Consultants recommend Jerome Stocks, city insiders for rail corridor working group

Because of the selection criteria, commercial and development interests are heavily represented, while independent community activists including Gerald Sodomka, Dr. Lorri Greene, Doug Fiske, and Julie Thunder were not selected.

  1. Thank you for this Wc. There is an interesting history regarding this group. The City originally asked for citizens to participate. The original notice stated that the Council would look over prospective candidates and the Mayor would make a decision. At some point, the City decided to use a consultant and gave the consultant the power to select the committee, and then the Mayor would make a decision. If you take a look at all of the candidates, each made a statement about why they would like to be on the committee. Everyone, with the exception of Jerome Stocks, has why they want to be on it. Somehow, Jerome's statement is missing, and the reference is that it is on a Pdf file, which is I cannot find. Many emails to the City Council were also included for some people. I wrote the Council twice, but for whatever reason, mine was not included. According to the consultants they wanted "new blood" or people who are not active in the community. Of course, that leads one to wonder "Why Jerome?" Some one at the City said it was because he had been our SANDAG rep. as well as our NCTD rep. Do you all feel he did a good job in either of those positions? Besides the people Wc mentions there are some other other notable people left out, including John Gjata, Darius R. just to name 2. There is something wrong with this deal. First, the city changes the rules, and then the consultant gets to pick and only Gaspar gets to say yes. Jerome is an active participant in raising funds for Gaspar's campaign against Roberts in the Supervisor position she is running for. Could this be the reason he was selected? There is more to this story, folks. And, I am not a believer in coincidences like this.

    1. The list is mixed. I think Gjata is on a commission already, and that excludes him. Encinitas Chamber is very pro-development. Stocks should not be on this list!!! As a long time council person, he has a conflict of interest. The city code requires the mayor to recommend and the council to vote yes or no. The other members do have a say. She should say she has a conflict of interest regarding Stocks and take him off the list!

    2. Both Muir and Gaspar are being funded by a PAC whose President happens to be Jerome Stocks. They should both recuse themselves on this. Stocks is like throwing dirt in our faces. Haven't we had enough of him already?

  3. So only the Mayor gets to decide if this is the group she wants? She is not going to be Mayor after January and this group will be still going on. I read the names, and I saw many I think we qualified. Are they deliberately picking people that have not been active in the community? If so, why? They say fresh blood, but I wonder. The candidates should be given an opportunity to speak to the whole council and that's been taken away, after the fact.

      From the July 13 agenda report:

      "Staff recommends that the Mayor and Council:

      "1. Receive and consider the consultant’s recommendations for Coastal Mobility and Livability Working Group roster;

      "2. Consider the Mayor’s recommendations for the appointments to the Working Group; and

      "3. Adopt Resolution No. 2016-54 approving the formation of a Coastal Mobility and Livability Working Group and establishing the bylaws of the Working Group (Attachment CC-1)."

      You'll notice that it says "consider the Mayor's recommendations for the appointments to the Working Group". That's addressed to the whole council who has to approve the recommendations. Next time find a city official who knows what they are talking about.

  4. The two last columns "stakeholder org" and "stakeholder interest" are really one and the same. If the person is on a town council or other group, that group's activity and philosophy is also the person's beliefs. Take a Carris Rhodes, for example: her stated personal "economic development" interest is the same as the L-101's.

    Yet another city sham. They really just can't help themselves, can they?

  5. 1:10- No they can't. This has been a very contentious issue. To add Stocks to the mix is poison, in my opinion. The consultant may have not known this, but the citizens who have been paying attention will notice. I can envision another visioning of this trail soon. BTW, it was Shaffer and Blakespear who wanted a consultant.

  6. Un-freaking believable. This is just another in a too long line of unimaginable transparent attempts to manage public opinion without the public actually having a say. This is illegitimate and worthless from the get go. Thanks for nothing Catherine and Lisa for hiring an outside consultant and at what cost?

    And as for Kristen bringing the most despicable character in our city's history on board. wtf. If there was an example of our mayor being played and used by her puppet masters, this has to qualify as another example of her lack of foresight.

    Including city funded organizations and their operators couldn't be more disingenuous to gather anything but the city line.

