Editorial: Muir was right on Mosca pick

North Coast Current:
What qualifies someone to be appointed to the Encinitas City Council? Two or three years living in the city with little public footprint outside a brief stint on the Parks and Recreation Commission. The one sitting council member to question this? Mark Muir.

As a troika of City Council members — Mayor Catherine Blakespear, Deputy Mayor Tony Kranz and Councilwoman Tasha Boerner Horvath — voted to appoint resident Joe Mosca out of 13 applicants to a vacant seat on the dais Jan. 11, Muir stood out as the one member willing to stand outside the majority in the name of community experience and continuity.

  1. This was more than a troika - it has all the earmarks of a predetermined decision that in addition was influenced by Shaffer. Here are her comments to the North Coast Current:

    Tony Brandenburg ran for City Council three times and lost each time, most recently he came in last. The voters had the opportunity to elect him to the Council and chose other people instead. I have nothing against Mr. Brandenburg, but I would not have chosen him from the list of applicants as the most qualified.

    Mr. Mosca, on the other hand, while not deeply rooted in Encinitas, does understand governance, was elected twice in Sierra Madre as the top vote-getter, and as soon as he moved here, he offered his time and talent as a commissioner and then as a member of the Coastal Mobility and Livability Working Group. He can hit the ground running and make a meaningful contribution quickly.

    Blakespear has gushed more than once over Shaffer, calling her "an intellectual powerhouse" and there can't be any doubt that Shaffer continues to influence from beyond the dais.

    With Tasha and Tony in lock step with Blakespear and her idol, we may as well think of the Council as being comprised of five members aligned against the single Muir. Shaffer will be the invisible but firm hand on Blakespear's shoulder.

    2. Fresh perspectives on a city he barely knows anything about. It's not length of time living here, it's what he knows. Telling us "I'm passionate about our wonderful community" says nothing about what he knows of this community's issues. If he lived here just a year yet was able to tick off a list of key issues to cover that weren't (as the Current called it) "boiler plate" like climate change, then I don't think there would be as much resistance to him.

  4. Muir called out Tony for hypocrisy of voting yes on Measure T as a Planning Comissioner, then cynically pivoting when he thought it would help him run for higher office. He called Tony on it directly from the dais.

    Muir knows Tony was a hypocrite unworthy of the seat, but he also knew this was a throw away vote, as the other three had the votes.

    So Muir decided to pander and be a hypocrite just like Tony.

    2. Shaffer's fingerprints are all over Mosca's appointment. It's disgusting behavior. But it's not the first time that she's been working behind the scenes. Let not forget how she lied about Julie Graboi to get the party endorsement for Blakespear.

      Shaffer is a card-carrying member of the ALT LEFT. She has four acolytes on the council now. Expect some extreme opinions from the new council. Shaffer needs to host a Syrian or Somali family in her big, 2-story house and get rid of her car and only walk, bike, or use public transit. Otherwise her words do not match her behavior.

  6. Mosca is here to help deliver on the deals his corrupt political party has made with developers. Both in San Diego County and Sacramento. If he succeeds he will move up in the political machine. These assholes babbling about "giving him a chance" or any similar bullshit are either fools or compensated hacks. He failed in Sierra Madre. If he succeeds here the comparison will not be a pleasant one.

    1. I am one of the many residents of Sierra Madre that Joe Mosca lied to. I supported him because he said he would approve of the residents voting on development. That was a lie he said to get elected. People who know more about politics than I do have told me that if Joe is in your town now, doing the same thing he did in ours, you must be in the crosshairs of the development industry. That's why Joe is there.

That's the only reason he's here - as an advance scout for the BIA. I think he's also in league with the UN World Government and the lizard people.

    2. Blakespear was terrorized of Brandenberg being on the council because he is more experienced, smarter and could see thru her phony credentials as an attorney. Mosca obviously blew smoke up her rectum and she bought into it. Horvath is a joke - how'd she end up on the council? And Kranz goes along with the program - kind of Dalager II. I'm no Muir fan, but he got it right on rejecting the carpetbagger Mosca.

  8. Mosca's spouses name is Matthey Bosse. He is a licensed physician in Calif. His address of record according to the California Medical Board is: 16734 Lake Park Way, Yorba Linda, Ca., Orange County.
    His license is current was issued in Calif. is June, 2001. All of his information is on the Medical Board of California's website.

