3/18/15 City Council meeting open thread

The current city council has continued prior councils' practice of not providing written summary minutes of council discussion, but only "action minutes" which state the outcomes. Encinitas Undercover will provide a forum for observers to record what occurs at each council meeting.

Please use the comments to record your observations.

Among other items tonight is Tony Kranz's Spock Block Week.

    4. Repetitive speech patterns usually indicate a rote, shallow thought process; probably blurted out as a defense mechanism to attempt to "engage" in the conversation. Muir is unsuited for the position that the currently holds on the council and needs to be deposed at the next election. Dalamuir!

  5. Muir actually had a statement ONE time [only] that did not include, 'as it relates to'. Progress? We will take what we can get considering the source. Oh well. Small steps forward may add up to more, Naw, never mind. He is just as clueless as ever.

    The Spock thing was actually pretty funny and of course, inconsequential. Not a lot of time or energy wasted, so it is forgivable for the time being when there is much more that needs attention.

    Bring on the At Grade Crossings now. Put this asap on the agenda and get the ball rolling after being ignored for so long. It was good to hear this brought up by Elena Thompson. At grade crossings can heal so many of our issues with crossing the tracks and they are safe.

    Any talk of tunnels will only serve to prevent the tracks from ever being lowered. At the cost of these crossings, it should be easy, so what is the hangup?

    Rachelle was so right years ago and it is the cure for so many ills that are splitting this community from access and egress from the beach that this community deserves.

    Crossing the 101 should have signaled crosswalks at these points.

    Don't hold your breath for any roundabouts to go along with this. Move on with the at grade crossings now and crosswalks for the 101. Streetscape's plan should not preclude moving ahead with at grade crossings now.

    2. NCTD will never approve at-grade crossings on their right of way.

    3. Matt Tucker and NCTD won't go for at grade crossings. As far as lowering the tracks, you would need the Federal Funds to get that going, and as far as I know, there's nothing in the works to pursue that funding.

      Elena has her heart in the right place, but she should know by now if she researched the issue that at grade crossings are a pipe dream. Just look both ways twice before you cross to look for trains and railroad bulls.

    5. They have to have an at grade crossing there to service both parking lots. The station in San Clemente is the same way, except the beach is directly on one side.

  6. The railroad crossing, corridors leading to the schools and beaches, and the main street streetscape are all important issues to implement. The streetscape along Hwy101 and the crossing at the school are the biggest improvements to move kids and residents east and west of the railroad tracks.

    I agree lets focus on getting at grade railroad crossings in like the City of San Clemente did and has legally permit. That City also has quiet zones in place were the trains don't blow their horns, and is now working on quiet zones for their at-grade pedestrian crossings.

    6. No, it's the City of Encinitas who must initiate it and pay for it. Unless the city gets a grant, there's not much hope of it ever getting done. Our council has other priorities.

    1. Mark Muir does not drink alcohol, period. Please if one is going to paint anyone into a corner then at least get your corner straight. As for food, that's a different story. But, I thought we had all agreed to stop name calling and stop with the fat jokes. Guess that isn't working out. Sometimes people just want to complain.

    3. 11:30; I call B.S. I have known Mark Muir for over 25 years and he has told me on many occasion he never drinks alcohol. He hosts parties with booze, but he doesn't drink. However, none of the trashing of Muir or anyone else gets anything accomplished. Perhaps that's the point of this blog. People can feel good that they posted B.S. and have to accountability as everyone is anonymous. It takes courage to sign your name on posts on this blog. SCG

      You are probably right. I don't know Muir, but there are several sad, angry contributors who are willing to make any assertion if it paints the city in a bad light.

      I like to think that most readers who spend any time on here can see right through it.

      Keep in mind the person you are engaging also made a fat joke, so that tells you enough about the mental and social level you are dealing with.

      Probably not worth the keystrokes to engage further.

Are we using the same head hunter group that brought us that idiot Vina?? If so why?? Someone place an ad on Craig's list and get us a CM that will cut staff and costs....

    5. Pure dog and pony show. An exercise to create the appearance of citizen input without the substance. They will mine a few quotes from citizen input that aligns neatly with what they were already going to do, then make a grand PowerPoint presentation about how citizen input is driving the selection process.

      Total BS waste of time, and I am fine with it.

      Most citizens don't have the first clue what a City Manager does, and what the qualifications are. This is not an elected position for a reason. City Manager is the CEO of the city. City Council is the Board of Directors. The City Manager needs to be organized, efficient, driven, be a tough boss, and know how to solve complex puzzles and most of all, be willing to take risks and piss people off to get sh1t done. City Manager is not there to make friends with anyone. A good one should expect to be effective for 3-4 years max before they break enough glass that they can't be effective anymore.

      That's the kind of city manager you want if the council members are smart and principled and able to channel the manager's efforts to further their policies in the public interest.

      If the council members trust staff more than their own instincts and ability to gather information, then the city manager you describe runs the council for his own purposes.

      I base my comment on the quality, or lack there of, of the comments here. If 5:34 PM ran a large corporation, and I have no reason to doubt it, then comments should reflect that experience. Whether 5:34 PM has made any city management related comments I have no way of knowing but the comments that I have seen here don't have much weight to them. Even though the number of city employees is small, a city government is still a complex endeavor.

      7:24 PM Being on council is very much leading a public organization whether council members are prepared or not. The only qualifying test is a public vote. Those five elected are the legal representatives of the City of Encinitas and are responsible for what happens. All employees, including the city manager and city attorney only have authority delegated from the council.

      So 7:24 PM, is "knit wits" a play on words or do you just not know how to spell nitwits?

      I certainly know a lot of commenters here are unhappy. But they are a small number compared to the number of residents and business owners in Encinitas. I myself am not happy with some of the things that have happened but I don't let it become a continual knee jerk response.

    14. 10:04 sounds like a rejected, defeated or disliked former council member. We had many who were not qualified in even running a house hold, let alone a city.

      The staff does all the work. The council just pretends to know what is going on. That is not leadership in any way, shape or form.

      It's a good thing we voted some out of office. We continue to have council who have no clue and are getting this city into a mess.

      Reject all incumbents.

  14. 6:31 hardly knee jerk, this council is taking us as a city very much in the wrong direction. Just one of many examples is the traffic, which is bottlenecked severely in several places, and in these very spots are being proposed for dense affordable housing! Enc. blvd, Vulcan, Quail gardens, and nothing could be more ill conceived. This is just one example.

    2. The city should be building off shore islands for affordable housing. using plastic bottles for floatation, these islands can house thousands. And yes it's being done in Japan.

We deserve more from them and if they want more than a snowball's chance in hell of getting the HEU passed, they'd better figure out something fast,

      They seem to have this aversion to enacting the spirit of the law in addition to the numbers.Their response to everything is "we'll get sued." At the last joint meeting Murphy trotted out an additional "tool:" he called it "unbundled parking," which means that parking would not be required on site for the high-density housing blocks. Less parking = more market-rate units = more developer profits.

      Where do the cars go?? Out into the neighborhoods...in front of your house. This is how much our city and council care about residents.

    9. And, by the way: unbundled parking is NOT a requirement for HEU certification. It's just a little bonus the city wants to give its developer friends. You'll find it in the fine print on the ballot statement.

Actually if the city could get some decent legal advice they have several ways to navigate around this, including making a path for affordable units that already exist, not the bs proposal for "this year" that is fraught with fees and difficulties. We need leadership and we don't have it, just lip service.
