Hall Property Park finds new use as construction waste dump

Remember a couple months ago when Scripps Hospital was told it couldn't dump its construction dirt on Moonlight Beach as "sand"?

Well, it looks like the obliging City of Encinitas has given them another place to dump it.

  1. The city has been using the Hall property as a "temporary" dump site for years. Periodically they put muck there to dry it out after clearing out drainage areas . They do the same at the old Montgomery crossing in Cardiff on NCTD property. The city is supposed to move it out and dispose of it properly.

    CQL, the group that successfully sued the city over its refusal to do an EIR, had a writ of mandate to prevent any questionable activities. With the park approval the writ has expired, and the city now has free reign.

    Since the soil on the property is already contaminated, I guess the city doesn't care if it adds a little more. It's only important if you plan to use the future park or send your kids there.

  2. What's going to happen is they will use what you see to make new concrete. It's not waste.