    Next weeks council meeting at last after three weeks off before they have their summer break, should be quite a show.

    Also the library renaming should be on the agenda but you never know what shoe will drop next. We really deserve better from our elected reps. I hope they all hear the bells tolling for the change that is sure to come.

    Thanks goes out to the non affiliated volunteers who were ignored on the rail corridor working group scam in the making. It would have been the easiest thing in the world to get right, but once again, they chose a manipulated process to put the fix in. Gawd we need a change and a large one down there at the city.

      No three weeks off for vacation. Last action item on council agenda for next week is Manjeet Ranu asking the council to reinstate the three council meetings - July 20,July 27, and August 10.
      Seems there was a slight clerical error in the final documents the council approved for the ballot. Planning put in the wrong maps that left off some properties west of the 101.
      Council will do a quick revote to put in the new map.

      Stinky, stinky from both planning and the city manager who authorized this illegal action.

    7. 12:53- I wonder why she would do that? Perhaps Allred decided to take her case? If you think Lorri is so unstable, be prepared to prove it. The State of Calif. seems to think she is stable enough to be an independent psychologist. She also testifies in court, so she knows quite a few judges. Do what you think is right, but always know there are consequences for words and actions. Those of us who were at the same party that this happened will testify what did happen, and it won't put Jerome is a great light. I tried to talk her into suing that night, but Jim Bond suggested he could regin Jerome in and I believed him. We shall see. I know she has 4 people that will testify to what happened. We should all be lucky she has not sued the City, as he was a Councilman at the time. Since we saw what the women got for far less than Lorri during the Filner debacle i would urge you to consider dropping this now. The more you amp it up, the more fuel for the lawsuit.     8. OK- let me clear it up for you as to why I took the post down. I usually let your stuff not get the better of me Jerome, but for some reason today it did. I took it down because there is no longer a need to explain what happened, and what went down. I have never wanted to sue this amazing city that I have lived in for 35 years, and I have had far worse sexual harassment when I was in the business world. Only in those days, if women complained, they were fired. What you did was despicable and even Jim Bond, as well as your wife, attempted to stop you. Now, leave it be. It's been a long time, even though unfortunately, I remember it all too well. So let's call a truce, unless that doesn't work for you. I can still sue, according to Alred, but I would rather not. But here's the thing Jerome. Every time you, or one of your followers, brings this up, I am traumatized once again.       I know you think I'm Stocks. I'm not, but that's fine.

      It's not my intent to upset you, and I have no idea what actually happened at that party. You also don't owe me or anyone else any explanation. But if you are going to run, you should expect questions.

      The fact is, we may have a potential sexual hassaser/predator STILL running a PAC, and being appointed to positions of influence in our town. You claim to have witnesses to an incident. If you wanted to make a public accusation, then follow through and do it. You'd find plenty of support, and you might prevent the next victim. You might also stop a sexual predator from influencing our local politics.

      I totally get why you would choose not to do that. Our legal system is still not great at getting justice for female victims of sexual crimes.

      What I don't get is, if you decided to not pursue it legally, then why did you put this in the public conversation and then withdraw it? Then you went on Rostra to publicly tell Stocks how much you liked him, and thank him for his years of public service? (http://sdrostra.com/?p=38369) The same guy you accused?

      It just makes no sense to me, and I would need a better understanding for you to have my vote.

    15. 4:51- Fair questions, if I was going to run. And, I have not said I am. I have seen people post rumors, but I have not pulled papers. As far as thanking Jerome, I thank all politicians for their service. In fact, I just sent a letter to the City Council thanking them for their service-all 5 of them. The reason for my email today was to withdraw my name for any further consideration to be on the Rail Trail Committee in case they decide to change things from what the consultant said. I did cc W.C. on this, so he or she can attest to me doing it. If you read all of the thread on the La Rostra post it says a lot of things about a lot of people. Jerome was trashing Gaspar and Muir until I pointed out that I thought they were his friends. He then retracted that part. It is a public forum so anyone can go and read it.

