Housing Task Force meeting July 6

UPDATE: Postponed to August 10.

Del Mar Times:
The Housing Element Update Task Force will hold its next public meeting July 6, when the group is expected to hear suggestions for the first time from its recently hired housing consultant.

  1. Oh boy, another consultant. Someone explain to me why we have staff...I'll bet they have a really groovy graph that Blakespear can ogle.

    1. This consultant brought in a wealth of knowledge about how similar problems were approached in other cities. Our city staff tends to work on local tasks and don't have the broad experience. However, Measure T relied too much on consultants who didn't understand us. Our present council should be able to balance these conflicts, especially if we keep watching what is happening.

    2. Del Mar adding porta potties to their beach for the 4th of July weekend.
Encinitas adding ________ to beach access locations, Stone Steps, Beacons, and Grandview. ( You fill in the blank, just don't say porta potties.)

      Delete
    3. Make no mistake: staff, together with consultants, knew exactly what they were doing with Measure T. Lots of money to be made all around off handing developers a blank check and reversing Prop A.

      Delete
    4. Neither T nor A were handed down from the mountain on stone tablets. However, it is State Law that we must update the Housing Element and support more population. Keep your head in the sand or stick it up your a**, that's the choice we have.

    5. Measure T would have passed if it had 25 percent inclusionary housing requirements....

It was and is that simple.

      Delete
  2. Beacon has portables in place...even have a party potty...or maybe it's handicrap unit. It's massive.

    ReplyDelete
  3. Beacon also has a bunch of religious zealots setting a tent up at the parking lot every weekend, and giving away hot dogs. Where's the permit for that? I also saw one of them place a handicapped sign on his windshield, and laughing at the joke that he wasn't disabled.

    1. Ethically disabled - qualifies these days.

    2. Just look at Shaffer's time in office.

  4. Grandview also has a couple of porta-potties set up in the north western corner of its parking lot. 5:13 is factually incorrect, disparaging.

  5. This is a BIG city FAIL. Why have an important meeting during the holidays? Shouldn't the City put the meeting on a date in which people could attend??

    Who can answer this?

    ReplyDelete

    1. During the holidays?

What multiple holiday do you get in July? People who work hard are back July 5, and expect the city to do the same.

I'm sorry the city business schedule doesn't comport with your time off.

      Delete
    2. I tend to agree with 8:05.

Maybe Streetscape discussion can be on December 27th.

      Delete
    3. People who work hard take time off to be with their families when they can. They don't work at the City and troll on blogs at 1:00 AM in the morning.

If City staff worked so hard, then why does the City have so many problems? It seems like staff might be trying to cut corners, yet again. They could just do it right the first time and not have to spend their wheels. Or more importantly our wheels.

Seems to be that 1:07 AM has it a little backwards. Maybe the date was selected to make it easier for staff.

I see no problem meeting next week if they want an "open" process. But take a look at the contract and schedule that the City made. It was always scheduled for a July 6 meeting date. It was always the plan.

Also, if it was "open" they would probably post meeting material in advance of the meeting too. Especially this one.

      Delete
    4. I work hard. I am also not around.

But I don't think it really matters. This process will have the same conclusion. That's why I am not involved this time around.

The inconvenient meeting time probably wouldn't bother everyone if there was access to the meeting information. It would be good to probably load the consultant's ppt. now.

      Delete
    5. 7:02, July 6 was not "always the plan." The date changed a couple of weeks ago from an earlier one.

Blakespear in her usual "residents who?" fog originally suggested the meeting be held July 3.

July 6 is ok given the thing needs to keep moving, but at least get your factoids straight!

      Delete
    6. 8:19. Check city/KMA contract. That is the most factual thing that we can look at. It says July 6. It was executed in mid May, which means it was drafted in early May.

      Oopsies.

      Delete
    7. And at the meeting before it was executed, another date was chosen.

Oopsies. Guess you don't get out much.

      Delete
    8. So, more than a couple of weeks?

Is that what you guys are arguing at and arriving at the same conclusion? Seems like you both are making the same points.

Doesn't matter. Wrong time to have a meeting. I also agree with everything above.

