Horvath drew both housing maps, didn't disclose

Good reporting here at Coast News:
Encinitas Councilwoman Tasha Boerner Horvath was asked at the Oct. 30 council meeting to list her favorite of the 22 maps from which the city would choose to decide its future council districts.

“I looked at the maps that had four districts, and two represented best our initial goals,” Boerner Horvath said. “There was a map, 16, that did that really well, and Map 15 did that really well.”

She was referring to the maps known as “Citizens Map 15” and “Citizens Map 16,” which a divided council ultimately voted as the final two maps from which they would choose for future districts.

The Coast News has learned that Boerner Horvath authored the maps.

The Coast News filed a public records request to learn the identities of the authors of the 16 maps that were submitted by citizens.

  1. Shame on Tasha for not disclosing this information to council. She can rationalize all she wants in her feeble little mind why she did what she did, but it has damaged the trust between her and some of the other council members.

    This woman thinks she has the answer for everything and never shuts her mouth. She is a big disappointment and I hope she gets run out of town.

  3. Well, she is running for Assembly so nothing surprises me about politicians. I'm disappointed that she did not disclose she was the author of the map, however, I do think the map is the best one. Maybe she doesn't believe in transparency. However, I think it's worse that the Mayor is saying it is perfectly OK. I don't agree!

    Tasha is simply lying when she says she "did not look at council member locations when developing her maps." Of course she did. Just as she looked at Tony's and her location. She's way too devious and ambitious not to have done it.

    She can't get off the council fast enough for me. Unfortunately she will probably be the loser in the state assembly race.

    No doubt that she, Catherine, and Joe colluded on this and violated the Brown Act with serial conversations.

  8. Catherine, Tasha and Joe should be ashamed of themselves. They lied and got caught! I had to laugh when Tasha got caught and then said I wants to be transparent that she drafted the maps - AFTER BEING CAUGHT - REALLY!!! That's like my 5 year old confessing about something and wanting to be thanked for fessing up!

    Naaaw. They did nothing wrong. What is so bad about drawing two maps that makes sense? Did that hurt anybody?

    I find it shows Tasha can actually think, which is something I wish our City Manager would try.

    1. The problem isn’t drawing the maps; it’s the refusal to disclose her authorship in time for council and the public to look for political bias in the maps.

      For instance:

      • Tasha is left of center on the political spectrum.

      • Had we known authorship, we may look for signs that her maps may be more likely to result in left majorities on council. Such as:

      • Encinitas voters closer to the coast are generally more left on the political spectrum. The further inland you go, the more right the electorate becomes.

      • Map 16 has three districts that touch the coast. Other maps had two touching the coast.

      • If the coastal voters are a majority in each of those three districts, then it could be argued that the map was drawn to produce a permanent structural majority for Horvath’s team.

      I’m not saying she did this, consciously or otherwise. I’m saying the debate wasn’t allowed to happen, because she didn’t disclose authorship.

    2. Well said, 7:41! The problem with the map is that it was not based on a scientific approach to capturing the will of Encinitas citizens. It was based on a personal agenda that was presented as a scientific result.

      This seems to be the Encinitas way. Maybe they should attach a sign downtown that says, "Sucker," or "Consultants, stop here to screw us."

    3. So true of her deception and deceit. Likely there were some heavy leftist consultants involved in the creation of that map to reduce and eventually destroy conservative citizens voices. A subpoena of her emails would create multiple smoking guns but she is likely getting crafty with her back office deception and covered her tracks. The good news is in our shallow superficial low-information society those looks can only take you so far. In regards to her arrogance and know-it-all mindset, it comes from her family background, just look up her dad and the whole story is there, she's going to show the world that the Horbarf's can own you.

    5. 9:17, if by "actually think" you mean act in a sneaky and underhanded manner, then you must likewise be a fan of Barth, Gaspar, and Shaffer (two of whom were Horvath mentors).

      Your obsession with the city manager that has nothing to do with the discussion at hand is weird and calls into question your ability to formulate a cogent argument.

    Her behavior is neither ethical nor decent, end of story.

  11. All of the submissions were anonymous, with the exception of those citizens who spoke up at the council meetings. Mountain out a mole hill is appropriate.

    Tony's behavior toward Tasha was bs.

    A bull in a china shop is his go to, all too often.

    Little surprises these days for what comes out of any of the council members mouths, including Tasha.

    There was nothing wrong with her coming up with an acceptable plan on her own. The number of residents in any district is the defining factor.

    Gerrymandering is unabashedly the only choice we have to defend us against this shyster Malibu lawyer.

    Lies of omission? Most of these complaints are coming from the failed Paul Gaspar camp and we all who they are.

    2. She reviewed her own maps as though she had nothing to do with them. Lie of omission.

      Not only should she not be on council, she should not be allowed any farther. She is dangerous in that she believes she knows best. She steamrolls. She is shades of Shaffer in a younger package, only far more ambitious.

      Too ambitious for her own good. And worst of all, she doesn't listen. She is constitutionally unable.
