Quail Gardens site dropped from housing plan

Deputy Mayor Joe Mosca — who motioned to remove the “L-7 property” near the conclusion of the April 18 meeting after the council voted April 4 to include the land in the city's draft housing element, which was sent to HCD on April 13 — said he met with a number of residents who were concerned the parcel wasn't ideal for access to mass transit and wasn't near retail space, which would cause more traffic congestion.

But Mayor Catherine Blakspear and Council member Tasha Boerner Horvath argued L-7 was the only piece of city-owned, residential land available and therefore the city's "only real shot" at getting deed-restricted affordable units.

Blakespear added she was concerned the vote would add credibility to existing litigation against the city. Encinitas is the subject of three lawsuits regarding the lack of its housing element. A hearing for the lawsuits is scheduled for April 30.

Because the housing document had already been submitted to HCD, Boerner Horvath said she was concerned Encinitas would look like "fools" and the removal might negatively affect the city's 45-day window for review and comments from HCD. Currently, the city is scheduled to hear back from HCD by May 28, after the state agency approved a 45-day period rather than the typical 60-day.

    2. The video from 5:06 on is profound. My question is whether the vote of the 3 guys kills this housing element or is it the vote of the 2 gals. The battle is whether bowing to a powerful group of citizens is just practical politics vs. the notion that the purpose of doing this is to create low cost housing. At the end of the day can we say that they are all wrong and let the judge sort it out?

    2. She came to office as an expert in communication but she seems better at talking than at listening. Does she not know haw to turn a complex issue into a simple short story? When/if she gets to Sacto the sharks will eat her alive.

  4. Quail Gardens may be the wrong place for it but to consider anything along Encinitas Blvd, where traffic doesn't even budge at peak times, is lunacy. Like shoehorn parking at Lazy Acres. Go planning!

  5. I just watched the video following 5:06 and my God. The Mayor now knows how Joe feels to get hammer from behind.

    Its clear that the City Manager is taking direction from Muir and allowed the whole issue of L7 to be dropped.

    Joe the carpetbagger and amongst other things fell to his knees and right in line.

    Pathetic. Our City Hall reeks. Muir and Brust running the show. Joe and Tony pawns, and the Mayor and Tasha bitch slapped pansies that can't stand up to the bag lady.

    I sure hope some future Mayor and City Council can straighten out the stench at City Hall. Its clear that Muir and Brust are running the show and bitch slapped the Mayor and Tasha big time. Fall in line girls and follow the fat man!

  6. Pathetic - They had like five or so speakers from ER spoke on an item that was not noticed about site selection. And the staff and men fell for it, hook line and sinker.

    My god, let me tell you - every day when I look in the mirror and I say - It is my duty to the best I can every day whether its heart surgery or upsetting slurpees with a hotdog purchase and I will tell you- "You are not doing the same. Heed me now!!!!!!"

    You think the residents next to the other areas do not care that they are about to loose quality of life, property value, sun, views, parking and peace and quiet? I would have to say yes. The actions last night were pathetic and showed that Muir and City Manager are in cahoots.

    Bottom line. For now, Encinitas residents are fucked. The housing element is doomed to fail, and your City hall is a total mess.

    Good night. At least you can wake up tomorrow with a beautiful Encinitas without homeless camps and five story buildings next to your home starving you of sunlight. Count your days. It might not be the case in 5 years.

  8. 10:31 - The housing element should be doomed to fail. Once again, staff overreach in representing developers, rather than residents and HCD requirements, created a developer windfall plan that residents will again reject.

    Residents are just the messengers that once again, staff is working hard for team developer.

    And the council sits by, calls staff "professionals" and blindly signs off on the developer-run plan. Make no mistake as to who should be blamed for your "doomed."

    1. My worry is the state puts the blame on the citizens. Citizens have asked for reasonable but keep getting the developer version/overreach. NOw, why should we be liable for lawsuits that counsil and staff have created? . Answer, we are not liable and the people doing this are personally liable. Any money they giveaway through lawsuits should be recovered from there personal accounts and reimburse the city. A lawsuit we uncover all the fraud and conspiracies to defraud tax payers. If you are reading the staff, we are coming for you where it hurts the most.

    Because this ridiculous action, I will be putting money in the next election to defeat the Fd up proposed housing element/ developer windfall, and get rid of Kranz, Muir, and Mosca. Tony turned his coat and is looking as bad and more like Dalablabber everyday!

    I rather a judge determine the housing element then give Encinitas Ranch a free pass. You should listen to the Mayor. She is the only one with common sense.

    1. Mayor is at the top of this mess. She has Marco Gonzalez pulling her puppet strings. She regularly has the appearance of brown act violations with Mosca and Horvath voting in lockstep with her.

      She's about the worst one up there and her awful lack of leadership will get us another failed housing element update.

  13. L-7 is not smart growth. It doesn't matter about deed-restricting for affordable hosing shouldn't matter regarding the long-term impacts of development on a neighborhood.

    1. L7 folks don't give a rip about the rest of the city. Long-term impacts will be felt wherever it goes, but that's not their problem and they don't care. This is the last we'll hear from them and they'll all vote happily "yes" to put it on someone else's block.

      Worst kind of NIMBYs, including Shaffer who is glad to put it anywhere but near her.