The 3rd is just as bad as the 6th.

Even a bigger issue was that our flip flopping "leader" is dismissing civic engagement. Backroom planning as always.

      Delete
    9. Where is the meeting material? Shouldn't we have time to look so we can provide comments at the meeting. I mean for the people that ARE going.

Maybe the people that ARENT going can review and submit written comments?

Looks like 11:02 AM is the only one that is attending.

    2. ^^ no. He and other subcommittee member are there.

  7. Since when is July 6 "during the holidays"?

    ReplyDelete
    Replies
    1. I don't think the poster meant it was an actual holiday. But circumstances associated with the meeting date.

Many local, state, and federal agencies take recess in legislative or quasi judicial formats. Look to the State Legislature or US Legislature calendars for good examples.

Others take this time off as well. For example, the Encinitas Planning Commission cancelled their meeting for the same day, July 6.

I also bet if you look around your offices or areas of employment, it will be hard to hold any "all hands" meetings. Simply put, many people are not in the offices this week. Nor should they. Take some time off and relax everyone.

Regardless, if someone feels like the meeting date doesn't work. You won't talk them away from it. Their emotions state otherwise.

      Delete
    2. City Hall is open, city staff is working, it's a Thursday in July two days after the holiday and preceded this year by a four-day weekend.

July 6 is not "during the holidays."

      Delete
    3. Council is on break. So is Congress, I believe.

      Delete
    4. Its not a "holiday," but it is untenable.

I can't recall any previous city sponsored outreach done in the immediate days before or after July 4th.

      Delete
    5. The task force is made up of two council members and a planning commissioner.

A Thursday two days after the four-day Independence Day weekend is not a holiday or "during the holidays."

Next you clowns will be objecting to any city function during the week after Memorial Day or Labor Day.

How about any day near Washington's, Lincoln's or MLK's birthday?

      Delete
    6. Some of those holidays that 9:09 AM listed occur on Monday's only, and when school is in session. I don't think they are the same thing that others are complaining about.

      Delete
    7. It's a failure of primary and secondary education in American public schools. By and large, people have not been taught critical thinking. While you're at it, 10:11, check to see what the plural of Monday is.

      Delete
    8. Correct 10:11 AM - you nailed it. People on here are raising issues with the scheduling of the most important meeting in the series of subcommittee meetings. A lot of people are on vacation this week, or simply want to not have city-obligations.

I'm here and not going anywhere. I'm ok with looking at things online, at my own convenience. But I don't want to go the City Hall this week.

Someone else brought up the fact that there is no information or meeting material posted online. That is a good point.

      Delete
    9. 10.19 - critical thinking is not linked to spelling.

Also, 10.19 - proper sentence structure doesn't end with an "is."

      Delete
    10. 11:13, incorrect.

Is it okay to end a sentence with "is?"

      Yes, it is. (<--see?)

In some cases it is the result of awkward sentence constructuon. But not in this case.

    11. There is public information posted online about the task force meeting on July 6.

      http://www.ci.encinitas.ca.us/Government/City-Council-Regional-Boards-Subcommittees/City-Council-Subcommittees

This information has been online and updated for at least two weeks. The meeting was originally scheduled for June 29 when the consultant thought the report would be finished. He asked for more time. Both Bruce and Catherine agreed. There is a sense of urgency in order to show that the city is making a sincere effort to update the HE because of the lawsuits that have filed by the BIA, DCM Properties, and the housing advocates.

    12. RE: 1:52 - with no agenda posted on the subcommittee website, you wonder if they are allowed to have a meeting at all.

      Delete
    13. I think it needs to be posted 72 hours before the meeting....

It is not online as of 2:22 PM July 4th.

    14. That's a bomb. Good research.

It would seem as though this will work out... should be continued from July 6th to another more convenient date.

    1. Sadly, I think people will agree without getting the joke.

    2. Doesn't matter. Inadequate notice of meeting nulls the date.

If it is two people or four people, minority rules in this town, every time.

    3. The July 6 date has been generally known for weeks. 9:51 must have been away on vacation.

      Delete
    4. 9:51 here. Doesn't matter, legally. Inadequate notice is well, inadequate.

