U-T on Prop A

Despite last week's clarifying letter from the Coastal Commission that they have no problem with Prop A, Planning Director Jeff Murphy continues to push the story that we might not be able to implement Prop A in the Coastal Commission portion of the city:
New development restrictions approved by Encinitas voters in a June special election will start to take effect July 21, city officials said last week.

The changes could have ramifications for projects both large and small, city Planning and Building Director Jeff Murphy said Friday.

Whether the rules will initially cover all of the city, or just the northeastern region — well away from the coast — remains in doubt, he added.

The state Coastal Commission has review power over development proposals in about two-thirds of the city, but a roughly pie-shaped wedge of Encinitas — an area north of Encinitas Boulevard and east of El Camino Real — falls outside the state coastal review zone.
Murphy also brings up the density bonus issue as a red herring without mentioning that density bonuses would be even worse without Prop A because they are a multiplier of the underlying zoning. If the council doubled the zoning density of an area, the density bonus would be a multiplier of the new, higher-density zoning.

    What a crock of shit!

    Should be titled "How to stall and spend more time paraphrasing the general plan update language and buy me more time so I can retire plan." Authored by Sad Sac

    So what have they done that hasn't already been said 10,000 time before in hundreds of prior meetings?

    Now they want to spend more time and money having more meetings, just so they can develop a plan how to spend the City's $5 left over after paying for Staff Pensions, Salaries and the new Regional Sports Complex.

    Lets see, maybe you could divide $5 by 8?

    Hell no... thats to tough, we'd have to hire a consultant to figure that one out. and we only have $5 left.

    Lets just study concept of $5 divided by the five communities.

    OK thats it. Each community will get $1 dollar each over the next 10 years. But no.... its not that simple. We need to hire a $135,000 PR person, hold more meeting, waste more citizens time and then after 2 years after Sad Sac announces his retirement, the citizens will learn that PERs payments went up again, and the regional sports park was going to cost way more than anticipated, so there is no remaining money to divide up. The plan will then be how to sell off City Assets to continue paying for Employee pensions, salaries and the regional sports park.

    I hope your having fun while you wasted all our time and City funds. At least your getting your excellent Sad Sac closer to his retirement day.

    Sad Sac may be the only happy person in Encinitas? Lets follow City Council and give Three Cheers for Sad Sac. Horray, Horray, Horray.....

    Hell- Now I know how those people in Stockton must feel. Ugggg.

  2. The city council IS the problem. When will the voters wake up and boot these idiots to the dust bin?? Probably never. At least not until the city is bankrupt and these idiots are hunted down and run out of town.

  3. So we have to hire a PR specialist to repeat what has been already reported by the GPAC, the ERAC, and public workshops.
    Why do we have an advance planning department? I am going to lose my patience if they decide to hire a new consultant to update our housing element.

  5. Last comment sounds exactly the type of comment said about Prop A or Stock re-election. Difference is the voters have awakened.

    Exactly..... Council must love to talk about things that have already been discussed.... blah, blah, blah..... more meetings, blah, blah, blah.... more vision..... blah, blah, blah... more financial forecasting blah, blah, blah..... Uh- we don't have any money?

    What should take staff about 2 weeks to complete a draft for council to review and comment on will take 1 to 2 years. Two major reasons:

    1. Sad Sac didn't listen and learn about Encinitas during his 3 years here.

    2. Sad Sac is not capable to produce a sound draft plan addressing all the needed components of the plan.

    The bottom line is there is no money to complete the needed projects for the 5, 8, or 10 areas of the city. What Council needs to determine is the availability of the revenue for the upcoming projects and the prioritization. Its called a financial forecasting including a 5 or 7 year Capital Improvement Program and staff should have already completed this for this fiscal year last fall.

    Sad Sac is buying time and slowly learning along the way and our Council is supporting his miserable performance. Sad Sac supported the failed Stocks way of business, and our Council supports his failed leadership or lack their of. I never would have seen that coming.... I guess its because Barth was on the last selection committee. Ego is a difficult thing.

    I will do what I can and punt the two incumbents in the next election. From the speakers I heard at the last council meeting, There are citizens that clearly understand the issues better than Council and Sad Sac. The bottom line is this Council is choosing to waste two years which could have been used to clean up Encinitas operations and get us back on the right track. It reminds me of the Obama administration following Bush... all talk and then the same old "stuff".

    Good bye Gaspar and Barth- You are proving yourselves ineffective at leading the required change at City Hall and oblivious to the real reasons for Sad Sac's "strategic planning". Its called stall tactic and its known throughout history. In two years, we will have yet one more plan on the self and a retiring City Manager that hit his mark.

    Guess what happens in two years, with a new City Council and City Manager?

    Thats right, more strategic planning! Its a great circle jerk and I am sooo glad your having fun instead of solving some serious issues at City Hall and in our City.

    I hope someone like Dennis Holz runs. He know the issues and would be great for our City at this point in time.

  13. No clue. Just smells a little fishy. Doubt if Teresa would know what the problem is. Could be an intentional virus/block by someone crafty, but wonder if anyone besides me and Sheila are experiencing that? I'll ask the city's webmaster.

    We should have an ask the Mayor blog where you send your question to the mayor and get an answer from the City. Its a great way to get information to and from the public.

    1. 5:46 Perhaps you have not heard. The Mayor who claims to want public input recently suggested with the Deputy Mayor to limit time donations of speakers at city hall. Add to this that the Mayor who claims to want input also wants to hire a new PR spin Doctor for 135K a year that adds another layer of government.

      Someone went to city hall and asked the Mayor to direct them to the city code the mayor claims existed that forever banned 5 story buildings from Encinitas. She sat there like a bump on a log.

    4. The reason most people don't reveal their names is because they get trashed. If Wc wanted to take down posts that were inflammatory to others, perhaps more people would actually tell what they know. I don't do that anymore because every time I do, someone has something nasty to say about me. So, as much as I hate to post anonymously, I understand the reasoning. I am going to try an experiment. I will pst my name on this particular post, and see how many flamers are still left. I am also Anonymous 7:04PM on this particular post. I also posted something regarding beefing up the sheriff between midnight and 2PM on the current post. I did that anonymously, but I am sure you can find it. My suggestion was to put 2 sheriffs downtown between midnight and 2AM if it is necessary. I haven't been downtown during those hours in a long time, but if what people are saying is true, then they could move a couple of shifts to night shifts. You can read the rest if you want on the latest post-revitalization. So here it goes. One flamer and back to Anonymous. And, it is not because I can't take the heat. I am a "shrink", and if you can't take the heat, you burn out fast in my profession. I just think it distracts from the discussion. And WcV has provided us with a forum to help solve community issues. For that I am grateful. Flaming someone, be it me or Lynn, doesn't do anything constructive to the conversation, unless your intention is to shut us up.

    1. I was there ans spoke up for the bar moratorium.
      While you can tie the 2 issues to quality of life the issues don't have a lot in common. Prop A address planning density. The moratorium is about safety and a small part of downtown with undesirable events.

      I think its better this way for you and I. You have much to thin skin to post anon. One needs to be tough and not care what people say or think of them- like Fred. He is about the only one that regularly posts with on minor flaming towards him.

      Best to you and please at least vote for term limits if they come up and talk it up to people you know, so someone with follow through may actually do something positive for our City.
