101 bike lane undone?

The 101 bike lane approved by the council last summer appears at risk of being taken back.

Coast News:
Last summer, the Encinitas City Council approved the sharrows and bike lane. Originally, they were slated to be complete in a week or so. But City Manager Gus Vina asked to hold off on implementation until after a Jan. 30 Council meeting that will review the sharrows and bike lane. According to Vina, there’s a small chance Council could tweak plans for the projects at that meeting. Should that happen, he doesn't want construction crews to redo work that’s already been done.
The plan would reduce northbound car traffic to one lane north of Leucadia Boulevard in order to make space for a bike lane.

Opponents of the bike lane, who generally also oppose the Leucadia streetscape project, argue that the bike lane is an illegal, early implementation of a portion of the streetscape plan without proper review.

  1. Unfucking Believable. Biggest question that Council needs to consider, Is Gus the right City Manager for Encinitas. His entire career has been in Government. He has over 25 years in PERS and his primary interest is limping over his finish line to retire at full pay once he hits his golden birthday of 55. He did nothing for Sacramento. Their budget is a mess. I don't see any good ideas from him since he's been in Encinitas. I hope Council schedules a close session once the new Council's City Attorney is seated.

    This guy wants to do strategic planning for 2 years until he can retire. Will our City really benefit from this guys leadership? Sounds to me like he prefers paralysis by analysis over getting things done.

    1. I think that strategic planning can have a time and a place, but it should have happened BEFORE the General Plan Update. It also seems beside the point when there is no money left!

      I think that we were hoping for a City Manager who modeled good behavior and high standards. Many would be happy with a person skilled at managing money, time, resources and staff--not his own job security.

  3. Gus Vina has been a complete disappointment. Many of us hoped that he would come in and fire people, but instead he has empowered people to do worse than under Cotton even!

    There is also an ad on the City website that they are looking for a new HR Director, and that they will use the same consulting firm that they used to hire Gus to identify this new person. This is another 6-figure salary!

    I say that Council should fire Gus and let him find another city to bankrupt!

    1. Hiring a new HR director makes it look like he is trying to add layers and insulate himself from responsibility. I assume they are keeping everyone already in HR, so what benefit does this have to anyone except to Gus?

      Encinitas taxpayers want fewer levels and fewer pensions to pay, not more layers and more pensions.

      I don't know of anyone who wants to hire more employees, outside of those who work at the city.

  4. It was a stunning reversal. I can only surmise that Vina sees a problem in the original approval. Otherwise, why the delay? The slurry seal and new striping was supposed to be done by now.

    Tony Kranz made it very clear that he wants the project "as is" and was almost dismissive of the residents on the west side of 101 when he said he lives on the east side and it's good for him. But is it good for the whole community?

    Kranz was garrulous. He spent a lot of time trying to untangle what he had said in a previous meeting when the minutes were pulled. He did himself no favors when he interacted with Tom Cozens during the discussion on the General Plan Update. It seemed inappropriate. The current facilitator Peder Norby was in the audience.

  8. I think what some of us are expressing is that we are feeling so completely frustrated and powerless. On the scale of sins, I think that theft, lies and fraud rank higher than curse words---but we will try to do better! We were hoping for changes when Gus arrived, and it has only changed for the worse.

    What Gus Vina has done is really upsetting. He drained all of our funds for the Park, and now he is coming back and wants to spend more money and an entire year doing strategic planning when he already spent us down to $0! In fact, he took out loans for the park. Also, he is arguing that there is internal ability to handle this idea and that staff will be skilled in spearheading citizen participation. These are the same employees who were so unskilled in the GPU, that they couldn't even work with consultants.

    This completely smells!

  9. The GPU process was very efficient, in my view.
    I was proud to serve on GPAC and saw the process with staff and MIG consultants to be effective. When our last meetings were cancelled and the new ERAC Ccommittee was formed, we were confused. It was at this time that Stocks/Andreen began blasting staff, the consultants and blaming everything on Barth. Stock orchistrated this and formed his hand picked ERAC committee.
    I, as others believed that everything was going fine. There were some housing elements that needed to be addressed. There was no need in halting the process. There were areas in the city that were identified as potential up zoning location to r30.
    Then Andreen starts writing emails and letters and blog posts that were full of lies and erronous
    statements that were probably directed by stocks.
    I think that Vina was directed by the council, then Stocks, and will work for the present council.
    The problem was Stocks, not Vina, and not the current council.

  10. And yes, Gus drained $7million from existing city projects, moved 1.3 and 1.9 million dollars from the fire stations and Beacons Beach, further encbered the city for $9 million more. This all was done under the direction of Jerome Stocks. This was done with the least possible notice to taxpayers, at a special meeting, with all the detail displayed only on hand written poster boards piled on the floor. No other handouts were offered.
    All thanks to Stocks.
    Now, we hope, Vina is working for the new council, a new era and a new open goverent.

    1. I lost all respect for Gus Vina for his role in the Art Banner fiasco. Not only did he come up with the bogus line that having Maggie's image on the banners was political, he said in a council meeting that he had only met Maggie Houlihan twice.

      We all know that Stocks told him to go against the banners, but was it really necessary for him to twist a knife in her back when she was not there to defend herself? Also, what does that say about Vina's job performance if he claims that he only spoke to Maggie 2 times during the months that they were both at the City?