There is layer upon layer of cover up on this and that is all I can say for now. You don't have to trust me. You can just wait and see what is revealed. In fact, please don't trust a thing I say.   13. Muir is the lonely guardian of the interests of the people of Encinitas, throwing himself in front of the steamroller of the council majority to save all of us? Right. Remember, Muir was the third member of the Stocks-sponsored troika trying to take over the city just a few short months ago. He is not exactly a beacon of hope and progress for the City.

    And did you really want Tony B taking that seat? Did you see him at the debates? Did you really, truly listen to him? He's not all there and has a very shaky grasp on city issues. Yes, he ran in 2016. And came in dead last. Not exactly the automatic qualifier to pick up an appointed seat.

    As for the other 15 candidates, very few had actually served on a commission or had some other evidence of ability to function effectively in local government.

    Mosca's appointment is not some sort of outrage... it actually seems pretty logical.

    8. What experience did the current council members bring when they were elected? Blakespear had one term on the Traffic Commission, Boerner Horvath had less than a full term on the Planning Commission, I don't think Kranz was on a city Commission but he may have been involved with ad hoc committees, Shaffer wasn't on any commission and Muir was a retired fire chief. None of these people "hit the ground running" when they took their seats. But in their campaign literature they all stressed their long time Encinitas roots.

      I have no animosity toward Mosca and I'm not saying it should be Brandenburg but to me the council gave those qualified candidates who are long time Encintas residents a slap in the face. Who cares if an appointed council person has experienced a campaign. If they want to run again that's their problem. What's important is what they bring to the council. The city isn't in any dire situations that won't allow the new person to come up to speed. Mosca needs to spend more time in Encinitas before he can adequately lead us.

    9. Votes for Council Members are spit by the number of candidates running. Same for mayor; but only two ran for mayor this time.

      However, with so many open seats on Council, there was sure to be a lower percentage for each candidate.

      At first, Tony Kranz had suggested that the person receiving the next most votes, for Council should be the new appointee. He rather quickly changed his tune on that. Phil Grahm barely beat out Tony Brandenburg. And Grahm didn't apply for the position, probably knowing he wouldn't be appointed by the new majority.

      Brandenburg did change his tune on Prop T. He voted the right way on Desert Rose, while on the Commission, but didn't stick to his guns re T, when it counted. Also, the North Coast Current and Seaside Courier keep implying that he was a judge in Superior Court. He wasn't; he's a retired Commissioner.

      Bruce Ehlers probably could have won a seat on Council, had he run. He was putting his time and effort into informing the public about Prop T, so that we, the voters, could defeat it.

  14. Muir sponsored by Stocks has come to mean nothing, thanks to Muir's consistent pro-resident votes. On the other hand, the years of betrayal by ALT-LEFT Shaffer and Kranz will never be forgotten.

    Now Blakespear writes she appointed Mosca because of his "team-oriented style." This is code for picking someone who will not get between her and the votes she wants and her agenda carried out, without interference.

    Look for more posts like the above from the ALT-LEFT crowd headed by Shaffer. She may be gone ("with gratitude"), but she's still pulling a compliant Blakespear's strings.

    So sad that our council is afraid of conflict/opposite views and prefer group think. I guess we shall see how this alliance pans out. I'm a registered Democrat but I'm starting to think that the Democrats maybe the problem, such as, Schaffer still sending out her newsletter to try and affect the public outcome. I guess they think they know whats best for us.

    I wish they would remember what a constituent is - "a person who authorizes another to act in his or her behalf, as a voter in a district represented by an elected official."

  25. It is official. Newly elected Councilwoman Tasha Horvath wants to use a Chicago ordinance aimed at party buses to correct the inaction of previous Councils to control the number of alcohol selling establishments in downtown Encinitas.
    Per Horvath -
    "This was an informational item, so there was no action taken, but the Council did provide feedback to have the Sheriff work collaboratively with staff to develop more accurate key performance indicators as well as work with planning on the Sheriff’s recommendation of alcohol licenses. In my entire time as a Planning Commissioner, the Sheriff only once opposed an alcohol license. I also suggested that the city explore a party bus ordinance similar to Chicago to see if that would help make enforcement easier."