      Regarding Jerome, I have spoken about it and got nowhere. I did not take it to court, that is true. Should I have? Perhaps. Would I have won? Yes, but so what. I do not want to sue the city that I live in, unlike some of the developers around here. It would not have come out of Jerome's pocket, as he was a City Councilman when this happened. It would have come from the City coffers. At least that was what I was told at the time.

      I would love to drop all of this. If I ever run for Council I guess it will be fair game. Fair game means people who I care about will also have to say something, as many people saw, and that bothers me. So, since this issue keeps making its way onto this blog, and wherever else, I have refrained from running, although to be honest I think I might be a pretty good councilperson. I don't need the money, I don't care about kissing up to anyone, I care about what happens in our community and would fight for what I thought was right. Anyway, I think that is all I need to say. Thank YOU for being respectful regarding this issue. It has been hard for me since the night it happened. There were witnesses, and if they were court ordered, they would have to appear. But once again, I would not want them to have to go thru it. I am not like the women who sued Filner. Maybe that is not a good thing, I don't know.

    16. One last thing. Anyone who wants to know more about Jerome in general should take a look at the La Rostra posts 4:51 mentions. I did thank Jerome, you will see that. You will see a lot of other things he said about people that are not too kind. Somehow, the one issue 4:51 is bringing up, keeps being brought up many years later. If I could go back in time, I would NOT have posted anything about my experience. But hindsight is 20/20. No one has to believe me, I just would like this to be a non-issue so many years later. I have been subjected to more than enough "touching in an inappropriate manner and against my wishes" by Jerome and I will testify to that. I never wanted to be involved in this, and I wish it did not come to this. But, I have seen Lorri cry one too many times regarding this not to be there for her. She thanks everyone, that I know. She is one of the nicest people I have ever known. She is kind, sensitive (probably to a fault) and takes care of others before herself most of the time.     23. Let's not make serving as a councilman sound like he went to war for 12 years. Jerome is a divisive figure, like it or not. We don't need this guy involved in our city at any level at this point. I'm sure there are some positives associated with his tenure on council, but I can't remember many. Mostly I remember his condescending tone, anger and disregard for the citizens of this community. And his time on NCTD and SANDAG, he often worked against us, not for us. As to the allegations, I support everyone's right to a day in court. Since none of us were there, except Dr. L, we have to leave it at that. City of no city, sexual harassment is no joke, and this is not the first time this has come up about Jerome, so maybe it would be better to clear it up once and for all.

    24. 10:36- Finally a rational person. I agree. In a way I do hope Lorri sues, and at the same time, I hope she doesn't. It is not easy for women going up against the powers that be. And Jerome is still well liked by his Republican buddies over at La Rostra. He is also the Chair of the PAC for Gaspar.It could be grueling for Lorri if she decided to go for it. If other women have come forward it would be easier. However, since he no longer works for the City, I wonder how far the lawsuit would go? In Filner's case, he was Mayor when the women came forward. It's a tough call. I believe Lorri, as I was at that party. But, since Jerome didn't harass me, I don't know how much I could contribute. It was a large party at Muir's house. There were probably over 100 people there, including Sabine, Bond, Stocks, Harwood, and others that I can't think of right now. I do remember her talking to Harwood about the loss of his son. I heard her sharing how hard it must be for him. And even though he is a developer, she seemed as if she truly cared about the psychological pain he was in. Hard to believe she would lie about Jerome's actions.

    28. 5:00- 4:46 here. All I know is I was at City Hall getting something and I saw Lorri talking to Kathy Hollywood and Kathy gave her some papers. Maybe she got something else, I don't know, as I didn't evesdrop on the conversation. But, by all indications, including her taking herself off of consideration if they redo the Rail Trail committee, I made an educated guess as to what they were talking about. And, of course, I could be wrong. We will see shortly, as if she is going to file it does have to be by the 18th, or at least that was what I was told when I asked.

  11. Julie Thunder's application the first thing listed is works well in group settIngs.

    Every meeting about the rail trail has been a group setting, and she is the worst. Constantly shouting down others, speaking out of turn, making sidebar comments to everyone around her so they can't hear, and claiming to speak for everyone.

    Completely unacceptable temperament and behavior for a consensus group like this one.

    Her writing is just as hysterical with lots of shouty all caps phrases.