  14. As much as I would like to blame this on Jerome, I can't. Tony Kranz requested this be brought back and with the Mayor's assistance. Gus placed this on the agenda per their direction. I can't believe this town. Tony is breaking all his campaign promises and he hasn't been in office for more than a month. Why did Tony bring this item back if he supports it? Why did he back track on the commission appointment process, etc.

    This appears to be same movie with different actors!

  15. Who delayed the installation of the sharrows. I thought the City Manager was given direction at a previous meeting. Did a subsequent meeting take place in which this direction was changed. If not, who authorized over-riding the council's direction.

    We need an investigation to determine this so it doesn't happen again! I guess this will be a test for the new council.

    Total incompetence as the unsafe roadway is welcoming another bicyclists death. Lets start putting up tomb stones for all the people who died on Hwy101 over the last 10 years. It will be a nice memorial to remember those who sacrificed their lives so the bureaucrats could scoff it off and talk about how they can borrow more and sink the City's budget to mirror that of Sacramento. and lets not even focus on the risk management and liability exposure to the City

  17. The bike lane issue is only one example of a pattern of poor leadership from Gus Vina. The so-called "Customer Satisfaction Survey" is another example. W. C. made a brilliant observation after the election, that even though they claimed to have a 98% customer satisfaction rate, people got rid of Jerome Stocks.

    Gus has been crowing about the excellence of his staff based on these survey conclusions. It really depends on how 'customer satisfaction' is defined.

    Our city staff is always friendly, smiling and polite, but these qualities are what people look for in a fast food drive through employees. Under the surface, many of our city staff can't demonstrate that they can do their jobs! With so many staff members paid over $100,000 per year, we need to define 'customer service' as being able to do their jobs--meaning that they can demonstrate basic skills and not give out misinformation--whether intentionally or through lack of ability!

    This myth of 'staff excellence' by Gus also skirts the issue that he needs to fire people. Also, it sets a standard that there is no need for improvement at the City. If you look at con artists, they always compliment themselves on their ability and praise the system and the people who keep their fraud going.

    At this point, I think Gus should go and that he should take the majority of the Planning and Engineering Departments with him.

    I believe, this year brings up a contract with the City Manager, City Attorney and City Employees. Let's see if Tony follows through with what he told us before the election.

  24. The best idea I've heard is Dump Sacramento Gus. He has no clue about Encinitas and is bad for Encinitas. Look at what he did as Director of Finance in Sacramento. They had a $39 million budget gap for the 2011/2012 fiscal year and actions speak louder than words. Guss was a 12-year veteran of the Sacramento Leadership team that caused the huge deficit and DEBT problem. In one year in Encinitas he has been shown to be on the same track. If you say you want a sustainable City Government for Encinitas, Save Encinitas and fire Gus Vina.

    The ire should be focused on the railroad corridor owners. Pressure must be put on NCTD to do something about the blight on THEIR easment.

    If Solana Beach can get a nice rail corridor, why can't Encinitas get it done?

Therefore we get $5 million dollar fire stations that have never been proven to save one more life or structure vs the existing location, $5 million life guard station that won't save one more life, a $12 million dollar public works yard that wasn't even appraised before purchase as was the city hall with it's leaky roof.( I mean seriously people, who doesn't inspect a building before buying it??? Oh yeah the bucket headed councils of the city of Encinitas.) City workers that admittedly will tell you that there is plenty of standing around but little work done, yet need a pay and pension raise. I thought the 2 went hand in hand...opps sorry I'm in the private sector not the 'suck at the govt teet' sector. ( If all our city workers are the best there is wouldn't the private sector be rushing to hire them away from the city?? Of course they would but they're not, which tells you everything you need to know.)

      IN 6 months Solana Beach will have their 101 Streetscape finished, yet Encinitas won't have begun theirs in Leucadia.

      Solana Beach, below grade rail corridor, score a point.
      Solana Beach, finished with their streetscape, score a point.
      Solana Beach, reworked employee pension system, score a point.
      Solana Beach, council members without buckets on their heads, score a point.
      Final Score: Solana Beach 4-Encintas 0.

SB will be finished with their "simplistic" streetscape in 6 months, Encinitas won't start for an additional FIVE years and won't finish the project for 20 years after that, some of us would like to walk from Enc Blvd to LaCosta Blvd on a continuous sidewalk before we die.

He was part of the leadership team that got Sacramento into a unsustainable debt, the first thing he does here is strip the existing 6 year CIP and create more DEBT to build a non-sustainable Regional Sports Park without any financial support from Carlsbad, San Marcos, and Solana Beach, and than he was to develop a "Plan" over the next few years.

  52. He was hired for his financial background, but who know that he would use it to serve himself at the expense of taxpayers? Maybe the people who hired him should have talked to his former employer.

    He had a nice story that the reason that he left quickly before being dumped is because of a change in council. It looks like there was more to this story and that he is repeating his same mistakes here.

  53. This deserves repeating since it was written earlier and is lost in the thread:

    I lost all respect for Gus Vina for his role in the Art Banner fiasco. Not only did he come up with the bogus line that having Maggie's image on the banners was political, he said in a council meeting that he had only met Maggie Houlihan twice.

    We all know that Stocks told him to go against the banners, but was it really necessary for him to twist a knife in her back when she was not there to defend herself? Also, what does that say about Vina's job performance if he claims that he only spoke to Maggie 2 times during the months that they were both at the City?
