Leucadia Streetscape at Planning Commission this Thursday

One of Encinitas' most controversial long-running issues is Leucadia Streetscape. Some Leucadians believe it's a poorly thought-out plan created by city staff that will increase traffic congestion and will not provide adequate parking.

  5. Round and round we go again with this disaster in the making.

    It will not ease traffic flow along the corridor. It will in fact, slow it down even more.

    If the speed limit is dropped from its current 35mph to 30mph, like what is planned, that is fine with me, but single lanes north and south, is as dumb as the now six roundabouts with five of them north of Leucadia Blvd.

    For the handful of profiteering property owners who have pushed this upon the rest of the community, we will know who to blame. We know this now. They will directly profit while the residents suffer longer delays on this once, but no more, major arterial.

    Emergency response times will suffer due to these road obstructions, and that is what they are when they are designed as these will be.

    The city has been negligent in not calling for a poll to be taken from the residents and the proprietors on the 101. It cannot be denied that the majority of business's on the 101 are not in favor. The city should listen to the majority and they never have.

    A poll will never be done and we know why. The pushers know they would be voted down.

    Once Peder gets his foot in the door, he will call for more and more of our tax dollars. Sadly, that foot in the door has been approved already for another project.

    I firmly believe that first payment of $40,000 or $60,000 recently approved to Peder is only the beginning with him.

    1. Closer to 10 years. What will stop it? It's with the planning commission this week, on the council agenda in mid-March for first read, then mid-April for second read. It's already on the council schedule, so Blakespear has assumed the planning comm will pass it on.

  8. Good. Its been being planned with tons of community input for nearly 20 years. While its not perfect, It sure beat the death maker conditions that exist today.

  13. Bike lanes should be put in the vacant space between the narrow 101 Hwy and the tracks - there appears to be enough space to accommodate a bike path, without egress onto the train's corridor. As it is now, it is excessively dangerous.

  15. This is a footnote from Vol. 1 of the EIR -
    "1 Refer also to Section 3.4 of this EIR for analyses
    of the City’s recently-adopted General Plan Housing
    Element Update and associated increases in allowable
    residential densities along the Project corridor."
    What was the recently-adopted General Plan Housing Element Update? It was Measure T, but the voters said no to the adoption of it. Yet the city planners are illegally using the failed Measure T for the EIR analysis. Throw out this EIR and start over. Fire the city planners.

    1. Congratulations, you just pointed out that the EIR was overly conservative by projecting increased density and traffic along the corridor that will not happen. Therefore, any impacts on traffic or emergency response times will actually be better than the EIR predicts.

  17. Here is another reference to the defeated Measure T in the EIR -
    "The analysis in this section is largely based upon the City General Plan (including the recently-adopted Housing Element Update)..."
    Who is running the show in the planning department. Certainly not the Planning Director. She allows the staff to illegally use documents that have no legal basis in city staff reports and EIRs.
    The Streetscape 101 item should be immediately removed from the Thursday Planing Commission agenda.
    What is the City Manager doing about her staff using illegal documents.

If the Planning Commission rubber-stamps it Thursday, and if the council approves it at second reading in April, that doesn't mean the majority is for it. Prop A and Measure T proved the council doesn't represent the public majority.

    You can barely read. As you will see by all the public comments on Thursday and when it goes to City Council later this month, the community greatly supports the streetscape.

    Its the 5 or 6 KLCC members led by Crazy Eyed C that can't seem to learn how to drive a roundabout. Tip to the elderly like CEC and the old author dude who has heartburn over everyone calling Beacons - "Beacons", learn when its time to give up your keys.

    3. The Beacon family moved here in the 1880s and founded the town with the Hammond family. The Noonan family liked the beach in the south end of town, while the Beacon family liked the beach in the north end. So Noonan's Point was named by the Noonan family, and Beacon's Beach was named by the Beacon family. Later, Yogananda owned what was Noonan's Point, so the name changed to Swami's Point. The Beacon family bribed Rick Shea and an early city council to keep the Beacon's Beach name. Look at the sign at the north end of the parking lot. It names Beacon's Beach.

  20. Read the NCTD comments in the EIR. No new trees on the east side of 101. No landscaping plants taller than 2 feet. No promise of any city use of the NCTD property including the roundabouts in a meandering 101. That means the taking of property on the west side of 101.

  23. The Leucadia 101 Streetscape, Planning Commission, Thursday, March 1, 6 p.m.

    Not Plan 4A. The current plan is not Plan 4A the City Council passed by a 3-1 vote in January 2010. That plan had four traffic lanes and five roundabouts. The current plan has two traffic lanes and six roundabouts. The staff has changed the plan without City Council authorization.

    Imposition on Residents. The EIR touts resident input. The workshops it cites were 10 years ago. The project has changed substantially since then with no resident input. It's not the will of the people.

    City Commitment. The city has given Leucadia 101 Main Street Association $30,000 of taxpayer money annually for many years. Taxpayer money shouldn’t support it. Only about 15 percent of corridor merchants are L101 members.

