Bureaucracy in the time of Coronavirus

While the schools are closed and businesses are asking employees to work from home in order to slow the spread of the Coronavirus pandemic, it looks like business as usual at City Hall with a full parking lot Tuesday morning.

    Politicians and inept leaders look around, panic, and decide let's do something even if it represents the Costanza principle.

    Encinitas, California on Thursday announced severe restrictions on residents in order to ‘minimize the Coronavirus outbreak.’

    The chief health officer in Encinitas announced a ban on in-restaurant dining, ordered bar closures and threatened to jail people who dared walk outdoors with people who do not live in their household.

    People who do not live in the same household must stay 6 feet away from each other, according to the order.

    “All public and private gatherings of any number of people, including at places of work, occurring outside a single household or living unit are prohibited,” the order stated.

    The order will go into effect immediately on Tuesday and will expire at midnight on March 31st, 2036

    “We are taking these mitigation steps in line with a directive issued by Governor Newsom to help slow the spread of COVID-19,”

    The leaders of Encinitas encouraged residents to ease their anxieties by reaching out to loved ones by text, phone and video messaging and be sure to read fake news as much as possible.

    Violation of the order is subject to fine, imprisonment, or both.

    “To the extent necessary, this Order may be enforced by the Sheriff of chiefs of police pursuant to Government Code sections 26602 and 41601 and Health and Safety Code section 101029,” the order stated.

  4. You indeed have a good point in your parody which i believe is from Orange County, CA today.

    The reality in Encinitas is clear. 30 days down for any food or drinking establishment on the 101 corridor and elsewhere, will be so damaging to these businesses very few will ever reopen.

  7. these are typical politicians who want to control your life, do as I say not as I do. I don't think the desks at city hall are 6 feet apart. Why aren't they conducting business from home? Look at the NYC mayor; close all the gyms so I can use one all by myself.

  8. At 3:30 today, March 18, the city council goes into closed session to buy parts of private property that is in Leucadia on N. Highway 101. There's no staff report, but eminent domain is a very dominate issue in the city's "purchase" of these properties.
    When city officials were asked months ago about taking private property for their new design of 101, the city ignored the question.
    Have these properties been properly noticed as to the city's condemnation of them? Where are the public notices?
    Has the city council met the requirements of eminent domain showing a public necessity?
    None of this has been provided to the voters of Encinitas.
    Also, From the Municipal Code:
    2.74.010 Condemnation—Requirement for Vote of the People.
    The City Council shall not condemn property for the purpose of transferring it from one private property owner to another for specified governmental purposes without the approval of a two-thirds vote of the electorate voting in a regularly scheduled election. (Ord. 2005-11)
    Residents should be voting on the taking of the private property.
