7/13/16 City Council meeting open thread

The current city council has continued prior councils' practice of not providing written summary minutes of council discussion, but only "action minutes" which state the outcomes. Encinitas Undercover will provide a forum for observers to record what occurs at each council meeting.

There's a special meeting at 5PM to approve the consultants' recommendation to fill the Rail Corridor Working Group with building industry professionals, representatives of city-funded merchant associations (see Encinitas Guerrilla), and former Mayor Jerome Stocks.  But it may not matter much because the city is approving a Memorandum of Understanding that says SANDAG doesn't have to incorporate the recommendations of the Rail Corridor Vision Plan anyway.

  1. $tock$ gets DUMPED again and will not be serving on the Rail Corridor Working Committee. GASpar and Muir tried desperately to keep their boy toy on list.

    Pay backs are hell. Any one associated with $tock$ is doomed for failure.

  4. The Mare was quick out of the gates. Through the clubhouse turn she set the pace. Down the backstretch she appeared to be in control as she proposed to accept the full consultant slate for the rail corridor working group. The field came back with a no vote as they turned for home and Gaspar stumbled. The lead changed hands several times as competing slates were considered. The handicappers were ultimately proved wrong as The Mare and her connections were ultimately out paced at the wire.

      So in your eyes, anyone in real estate is automatically disqualified? I didn't see anything on the link that was a "Big time conflict of interest." If there is any project before the commission in anyway related to his firm he will just need to recuse himself.

  8. To the No rail trail group -
    Deputy Mayor Lisa Shaffer is sabotaging all the group's efforts to get the rail trail back on 101. She is looking for any excuse to have SANDAG take over the project and put it back east of the tracks and along San Elijo. Shaffer should be kicked off the city council.

      Watch the meeting.

      The discussion was about if the Coastal Commision won't approve the 101 route, which Coastal Commission staff are already signaling.

      Shaffer simply said the rail corridor working group should discuss the scenario and weigh all options. Blakespeare noted that public opinion may change if we can get NCTD to remove the fence from plans unless and until we get ped underpasses.

    2. Not total BS. Shaffer has been unable to get over the scuttling of her east side plan. It is a character flaw. She's always been this way. It's weird.

      Not! Shaffer is pushing SANDAG to declare they are taking over. Listen to the audio of the last SANDAG transportation committee.

    4. It's not Shaffer's plan. The east side alignment has been there long before Shaffer got on the council. But that fact isn't convenient when you need a villain.

    5. NCTD is not going to remove the fence. Fencing in the rail corridor is part of the long term vision for the whole stretch of rail as they work to double track the entire corridor to accommodate all the traffic that they have to handle.

    6. SANDAG is under a legal obligation to complete the rail trail as mitigation for freeway widening.

      If the CCC determines that the 101 alignment is unacceptable, then SANDAG will be under pressure to make concessions to make the San Elijo route acceptable to the community.

      Under this scenario, SANDAG and Encinitas may be able to pressure NCTD to delay any fence plans until after we fund and construct underpasses.

      SANDAG on their website doesn't mention a legal obligation to complete the rail trail. To the contrary, Encinitas was the lone volunteer to start an early (as in several years) construction of the rail trail. Who volunteered our section of the rail corridor for "early" construction?

  9. Leucadia 101 Mainstreet Association is represented by both Carris Rhodes and William Morrison. Many people on Leucadia Town Council are also on L101MA, including Morrison who is also running for Council; so we've been informed, here.

    The so-called "stakeholders" should include more non-affiliated private residents, particularly nearby residents, such as Gerald Sodomka.

    Good that Stocks was not installed. That would have been insulting to the citizens and to the majority on Council.

  10. William Morrison recently resigned from the Leucadia Mainstreet so he could join the LTC and be put on the so called community board. Not even close.

    That council chose to pay an outside consultant [at what cost?] to gather names that they knew absolutely nothing about to form a true community group just shows where their intentions lie.[lie, liars?]

    It could have been the easiest thing to do with those that volunteered but, sadly, as usual, they try to fix the game with amenable people who swallow what the city sells. This type of bs gets so old.

    Instead, they fabricate a list of known sympathizers instead of certain community members that would have legitimized the working group. As it stands, this is just another sham. They just don't know how to govern without their heads up their rears and the view from there is what we get here.

    Shameful performance again. Gawd, we need some new blood to step up.

  11. I attended all the rail trail meetings. SANDAG originally presented two alternatives, west side of tracks and east side of tracks. Both were presented as viable. Suddenly the west side has turned into a no fly zone. What happened? It's more than the refusal of the Coastal Commission to approve. No reasons have been given for this refusal. SANDAG has been exerting influence on CC staff, all traced back to Lisa Shaffer. Remember that Shaffer can be the dragon lady, for example, when she tried to get Gaspar removed from the second half of the shared mayoralty with Barth, or when she maneuvered to be sure the party endorsement didn't go to Julie Graboi. The fangs come out when she doesn't get her way.

  12. 10:02- I think what 8:21 is speaking of is during the last City Council elections Shaffer made sure via her connections with the Democratic party that Catherine get the endorsement. Julie never had a chance, as the endorsement was given before she even got to meet the central committee. Compliments of Francine Busby, a Cardiff resident, and Chair of the San Diego Democratic Party and Lisa Shaffer. Nice huh? Is that what you were referring to 8:21?

  13. 8:47am Mikey, mikey, mikey. Your intrusion is, as always, not appreciated. Crawl back into your hole in the underground and spare us. Your value to any knowing and aware person around here is less than zero. Your delusion that you have any worth beyond your supposed handful of business owners is just that. Delusional.

    Liar Lisa did collude with Busby ahead of time spreading lies about Julie's history of activism and environmental claims to fix the county Dems support in favor of Catherine.

    Ethics seemed to be non-existent for Lisa at the time. Hypocrite much? Absolutely. This type of behavior is right up Mikey's alley. Lisa and Mikey. Now there's a pair for us to have to deal with.

    Catherine was all in for anything that would get her the support of the county Dems. Now, all the work the No on the Railtrail folks accomplished is at risk.

    A spine seems to be lacking in a few of our council members and in an election year that could motivate just what we need for some new blood to the council to come forward and declare in the next few weeks.

    The fixed make-up of the working group does not portend well. We are told that certain 'stakeholder' groups are representative of our community's wishes, but that is far from the truth. Just who believes these stakeholders stand for us when we see the same tract coming from them that we already get from staff and council? They are all in bed with each other, directly or indirectly.

    The real stakeholders are this community, not a city funded mainstreet group, or developer and real estate interest groups. Council blew it again, when they could have created a legitimate group of unencumbered citizens without a profit motive to get it right.

  14. Adding to 9:35- I have several friends on the Democratic Central Committee where Blakespear's endorsement came from. According to them there was quite a heated battle about Blakespear and Graboi, and Francine was pushing hard for Blakespear. Some of them wanted to actually remove Francine, which would have been OK by me, but the monied powers would not hear of it. Francine Busby lives in Cardiff and has never participated in her own community. Seems strange that she had such a strong preference. What Lisa told her, I can only speculate.