    I don't know who pulled the plug on that particular application, but good on 'em.

  13. 3:57- The beauty of all of this for the council is they did not have to make a decision on who was best for the committee. The consultants, who do not know our city, put the list together. Now the Mayor has to authorize the list. And, if anyone thinks she will dump Stocks, think again. It is NOT in her best interest to piss off Stocks. He is the President of the PAC that might get her elected to the Supervisor position. As far as Julie Thunder, I have heard her speak. If you think her temperament is nothing compared to Stocks. Were you around when he was on the Council? If so,and you missed the streaming, go to the City website and look back at meetings when Stocks was on the Council. In a couple of them you will find him screaming at Dr. Lori a few times, and screaming at a lot of citizens. If he wasn't shouting, he was condescending, rude, and pretty awful to everyday citizens. I"ll take Julie any day over Stocks.

    4. Plenty on the payroll - even if only by extension - got selected. for example, Stocks receives benefits having served more than five years. And as explained ad nauseum, Rhodes is a fine example of someone benefiting from City funds.

    6. Carris is a stand out member of our community, and has done a lot of work via the L101 group to support the growth of business in Leucadia. She is Program Manager at L101 and is involved in our community in many other positive ways, and yes, she does yoga, like a lot of other people. Carris has a job, like most of us, so I don't know what the issue is other than jealousy or people associated with government work. She's definitely qualified, so if you don't like it, you'll have to come up with a better reason or continue to look like a complete maroon...

    1. I'm a feminist and don't believe Rhodes represents most residents. I've heard her speak on several occasions and she is in lockstep with what the city's selling.

      There is nothing to "take down" here. Rhodes may be active in Encinitas, but only to spout the city line. Folks should know about her; she's as up for grabs as a point for what's wrong with the list as Stocks.

    6. Rhodes is the paid, full time director of L101MA, which is directly, and indirectly, subsidized by the city. L101MA has strong influence in determining who "stakeholders" are, and they aren't residents. They have commercial development ties, with a preconceived agenda.

      Rhodes, along with the Board of Directors of L101MA act as undeclared lobbyists, pressuring Council and staff to go forward with taking away lanes from our public highway, so that realtors and developers can profit.

      Special interests expect to profit from obstructing the highway with five one-lane roundabouts at intersections with no throughway cross-streets. The plan is to declare roundabouts to be "traffic-calming" when there are no engineered studies to support that traffic calming is now needed, particularly since the speed limit was already reduced, and traffic backs up, almost daily, during peak periods. Also, existing roundabouts in Encinitas haven't been studied to determine if traffic through them is backing up, now, which it is. Rather than being traffic calming, taking away two lanes of Historic State Highway 101 would cause increased back-ups, more cut through traffic on nearby residential streets, and through a school zone, and would result in slower emergency response times, more safety issues, would limit access and egress to our local beaches.

      Disappointed that Gaspar would support Stocks for this committee. She should separate herself from him, in my opinion, although that's challenging if he's running a PAC.

      Someone should check with the FPPC to see if this would be considered a conflict, as supposedly the PACs act independently of the candidates, although that seems to be a convenient fiction to allow unlimited contributions and spending by special interests.

  33. One thing is for certain. Weds. evening's City Council meeting will be interesting. If the Council votes to leave all of the people that the consultant recommended on the list, is anyone willing to protest? Take a hard look at who is on that list. Forget Jerome Stocks for just a moment. What about the rest of them? How many have direct financial ties to the City? To me that is a conflict for many reasons. There are only a handful of what I would call "independents" on the list. The Cardiff Town Council takes no money from the City so I'm down with that. The San Elijo Lagoon needs to be protected, so I have no issue with that either. And there are a few others that have no financial ties to the city. However, many do. If the Council lets this list stand, then we can all know it's a sham and then decide how to vote in November. Blakespear is running for Mayor and so far is unopposed, although that could change between now and the filing deadline. Kranz is up for reelection, as is Muir. Gaspar is running for Supervisor. We all know Jerome is the leader of the PAC that is helping fund Gaspar and perhaps Muir. I know I will be watching, probably from home. In case you also want to watch, Cox has it on Channel 19 at 6PM.
