I'm a passionate public servant, and for that I don't apologize. But Joe Mosca 2016 knows how to balance that passion with the wisdom to know when reacting is counter productive.

Ehlers and others in opposition to the Measure T monstrosity HAVE offered alternative plans over the past two years. When the city decides the residents' plan doesn't pay back enough developer favors, they ignore residents and pretend no alternatives were offered. They call concerned and engaged residents "obstructionists" (Barth) and "naysayers" (Shaffer).
Ehlers likely said "pass" because - let's face it - what's the point in wasting one's breath?
Go to the ballot argument and rebuttals. Challenge yourself, 9:36. Go see if you can find the links on the city website yourself (extra points if you can do this in under 30 minutes).
Do a PRA request for all communications between the community and the city on the HEU for the past few years.

No, the State Code, says that it can be raised 5% per year, retroactively, so totaling 45%, since it hadn't been raised in nine years, The State Code does say it can't be compounded, or it would be more than 45%. I notice they didn't talk about the percentage, only the total raise, over $533 per month more?

This state law - “The salary of council members may be increased beyond the amount provided in this subdivision by an ordinance or by an amendment to an ordinance, but the amount of the increase shall not exceed an amount equal to 5 percent for each calendar year from the operative date of the last adjustment of the salary in effect when the ordinance or amendment is enacted. No ordinance shall be enacted or amended to provide automatic future increases in salary." The council just isn't getting automatic raises like the County Supervisors.

Let's not confuse the homeless problems and the bar issues. Homeless DO congregate/sleep on the benches. Homeless do NOT typically patronize the downtown bars. While the bar crowd may be a problem, the homeless population in town is a menace. Bar patrons don't typically shit on ur sidewalks while there are several documented instances of homeless doing so.
The homeless hang out at library, sleep between cottonwood park and trail up along freeway. Drugs and drinking are part of their life, it's a fact, much evidence left behind.
There is a saying that water seeks its own level. This council is all pro-builder, so naturally they get another to work against the interest of Encinitas residents. I expect no more from this loser council that is beholden to developer interests.

It was not "a bad night," there are several videos out there of Mosca not making sense and acting inappropriately.
