Honoring her for selling out? Surely this is not a reality. We may as well honor her bullying tormenter on the previous council, if this is allowed to fester any further. The chance of the public embracing this stupid idea to name a grove after her will only result in a huge outcry against any efforts to name anything in her so called honor. Complete bs is called on this effort. Mim, give it up. We are not going to allow this to happen.
ReplyDelete3:37- I totally agree but how are we going to stop it? What I don't understand is that this is a public park. Doesn't it have to go thru some sort of process to get a fruit forest planted. I am beyond stunned. Forget it's about Barth. Who is going to manage this forest? Who is paying for it? Who wants it? Good grief, don't we have other more serious things to focus on in this City. I don't know who this Mim is, but whoever he or she is, I agree, give it up.

ReplyDeleteENCINITAS — A proposal to create a grove of edible fruit trees in Glen Park dedicated to former City Councilwoman Teresa Barth is up for consideration by the City Council Wednesday night.
The Council will consider the approval in three separate items. First, approval of the pilot project, which will be organically maintained; second, the approval of a memorandum of understanding between the city and two local nonprofits that breaks down each party’s responsibilities for the project’s first year; and thirdly, the approval of naming the park after Barth, who served on the council for eight years before not seeking re-election in 2014.
The creation of a fruit forest in honor of Barth has been discussed since December 2014, when a group of residents announced their intent to pursue the project at Glen Park during Barth’s farewell ceremony. The proposal was met by applause and a standing ovation from the crowd in attendance.
The city has been working with the two groups — the Cardiff 101 MainStreet Association and Healthy Day Partners — since February on the project, which calls for the planting of a grove of 10 to 15 fruit trees on the north side of the park, near the Scout House.
The Parks and Recreation Commission voted in support of the park proposal in September.
According to the staff report, the city would use an $8,500 turf removal grant and a donation of 40 yards of organic mulch to prepare the park site for the tree planting.
The memorandum of understanding calls for the two nonprofits to plant the trees, install the irrigation, signage, provide volunteers and perform maintenance for the first year.
Two of the items, however, present some obstacles that the council must consider.
Organically maintaining the proposed fruit grove — which would prohibit the use of chemical pesticides and herbicides — could raise the maintenance budget for Glen Park, currently at $35,000, by $2,000 to $10,000. The increase is due to the fact that organic pest and weed-management practices take more man-hours and more frequent applications.
“Due to the potential of reduced effectiveness of organic materials and the elimination of synthetic “pre-emergent” herbicides that suppress weeds prior to germination, labor cost may double,” parks staff wrote in the council report.
The second hurdle involves the naming of the grove after Barth, which only meets two of the six thresholds in the city’s naming policy. The Parks and Recreation Commission voted 4-1 in favor of naming the park after Barth.
Additionally, a least one organization has stated they will speak in opposition of the pilot project, juxtaposing the approval of city dollars for the park against the council’s recent denial of the Sheriff’s Department’s request for an additional deputy to patrol the beach and downtown.
Mike Andreen, owner of the New Encinitas Network, which represents more than two-dozen commercial property owners in New Encinitas, said that the park would attract additional homeless people to the city, which will require additional law enforcement presence.
“The fact that they are considering this proposal after denying the first request by the Sheriff’s Department in over a decade shows a real misplacement of priorities,” Andreen said. “My clients are not happy about this.”
If approved, the tree planting ceremony would take place at 10 a.m. Oct. 3.

ReplyDeleteA fruit tree forest is an interesting concept that could be fraught with unintended and unknown consequences - as well as tarantula wasps the size of baseballs. What I am far more concerned about is naming a public space after a living person. That never works out. Just think of the the Randy "Duke" Cunningham Community Park, or the Bob Filner Senior Citizens Center. You should have to die before you have a public space named after you.

What a tacky, low-rent bunch.
So at council, they approved it, but framed it more as anytime community members raise a few thousand bucks, they'll name a project whatever they want.
DeleteMuir suggested something should be named for Jim Bond, and the response was sure, have the community raise some money for a project.
Muir and Gaspar voted for the Barth naming knowing they were steamrolled and not wanting to look like bad sports.
I love Andreen's take that it would attract more homeless. That's just spiteful. Naming it for a living person does seem to carry the usual pitfalls, but considering all the other stuff we're up against, I'm not going to worry about it.

DeleteWhen a certain someone was on the Parks and Rec. Commission she tried to make sure that the dog park on the yet to be build Encinitas Community Park was named for Maggie. She was told that the City had to go thru all sorts of processes and Lisa Rudloff just didn't know if it would be possible. And, this was after Maggie passed away. Fortunately enough citizens wanted the dog park named in her honor and it happened in spite of Lisa Rudloff who is still head of Parks and Rec. So, a dog park named after Maggie was almost turned down, if the City had its way ( or if Lisa had her way) but a Tree park, named after a living person, who was only on the Council 8 years, can be named after her? Something is wrong with this picture. What happened?

ReplyDeleteI support the fruit grove, and the pesticide free decision, for at least one year. However, I don't understand how the name was forced upon us. It's true that some groups donated their time and some money to fund this pilot project, but the naming process should have been vetted through proper notification and more opportunity for public input.
ReplyDeleteThis was pushed through by the majority on Council. KG and MM knew that they would be outvoted, and would look like poor sports and scrooges if they didn't go along with the three council member voting block.
Teresa Barth betrayed her former supporters on many levels, including backing down on her promise to get rid of City Attorney Glenn Sabine and Planner Kerry Kuziak, were Shaffer and Kranz to be elected. Both Sabine and Kuziak are well known to twist the truth at public meetings, as well as in private briefings.
Barth also feigned support of Prop A, by stating, when asked about where she stood on that issue: "I support the public's right to vote." She allowed the public, and her former supporters, to believe that she and the candidates she was pushing, LS and TK, would support Prop A. As we all know, both LS and TK went so far as to sign petitions for Prop A, before they were elected. LS's excuse was: "I signed with reservations." They did what it took to be elected, then jumped ship.
This naming of Teresa Barth Grove is political payback, pure and simple. It puts a dark cloud over an otherwise excellent project. Why couldn't it be Glen Park Grove? At least Teresa's father's name will be included. Arballo was a good guy. Arballo Park would be much better. But what's in a name? The grove, itself, will be wonderful.
Perhaps Council can reconsider the naming rights at some later date. This was done without proper public input, according to the rules previously set up by Council. Why establish policy when it is intentionally overlooked?
2:21: Excellent assessment. I agree. As far as the naming there is a City protocol for naming things. In this particular situation only 2 of the 6 were met. I have no idea how it got so far without the public knowing about it, especially after all of the hoopla about naming the Dog Park after Maggie. Does anyone know how we can go about changing this?
DeleteShow up in droves at the council meeting and state your concerns about the way this issue was handled. Don't forget letters to all council, including letters and commentaries to local newspapers. Best of all contact Turko and get him on this. It was handled quite poorly.

ReplyDeleteIf there is a policy intact that specifies when and how naming things in this city should go, then we need to stick by that. I still remember the agony that Maggie Houlihan's family was put through in trying to get a dog park named after her.
