New BFFs



Now that Mayor Barth's position on development and the public's right to vote has "evolved," former mayor and Barth arch-nemesis Jerome Stocks has nothing but praise for Barth:
This thing, as written will be bad for Encinitas and you should join me as well as Mayor Teresa Barth and the entire Encinitas City Council, the Board of DEMA, the Board of Leucadia 101, and others in working to defeat this deeply flawed ballot measure.
Though he posted more than a dozen comments on his own Patch post, Mr. Stocks did not respond to the most pertinent question posed to him:
You wrote, "the verbiage in the initiative makes it supersede our current 22-26 limit"

I think that is wrong and nobody seems to want to defend that statement. Will you? Doesn't the general plan already have the same 30-foot height limit that you are worried about? Can you explain how it raises the 22-26 foot height limit on residential lots?
Why are both the current and former mayor afraid to answer such a simple question?

  1. Well, it certainly was a love fest on Patch. Too bad editor Daniel Woolfolk shut the comment section down. It was getting very heated. I'll bet that Stocks put a lot of pressure on the editor because Stock was getting pummeled so hard and was having trouble defending himself.

  2. Stock is a nightmare for Encinitas and the Republican party. Like Bush, he will go down in history as being the worst. Bush was the worst President. Stocks was the worst Councilmember. Republicans need to kick out losers like those two if they want their party to survive. Its easy to dislike someone when they have no integrity.

  5. Take it from me! I "was" a Teresa Barth supporter and very vocal and active against Jerome Stock (even handed out a "bunch" of DUMP STOCKS stickers). I can honestly say that Mayor Barth is just as rude and "doesn't support our residence either (e.g. Desert Rose, Prop A, etc.). If somebody makes DUMP BARTH stickers, save a "bunch" for me. She'll never get my support or vote again!

    She has been solid in her time as a Councilmember. why do you say such things.

    I agree she should answer the questions about why the initiative would over rule local zoning laws and result in all residential having 30 foot height limits.

  9. Don't hold your breathe, she won't respond. She is a traitor and is beholden to the developers. I understand that she received money from the Attorney for the Desert Way Development. We in Olivenhain will never support her again.

  11. Olivenhain should have been active in the Density Bonus issues going on in the City over the last 10 years. Leucadia and Encinitas has been slammed by High Density Bonus Developments. Any word or help from Olivenhain residents?

    Crickets.

    Now they wake up when its being built in their yard. Well- Waite until the trailer parks come. You now you need to pull your fair share of low income and trailer units, Right?

  12. I agree. I was a Barth supporter at one time. She has become a typical politician. What's in it for me? A few political contribution and bingo my positions change. Teresa why can't you answer, perhaps in your monthly newsletter, how does this initiative change height limits from what we have now?

    Of course you won't because you got caught in your lies. Now silence is your best option. How do you live with yourself?

    2. The only thing that a city really has is its community character. Well, so long to that in Encinitas, Leucadia, Cardiff, Olivenhain, and New Encinitas. We will be indistinguishable from any other burb in Irvine or LA.

      The only thing that people have is their reputations. The reputation that this Council has earned is based on the fact that they ignored their own campaign promises. How is it possible that they have all been broken within the first 3 months in office? To echo the blogger above, how do you live with yourselves after accepting help and funds from so many supporters that you have stabbed in the back?

  13. I've heard from many sources that this council may disagree (very few from what I've seen), but actually likes each other. Birds of a feather flock together - they must all go! We should recall them all. Can you say RECALL!

    3. After five years on council you get a state retirement, which they have voted to increase, for the ret of your life that includesFREE healthcare. You put yourself on taxpayer supported boards that pay you monthly. So your 36,000 figure is a shame.

  16. Somebody should check the water at city hall. Something goofy is going on, I think Vina and Norby hold a firm grip on council when it comes to planning decision. They can't wait to get the general plan updated, preferably without a vote of the public if course.
    At least Teresa took a while to turn bad. Lisa Shaffer and Tony Kranz were much faster at heading South and betraying the people that got them elected. They are governing by fear. Has Lisa, our representative at SANDAG, even tried to fight the high density allocation we were handed out under the Stocks/Murphy regime?