    Longer Emergency Response Times. The second draft EIR revealed that Leucadia Streetscape would further slow emergency response times. It’s been known for years that the times were too slow, especially north of Leucadia Boulevard, but the city did nothing about it. Because increased response times would stop Streetscape dead, the City Council voted to spend $345,150 initially and $564,100 in annual ongoing costs for a new fire engine that will sit in the 101 corridor north of Leucadia Boulevard manned by two fire department personnel.

    Major Arterial. The city’s general plan defines a major arterial as a four-lane roadway. Leucadia 101 is a major arterial. Streetscape proposes to reduce it to two lanes — one in each direction — for nearly its entire length. Even though the traffic lanes would be reduced by half, the EIR claims the roadway would still be a major arterial. Lane reductions and roundabouts are not proposed for the city’s other major arterials — Encinitas Boulevard, El Camino Real, South Coast Highway 101. Why Leucadia?

    Six Roundabouts. The claim is they’ll calm traffic. Five of the six are in the first 8/10 mile at the north end. The sixth is 1.2 miles south at El Portal. The placement leaves two 6/10-mile and one 5/10-mile stretch with no roundabouts. What the bunching of five roundabouts coupled with a single traffic lane will actually do is double the length of the jams that back up from the long light at Leucadia Boulevard. At their worst, the jams reach La Costa Avenue. That’s 1.4 miles. Streetscape will double their length and wrap them around five roundabouts.

    Two of the six proposed roundabouts are at private driveways.

    Reduced Beach Access. No driver can get to the Leucadia beaches between Encinitas Boulevard and La Costa Avenue without driving on or crossing Leucadia 101. If Streetscape is implemented as planned, its traffic lane reduction and six roundabouts will make the existing traffic jams worse and severely reduce beach access.

    Three Commercial Constraints. Commerce in the Leucadia 101 corridor is constrained in three ways. First, all the businesses except a few across from A Street are on the west side of 101. It’s not like downtown Encinitas with businesses and parking on both sides of 101 and side streets. Second, the commercially zoned area is very narrow, about 60 to 80 feet except at the extreme south end and even there the depth is not great. Again unlike downtown Encinitas where the commercial zone is two and even three blocks deep. And Prop A constrains the building heights to 30 feet, so the Leucadia 101 commercial corridor really can’t grow much. Third, there’s nowhere near enough parking now. Streetscape would add 134 spaces, and that number would drop when the Coastal Rail Trail is built. To equal Solana Beach’s 101 corridor parking capacity, Leucadia 101 would have to add 2,700 spaces. The only place that could be done is in the entire length of railroad right of way between the tracks and the east side of 101. That’s where Streetscape would add its measly 134.

    The streetscape greatly increased commerce in downtown Encinitas. Leucadia Streetscape can’t produce anything comparable due to the three constraints given.

    Urge the Planning Commission to reject Leucadia 101 Streetscape.

Council should imitate Bird Rock and form a MAD, "The Bird Rock Maintenance Assessment District (MAD) provides enhanced maintenance services in addition to those provided by the City of San Diego (City). These include maintenance of the public landscaping associated with the traffic-calming improvements along La Jolla Boulevard and adjacent residential side streets, graffiti removal, sidewalk sweeping, and minor capital projects."

    "The community formally approved the formation of the MAD via mail-in ballot in July 2005. The approval included the stipulation that the MAD be managed by the BRCC, under contract to the City, rather than be managed by City staff. The ballot also included approval of an initial maximum assessment of $90 per year per single family home, about $63 per year per condominium, and $460 per year per typical-sized commercial property. The maximum allowable assessment rate increases yearly, is determined by the City, and is tied to the Consumer Price Index (CPI)."
    It works for Bird Rock.

    one old cranky stressed out fire engine driver who needs to retire because he hasn't figured out how to drive a truck in 20 feet clearance and through roundabouts.

    Firemen throughout the county, Encinitas, and all California rip through the roundabouts daily, yet Smith can't do it.

    So sad . The old dude needs to retire and move to a retirement community with golf carts. Glad he doesn't work for Encinitas! Ha! Ha!!

  38. Good Job Planning Commission! Now its time for City Council to approve it. Remember City Council, this project has been discussed for 20 years. The EIR itself has taken 3 years alone- longer then the entire first phase of planning, design and construction should have taken. Please show a new professional sense of urgency and make the motion to approve relatively quick. Direct staff to get the Coastal Development Permit and bid this project within the next 8 months.

    This City has a method of killing projects through crappy planning, execution and delay tactics. Example- take that F'd up EIR. It could not have been any worse.

    I think 20 years is long enough. The direction to staff should be complete construction on the entire streetscape from La Costa to A street by 1/1/2020 or heads will role.

  39. Remember World War II lasted 6 years, the Apollo program which accomplished landing the first humans on the Moon took 3 years (from 1969 to 1972).

    This project is relatively easy moving around some curb, paving, and landscaping. Bid it and build it. Its not that big of a deal. Many Cities have completed these streetscapes in a 1/10 of the time its taken for our City to crawl to the point. Lets get it done!
