SDG&E, the city and the county's actions are unconscionable. SDG&E should have a permit from the city for any disturbing of clean soil, which in this case the soil is contaminated. On site there should be the plans for clean up the contaminated areas, but this sounds like a change in the city plan which would have needed some type of city notification.
Call the county environmental department and complain. Call Pam Slater-Price's office and let them know what the county department is doing. Call the city manager for a cease and desist action on the Hall property. This should go before the Council.
To clarify, the City and SDGE have been working together for several weeks, digging in preparation for SDGE's underground conversion of the overhead power lines. During this time, they dug in two 'hot spots' (contaminated above human health levels), where they tested and hauled away the toxic soil.
My issue with this notice is that it came AFTER the initial disruption of the hot spots. After speaking with Stephanie at the City (listed on the letter), their motivation in sending this notice is that SDGE is now constructing a temporary access road to the park property and they were concerned that the neighbors would see this construction and have questions.
If you had no prior knowledge of these digs, this letter seems to imply that this is the only soil disruption that went on.
Personally, I feel as though the neighborhood should have been notified IN ADVANCE of the digging so we could all choose to do whatever we felt necessary to protect our health on the days they were digging in the hot spots. The neighbors who did not know about this in advance (which is everyone, I am the only one who called and inquired) had no chance to make these decisions.
It's a situation where a resident and the city are at odds over what level of education the neighborhood and community around the park property should be provided with.

Fascinating how Mayor Jerome Stocks doesn't give a rat's ass about the contaminated soil or the crap from the freeway that his children will inhale. Go figure. But then, Mayor Stocks only gives a rat's ass about getting re-elected.
I never said that toxic dust was threatening my life. My point is that the neighborhood should have the same information the city does, so we can make our own decisions about how to manage our health concerns. The freeway is more obvious, I don't need anyone to tell me it's there.

I live down wind from the property but in my world the sky isn't falling. Someday you will be faced with a real crisis, blaming someone else won't put food on your table, provide you with drinking water, or so much a a place to live. Hell, I dare say there are billions of people, (yes billions with a B), that will change places with you in a heart beat. Go to the dump in TJ and you'll see real poverty and real toxic dust and children, yes children are picking through this nightmare every day to earn a few cents to put some tacos on their plate. The city uses the tax revenue but gives little in return, they view C/L as problem children.