You can't have a meeting Mr. Subcommittee member. You and your team messed up.

I wasn't one of the initial people complaining about the time. And quite frankly, I think the argument is ridiculous. If it is important, thy should find the time to be there.

But the laws are the laws. That's what we strive to achieve here right? Compliance?

I looked on the subcommittee page and the last meeting was 72 hours notice.

      Delete
    8. Hi y'all. Welcome back.

I checked online. The agenda is not posted. All other HE subcommittee meetings have more than 72 hours posted notice.

      Delete
    9. I bet the consultant and staff are still working on the report. If the report is to be presented it needs to be posted.

      Delete
    10. There is no legal requirement to post notice of the meeting or its agenda. This is a subcommittee meeting, not the full council or planning commission. Two members of either are allowed to meet and discuss without giving notice. This is how subcommittees used to be run. They were not open to the public. The policy was changed several years ago. The task force is only Kranz and Blakespear from the council and Ehlers from the planning commission. No notice legally required.

The meeting is on Thursday at 5 pm in the Poinsettia Room. The public is allowed to speak. If you're not trolling this blog, attend and give your opinion. At previous meetings, there has been more staff than public.

      Delete
    11. Nope, sorry 4:34, you're too knowledgeable to post here. This blog is an information exchange exclusively for people who don't know what they're talking about.

      Delete
    12. @4:34, you probably don't have good turn outs because there is no notice to the public.

If the public is not a big part of this process, then stay the course. I see how a meeting on July 6th does not work for people that are trying to spend time with their families. A 5pm meeting is not a good time for people that work for a living. I'm the latter. I'd like to see what is going on though. Can you post the meeting material online, pretty please?

      Delete
    13. Pick a date and time, 5:17. What's good for you? When you post your preference, you'll get a bunch of people who'll say it's not good for them.

      Delete
    14. A jump from July 6 to August 10 is not to accommodate convenience or adequate notice. Only a week is needed for that. I'm guessing it has something to do with consultant performance, the outcome of their work, or something else is up.

      Delete
    15. 9:04 AM

The original date was very aggressive so it doesn't surprise me that the consultant needs more time. The postponing to August 10 probably has to do with scheduled vacations.

Sorry to disappoint all you naysayers.

  13. That notice was sent to the few who sign in at the the task force meetings. One was good enough to post it here.

Nothing posted on the City website anywhere even remotely obvious. A search for "task force" provided links to old meetings.

Sorry to disappoint all of you City apologists.

    ReplyDelete
  14. You can go to the city's website and sign up to get a whole big bunch of notices. That's what I did, and that's why I get the task force meeting news whenever it happens. I haven't been to a task force meeting, so I didn't sign in.

Here's the notice on the city's website:

    http://www.ci.encinitas.ca.us/Government/City-Council-Regional-Boards-Subcommittees/City-Council-Subcommittees/Housing-Element-Strategy-Ad-hoc-Subcommittee

    1. So let's see: buried four levels, under the generic "Government," constitutes a "notice." Only a city worker/apologist would call it that.

Guess posting on the homepage would take too much time out of the busy city worker's day. That must be it,

"Wrong again" how? 8:40/11:23 provided the link from which the breadcrumbs are easily viewed. The fact is the info is buried four clicks deep - what kind of "basic competence" would enable that kind of search? If the search words don't get you there, nothing will.

Typical, typical of the city to blame the customer. Karen's got her work cut out for her correcting staff's sucky attitude. Anywhere else and they'd be out on their ears.

    5. OMG, four clicks, what a chore! Anybody with fundamental computer skills can find it. And that's only necessary if you haven't subscribed to city emails.

The home page should have a "meetings" drop-down with the various categories - council, planning committee, etc.
Would it be too much to ask for the agendas for each of those meetings?
In the private sector, an advance agenda is not just a courtesy, it is confirmation that the meeting is meaningful and not a waste of time.
Can this city be run in a professional manner - that, sadly, is a question.

    1. The better question, 8:21, is do you have any idea what you're talking about?

Obviously, you can't navigate a simple website, and you don't know the state laws that govern city meetings.
