Saw Blakespears email. Surplus budget from not completing projects is not painless. It means the City didn't do the project. The pain is still there for the need of the project which in many cases involves improving a dangerous situation.
The City can always be underbudet if it doesn't complete any needed projects. But then again, I thought the purpose of having Capital Projects is to improve the City and preserve the residents quality of life.
If the sole goal is to be under budget the City Manager is going great. Because she can get anything fricken done.
The Streetscape project has taken two steps backwards under her helm, yet she currently under-budget because she has built shit and the project is 5 years behind schedule . Sigh :(
Streetscam will bring "good people?" Oh, you mean like the party bus folks our downtown's "vibrancy" has attracted? The more we look like OC, the more generic and cemented over we become. Guess that fits with our new District designations, rather than community names.
Jerome Stocks helped Encinitas become Chicago regarding pensions when back in 2005 he spearheaded the pension spike for his buddy Mark Muir.
Mark Muir and all the other staff enjoyed a 35% increase in their lifelong pensions in that vote that night and the Encinitas tax payers were screwed for years.
The current City Council and City Manager ignore the pension crisis and wish it would go away. It will not. The last thing the City needs is to establish yet another fire station and sink the City into greater financial abyss for paying for more fire princesses pensions.
Muir pull in well over $185k per year for life along with the steady rotation of fire chiefs every few years. The City Manager is just biding her time until she can retire at the $250k range...... sigh.
Some responsible City Council person needs to take ownership of this issue. Obviously, it will not be Muir.
