Lone Jack road failure to cost $450,000

Coast News:
It will cost Encinitas nearly $450,000 to fix extensive pavement failure along Lone Jack Road that caused a dump trunk to sink into the street earlier this month.

The City Council unanimously approved payments to two firms — $18,800 to Geopacifica for inspection work related to the Lone Jack repairs, and $370,000 to TC Construction for the construction of the emergency repairs, plus a $58,500 contingency — at the March 29 council meeting.

  2. Any chance that heavy concrete truck or whatever it was, was overweighted for that stretch of roadway?

    What was he doing out there at 4am, anyway?

    Is there any possible responsibility for the prior contractors quality of work, if that truck was not overweighted for that stretch of roadway?

    2. No, I live on Lone Jack and for over two months this stretch of road constantly had water over it causing giant potholes. The truck and road weren't the problem rather the months of constant water eroded the road and caused the sink hole. If it wasn't a dump truck the sink hole would've opened a few days later with any car traveling over it. We were lucky it was a dump truck and not a smaller car because if it was a normal sized car people would've gotten hurt.

  3. As much as I think our city councils have been profligate in managing the city's financial affairs, there are good reasons to have a contingency fund to cover any surprises or unexpected costs that arise.

    I've been watching the construction of the new lifeguard tower at Moonlight Beach. I won't be surprised if the contingency fund gets eaten up and the project goes into cost overruns. There were serious problems with flooding and erosion when the foundation was being built. We won't know the final cost until the work is completed.

    Let's not forget the two illegal discharges from the Hall property park and the fines imposed by the Water Board. I don't remember that the public was ever informed about how the dispute between the city and contractor was settled and who paid for what. Did the city suck up the cost?

  4. Pork barrel projects - there are no fixed costs - they always overrun.
    The lifeguard tower will need flood diversion remediation work because it is in the direct line for street run-off in the area. Who pays for that oversight?

      Go to the city before closing time and see how many cars are in the lot - not many.

      Taxpayers will not "give it a rest" until we get what we're paying for. Sorry if that keeps the pressure on, sounds like you're squirming a bit.

    The fact that the city is over budget is par for the course. Never let a city project come in on time or under budget.

    Let's not count our chickens. The rest of the org needs to turn their rage against Karen to an examination of what went wrong for two whose jobs were "eliminated" and figure out that they brought the eliminations on themselves.

    Unless the remaining staff figures out how to truly serve the public instead of continuing the same old behaviors, they will continue to come under heavy pressure from residents and will follow the two ousted.

    Ball's in their court and the jury's out.

  10. What the city and Karen needs to do now, is an in-depth review of these employees recent contacts with the public and whatever projects they were associated with, to be sure these residents were treated fairly.

    Many have not been, and residents have had to band together, hire lawyers, and plead their cause directly to the council, in order to save their neighborhoods character from a one size fits all mentality. Or lack there of.

    Karen and council, please reach out to those recent cases where residents have been treated unfairly, and literally lied to by a certain outgoing city employee. Your constituents deserve nothing less after much too long a period.

    In January, there was a couple who were forced to bring their case to the council, and at the last moment, were escorted out of the chambers to, I assume, placate them and avoid another in long line of this employees bad behavior toward residents becoming public.

    Please conduct a review of his cases over the last few quarters.

    1. An awesome idea, but this will not happen. The council has heard these reports directly from residents, seen the lawsuits, and continues to step on us. They do not care. Tasha is no better than Stocks, Blakespear no better than Bond.

      No one will be contacted, that's not how the city rolls. Reports are buried, complaints do not make their way into employee files, and pleading does nothing. The council made up of fill-in-the-blank members sit and stare before moving on to the next hapless taxpayer.

      It's a terrible reality pill to swallow.

  11. How many times can city engineering make terrible judgement calls that cost Encinitas millions and spiking City risk while keeping his job and having City Council praise what a good job staff is doing.

    There is a systemic imperialistic attitude problem at City Hall that needs to go and I'm not seeing a change in direction from the top. Lets see what the City Manager can do within the next three months.

    Currently, Its the same- "I'll do as I please, shut the fuck up public we didn't ask for your lame input, and I don't feel like doing anything again all day so nothing will get done attitude."