  17. The general plan update has been one of the most public and citizen inclusive process ever.
    I have been amazed at so many comments have been filled with negativity and lack any grasp of reality.
    It's like Andreen has taken over the blog and just trying to stir trouble and ignore reality.
    Be informed and not mislead.

    2. The GP update has been cooked from the start. Holding meetings does not mean they r useful or designed to work with the citizens. The city gave $2 million dollars for a General Plan PR show, which ran cover for the proposed gutting of the general plan. The process has been staged to manipulate the public into submission.

    1. The statement is not ridiculous and untrue. I attended all the meetings and workshops. I spoke several times with Daniel Iacofano, the consultant from MIG. I knew by the second workshop that the language in the Update was going to be weakened in all the elements of the General Plan and that there would be upzoning along the El Camino Real corridor. There were no surprises. Everything had been decided ahead of time. It was only necessary to conduct the exercises and survey forms in a way to get the desired results.

      It is admirable that you say that you attended all the meetings and workshops. And I assume you were talking only about the housing element of the general plan update. I am not clear of your statement about the language was going to be weakened in all the elements of the general plan. And yes, the plan was to identify areas in our city that could be available to accommodate the low income housing requirements of SANDAG. And yes the El Camino corridor was identified as one of the areas that could become available for these accommodations, along with areas in Leucadia and Santa Fe/5 area and other areas that were further defined and identified by citizens in the workshops. These included areas along Manchester and El Camino and other pocket areas,that made sense.
      It is not true and never has been that all of the theoretical up zoning locations were to be placed on El Camino Real. This is a statement that Andreen put in his blog that wasn't true when he wrote it and it is not true now. He also indicated that the general plan update was trying to eliminate the private ownership of cars.
      As you will know having attended these meetings, the hypothetical density increase in the different areas changed according to the input of the community. This kept changing, aligning with the input of the community.
      In conclusion I respectfully disagree with your statement that all of this was predestined and disregarded input from the community at large.

      It is admirable of you that you assume what is in another post. To clarify what is meant by weakening the language in the elements - replacing the word shall with should or must with may. For example - if you were a teacher and told your class that there was a deadline for handing in papers would you use the word shall be in by this date or may be in by this date?

      For at least 2 years the residents of Encinitas were told by the consultant that people didn't want high density, taller buildings, and more traffic. Then the official city General Plan update was released with plans for higher density, taller buildings, and more traffic.

      Disagree all you want, but the city's actions showed everything was decided ahead of time.

      I agree with your comment that 'shall vs should or must' conversation occurred. I support the arguments that were brought up concerning the, I believe, two instances that was addressed.
      I think we all have to acknowledge that Sandag is the reason that we have to allot these hypothetical locations for low income housing.
      In the housing element, these requirements can not be ignored without consequences. This was an element that needed to be addressed.
      It does not support your statement that "everything was decided ahead of time."

    5. There are persons making comments here who don't seems to have read any of the elements of the GP Update. When I said the language has been weakened, I meant that every "shall" has been replaced with weasel words. Take a look at any of the elements and you will see. "Shall" has a specific legal meaning of being a mandatory regulation. Anything else makes it discretionary. Even 'should" indicates a non-mandatory guideline. Ask any lawyer. Or read a contract that you have signed. The absence of "shall" means the council can interpret anyway they want.

      Why the use of the word "hypothetical?" Once the zoning increase is in the General Plan, it becomes the reality, and the property owner can build to that density with additional density-bonus thrown in courtesy of the state. The El Camino Real corridor has been slated for density increase on city maps for years via SANDAG, including medium height buildings of 4-7 stories. All that was needed was to get it written into the General Plan. Our city thought it could be sneaked in with the update. So it was no surprise when it got into the draft Housing Element update.