There is an elephant in the room that needs to be address that no one has brought up yet, and I say this as a fellow "white bread suburban" resident. =) But for all its "funky" community character that many claim to embrace, truly different people never make it to city council. What I am saying is, from what I have heard quiet rumblings of, is that leadership in this city did not want someone with "woo woo native american" involvement. That notion disgusts me and disappointing. I have seen it in mean comments against Brandenburg despite his experience and longtime knowledge of the community. No one as explained WHY he was not qualified other than he was"last". Liberal and conservative alike fall into this trap and I am seeing it in sad Encinitas.

Of all the candidates for mayor or council, he had the least knowledge of the issues and no concrete plans other than to oppose Measure T (which was the foundation of his campaign... but his campaign didn't seem to go any further than that).

  29. 3:13- You have a good point that personally I had never thought about. Lisa Nava applied and she also had excellent credentials. We all knew Ehlers wouldn't make it, as the Council does not want any conflict, as per Catherine's own newsletter. However, a complete unknown to most of us, managed in 2 short years to get on a Commission and to get on the Working and Livibility ( or whatever they call it) group. Many were turned down for that, including some very good long time residents. Whoever said "follow the money" is spot on. Mosca is here for a reason. He did the same thing in Sierra Madre as Tony Kranz did to us on A. Kranz had the first meeting about A at his home. After he got elected he flipped and we all know about this. Mosca did the same thing in Sierra Madre. Their's was called Measure V, and it effectively did the same as out A and T. Mosca said he wanted slow growth, supported it, and then flipped once he was on the Council. The odd thing about him saying he and his husband went to London because his husband, a physician, had an amazing opportunity to work with HIV. You would think that would have been a news story in Sierra Madre, or surrounding cities. However, there was no press coverage, and I could find nothing when I Googled it. Maybe someone can ask what research organization, or pharmaceutical company he worked for? Mosca is here for a reason, and some of us are working on what is really going on.

  30. Brandenburg is old, tired, lacks energy and doesn't know the issues. He demonstrates that as a planning commissioner and did the same in his campaign.

    Those reasons are why he wasn't elected to council. They played a part in his not being selected for the fifth council seat.

    The fix was in for the corrupt council to choose Mosca. The why remains to be seen.

    8. I didn't support Brandenburg's appointment, but I don't appreciate people labeling him "old." We're all getting older.

      Dozing off while on the bench, or at the dais, is not good.

      I think with the new "e-comment" option, the Clerk should inform the public of how many e-comments came in, and whether or not the support a particular staff recommendation, or appeal, or a particular candidate. This would encourage more people to participate, and would encourage Council to be more accountable.

  32. 3:49- Mosca flipped just as Kranz did. He gave the max. money to all 3 of the Democratic council members on the City Council. He is well connected to the Dem. Party. He says he is a lawyer but the State Bar doesn't show him as having a license. That's just for starters.

    2. What's ironic, to me, is that Kranz, the first time he ran, got the next most votes, but Muir was appointed.

      In my eyes, Muir has done a better job representing what the people want. Kranz did flip, as did Shaffer, after they were elected.

      The majority of voters probably know little about local politics, and don't want to get involved. Many of them just go along with Party recommendations. Our City is becoming more Democratic, from what I've observed. However, Council, and the mayor, are supposed to be non-partisan. The appt. of JM was a partisan decision.

      Unfortunately, both the Democratic and Republican parties appear to be pro-development. I sure wasn't for Trump, but as he says: "Sad."

      If you want to know who is posting something anonymous here, take careful note of syntax, odd phrasing or word usage, non-standard punctuation. It's pretty easy to define a fingerprint of authorship. The same fingerprint shows up on EV, only with the name attached. It's called Stylometry, and software tools are getting pretty good at it.

      Catherine Blakespear, Tony Kranz, and Tasha Boerner Horvath selected Joe Mosca because of his vast experience and he could hit the grounding running. Lisa Shaffer said similar things. This means being fully informed about his background. What are you afraid of? Any allegations proved true will be serious. If proved false, they will fade away.

      Hard evidence? Without paper trails, of course there isn't any. That doesn't mean Mosca's appointment doesn't stink to high heaven and that stink will not fade away.

I just went over to Encinitas Votes and every newspaper coverage that was local is there. So "the shrink" is influencing exactly who?
