina's departure. For the city's budget, that's a very good thing, as new hires receive a less outrageous pension package than legacy employees.

  1. Now the problem is that no one knows anything about the city anymore. Encinitas is the city of staff janitors.

    2. Reach back in time. Gus Vina accelerated the destruction of Encinitas history. His cabinet of directors ignored the General Plan and the municipal code.

  2. The rumor was circulating at City Hall for the last week or two. It will leave the city short of senior engineers. In the long run it's probably a good thing because it's another blow against the entrenched culture at city hall.

    I dealt with Deane on several issues. He was not one of the bad guys, but he wasn't one of the good guys. He could do bad things when ordered to do it. I sensed that he didn't like doing the bad stuff, but he was unable to ever express a sympathetic word. He gritted his teeth and did it.

    He was the lead person on the installation of the synthetic turf at Leo Mullen. Anyone who reads Voice of San Diego knows that fields are failing all over San Diego county and the US. Even the "improved plastic" is starting to fail. Council wanted it. Perhaps he doesn't want to stay around to take the blame.

  3. The people the city hires are rejects from the private world or simply not capable of making it in the private "real" world. They seek and desire the govt, get along go along culture, for the pay and benefits.

    I shed no tears for Mr.Deane I'm sure he"ll pop up somewhere in govt with more pay and benefits a la Gusbaby.

    Only in govt can you fail and be rewarded.

  4. Deane made terrible judgement calls and was part of the failed culture at City Hall. His departure is a great thing for Encinitas.

    There was never a project that Deane couldn't screw up or waste taxpayer money.

    For the sake of society, it would be great if he retires.

  5. Deane interjected his opinion at the wayside horn demo. He kept referring to one of the horns as quiet. Sure it was less loud. But it was not quiet for those who live close by. He did not seem to care. Seemed to delight in the creation of new noise.

  6. You bloggers hate everyone. Please let us know where you work (if you even work) so we can critque your lack of talent and limited personal skills.
    Based on your suggestions, the city is losing all it's law suits and the employees are leaving in droves.

    1. 2:40 - if The City would represent the people, neighborhood, current taxpayers rather than selling out to carpetbaggers, I, for one, would be less critical. Just once it would be nice if The City / Planning folks could say no to a developer - it would be refreshing and make me believe that there is representation. Solana Beach, Carlsbad, Delmar - all appear to be able to guide and direct development. Encinitas prefers to refer to etch-in-stone zoning, antiquated plans (Leucadia 101 and its' absurd roundabouts).

    2. I can tell you that so many screw ups will never be tolorated in private section. Deane better either retire or get an Engineering Tech position. Anything more than that and you will get bad projects. His judgement is flawed.

  7. Good. Maybe they can hire some employees that know the meaning of service and can listen. The current staff culture is imperialistic and hates the public it serves. They just told blow off any comment on any project that comes up.

    The next employees would do much better if they asked questions and listen to the community.

  11. Remember, good personnel always have options. It's not a one way street and the city can't force a person to work here.

    The key is when the department heads left, and they are leaving in droves, did they become unemployed not able to find a job because of the incompetency, mean-spirit and evilness touted on this blog? Or did they secure another job in a more favorable place to work?

    The Encinitas talent pool is being lowered every day by the good ones leaving, and trust me, the good ones don't want to work in Encinitas, due to us having a reputation. I think keep it crappy has new meaning,

    The civic death spiral becomes worse in Encinitas.

      The problem is if existing employees get bumped and get more money. That exacerbates existing problem.

  12. Yea well, maybe the next replacements won't sell out our community at every opportunity and will give a sheet about the city that pays them so handsomely.

    They have been tools for developers. If that can be modified, even a little, the Planning Dept. may be able to restore some respect from the community that they have not been serving for decades.

    If this is indeed a lasting philosophical change , we will have Karen and Steve Chase and council to thank. We can hope this is a new day for our fine city.

    Keep it up. Eliminating job positions is the way to get rid of the deadwood. Keep it up Karen and Steve and council. Don't stop now.

    1. Be careful what you wish for. Who is going to run the engineering dept. now that they're gone? Consultants from LA and Orange county, that's who! Interwest consulting already now holds the 2 highest positions in the engineering dept. Coincidently, this was the same group Karen paid to figure out the re-org when Pruim was on the way out. I doubt their way of doing things in LA is going to work well in Encinitas, but hey - at least they're getting paid! What's her agenda? Hard to say, but I do know she did the same thing in San Juan Capistrano. Pushed the senior leadership out and filled the positions with her consultant buddies.

    3. When SJC learned she was leaving, they offered a big pay boost to keep her. That boosted her pay above what Encinitas was paying, so Gaspar praised Brust for taking a pay cut to come here.

    4. Right. Sure the did. Ask City Council of SJC today and they are so glad Brust is gone. She screws things up bigtime thats why her tenure is every 5 years because at that point she's accused everyone else of the wrong doings and the stink of failure starts sticking and stinking on her.

    The next lead in the City needs to have the ability to create peaceful prosperity.
