Kristin Gaspar is shocked, SHOCKED...

... that Teresa Barth would dare to bring her a few pages of some sort of proposal before Gaspar had agreed to hear it.

Watch the clusterlove of incompetence and vitriol as Bond tries to adjourn the meeting, Gaspar interjects, and then Bond (apparently erroneously) allows her to deliver her anti-Barth diatribe.

Jon Horn in the U-T raises concerns of Brown Act violations by Bond allowing Gaspar to berate Barth when it was not on the agenda. I'll allow a little Brown Act violation to enjoy a spectacle of buffoonery like this any day!

Is this really the allegedly sophisticated, highly educated town of Encinitas? This city council is like something out of Jerry Springer.

Finally, a trivia question for my dear readers. Which council member's campaign web site said the following?
I will bring positive energy, a spirit of cooperation, and unity to the Encinitas City Council. Our council has too often been distracted by petty personal feuds and hyper-partisanship. I pledge to focus my efforts on the needs of our city instead of disparaging the personal character of those whom I may not agree with on specific issues.

UPDATE:
Barth says she had nothing to do with the document that gave Gaspar the vapors. She only met with staff to ask some questions.

  2. Keep in mind that Gaspar is reading a script written by Mike Andreen. Mike has bragged that he got Kristen elected. He is now putting venomous words in her month, and she happily complies. The little drama was all designed to justify denying Teresa Barth her turn as Deputy Mayor to be decided on Dec. 13. Was this the best Mike could do? Pathetic, and it does Gaspar no good.

  3. Regardless of whether or not there was a violation of the Brown Act; once again, the Staff has performed another near mutiny. In September the City Council wrenched back control of the staff's attempt to eliminate automobiles and enforce healthy food ordinances and it at least appears that they have become a tar baby of sorts for Barth. While the timing is almost too coincidental, Barth is known to maverick her way round the city manager by bullying staff.

  10. Who do you suppose is paying Mike Andreen to write Kristin's speeches? Remember the first time she spoke before the council in open forum? She read verbatum a paper/commentary about the water district that Mike Andreen had posted to the Leucadia blog weeks before.

    I was informed that DEMA Board voted to print new banners for the ARTS Alive Banners with the back blank. The banners with Maggie's picture have been printed, paid for and have and are being distributedto artists.
    it will cost $6k for the new banners. DEMA seemed to have not included the depiction of Maggie on the permit. I do not se why they do not resubmit with Maggie's picture. As I understand, Jerome has used his power to get DEMA to remove her photo.
    This should not be about politics. All the community wants to do is honor a fallen comrade that offered 13 years of her life for Encinitas, served two terms as mayor, got more votes than others when she ran and died in office.
    it is un conscionable that Jerome could possibly be so petty to take this action.
    THIS IS NOT A POLITICAL STATEMENT. Honoring a citizen who gave so much to our city should not be blocked.
    If it were Stocks or Bond that experienced a premature death in office, would they want to know that council members would fight to not have them honored by their community?

The fact that someone as unqualified as Kristin Gaspar can be elected based solely on a paid campaign by her special interest benefactors is appalling and doesn't bode well for Encinitas's future. The special interest city council clique will do as they want, as they realize the money is behind them. Watch for the glossly slick campaign fliers for $tock$ and Muir, touting their "experience" and dedication to the community.
    Whomever are the alternate candidates need to mobilize now, as they are facing the developer money that keeps the stooges ($tock$, Bond, Gaspar, Muir) in power.

  16. To anon 9:13 and others who want qualified, ethical, honest, council members with integrity , please check out Lisa Shaffer and Tony Kranz. Both are running in 2012. Engaged, informed voters can and will make a difference.

  17. I don't think the time for "reports" should be used by Councilmembers to make political statements. I don't see how Barth's offering an outline of questions or a position offered by some staff members, was in any way acting without transparency or was disparaging to the "subcommittee process."

    If Gaspar or any other Council Member wants to make a statement of their political views, or a statement, in general, about the conduct of another Council Member, or staff, or members of the public, with respect to city policy or operations, then she (or he) could do so a DURING ORAL COMMUNICATIONS! During Council "Reports" is NOT the time to do so. In fact, I see no reason why the public is not allowed to ask questions during the "Reporting" portion of a public Council Meeting. Not to allow questions or comments, when Council members ARE allowed to make comments and political statements does appear to be an obvious Brown Act Violation.
