Public Works Director Glenn Pruim: Nothing is historic unless I say it's historic

One of the last remaining tall, old, eucalyptus trees along Leucadia’s Coast Highway 101, at Leucadia Boulevard, is scheduled to come down soon.

Planted in the 1880s, images on old postcards are all that remain of the massive eucalyptus canopy that hovered over the pre-I-5 Highway 101, from Leucadia Boulevard to La Costa Avenue.

Over the years, the trees have been removed one by one. Some experts say they have reached their lifespan and pose a hazard of falling down. Others point out that eucalyptus can live up to 250 years and the city should trim and maintain them for optimal health.

A local blog, Encinitas Undercover, recently found out about the tree’s planned removal. The article called the tree an “irreplaceable, historic canopy.” City of Encinitas Public Works director Glenn Pruim disagrees. In a published report, he stated, “The city does not have a designation of ‘historic’ trees. Although this is a large, mature tree, it does not carry any designation of ‘historic.’”
Planted in the 1880's by Leucadia's early settlers and photographed and beloved by generations. But it's not historic because some city worker never wrote down a definition of "historic." Such arrogance.

He is in charge of the pavement degradation plan that he calls "pavement management," which sets lower thresholds of maintenance so that he is setting lower standards of acceptability for road conditions. He has also been in charge since the two Rossini Creek spillage events and is involved in secret negotiations with Water Boards to lower the $430,000 fee that the city was charged for two completely avoidable accidents that caused major environmental damage.

  2. No one knows how that tree was placed there. To say it was " planted" is to perpetuate a farce. If you said Fred planted it you would have more credibility.

  4. Surely that mature specimen does not need to come down at least until the streetscam project is ready to go, if it ever will be. This is preemptive and should be delayed.
    If it takes a flash mob to do so then count me in. This sreetscape project has no money and no time date at which the intersection of Leucadia blvd and OUR 101 will be worked on.
    Until that date is established this tree should not be touched! And then not until before the roadway is scheduled to be altered.
    What is the rush Glen Pruim?
    Streetscape is years in the future if it even survives in its current form and it changes all the time without public notice.
    At the public streetscape presentation at the library a few months ago, the faux drawings of the plan were not even current then for that coming out to the public gathering.
    That said a lot about this plan [?] and whether it will be allowed to have any public input other than what has already been shown to be the wishes of a selected insider few.
    Glen Pruim, do not cut this tree down until the project and the so called roadway improvements [?] are scheduled to begin.
    Will saying please don't cut this tree down yet help in any way?

      Its being removed to lengthen the left turn pocket to help Carlsbad commuters cut through Encinitas quicker!

      The tree removal is bad for the character of Encinitas but good for the Carlsbad commuters good figure. Our staff is not representing our best interest.

  5. The good news is that Eucalyputs:
    * Grow fast, reaching their fulll height in 15 years.
    * Provide a rich canopy quickly.
    * Smell great
    * Look great
    * Identify strongly with traditional Leucadia
    The bad news is:
    * They're not indigeounous and tend to fall apart or fall over for various reasons.
    * They're more dangerous than most trees.
    * They leave a hell of a mess daily for 400 years when cared for properly.
    I fully expect that 20 years down the road (whadda pun), our corridor with have an amazing canopy for two miles and beautiful medians where now there is only asphalt. Don't know if most of us will see it, but everything doesn't have to be about our instant gratification.

      The southbound turn lane to LB is way too short. People going straight get caught behind cars lined up to jeter the short turn lane. When things get crowded, very few cars make it through southbound 101 on each green light.

      I like trees. I like this tree. I don't believe in taking down mature specimens without a good reason. There is a good reason to take this one down.

      But it should be replaced with several for the next stage of canopy.

      Looks to me to be just a few. Is it worth removing a tree that's more than six feet in diameter?

    5. Yes, it is special. It's older and bigger than the rest. It's a symbol of Leucadia.

      There are thousands upon thousands of eucalyptus trees in San Diego County. You gonna cut them all down out of some obsessive native trees hang-up?

      The only native trees are live oaks, sycamores and CA fan palms, and they were only in the water courses. Torrey pines too, but they were confined to a very small area.

      Otherwise, the coastal region was grassland, chaparral and scrub oaks = little oaks = encinitas.

  6. The city has a heritage tree designation within its urban forest program. There's a form anybody can fill out to nominate a heritage tree. You have to provide species and size information and a photo.

    HERITAGE TREE

    Urban Forest Management Program Administrative Manual Procedures Section 9.00

    The Planning Commission may designate a tree or trees as a Heritage Tree/s upon finding that it/they is/are unique and of importance to the community due to any of the following factors:

    1. The tree/s is/are one of the oldest and largest of its species.

    2. The tree/s is/are of unique form or species.

    3. The tree/s has/have historic significance due to an association with an historic building, site, street, person or event.

    4. The tree/s is/are a defining landmark or significant outstanding feature of a neighborhood.

    For a tree/s to be considered for designation as a Heritage Tree, a nomination form must be submitted to the Planning and Building Department. The tree/s will be inspected by staff to make sure all designation criteria are met. The nomination request along with the results of staff’s inspection will be forwarded to the Environmental Advisory Commission (EAC) for evaluation. If the nomination is approved by the EAC, the nomination will be forwarded to the Planning Commission for final approval.

It's not about to fall over and if properly trimmed will remain as a Leucadia symbol for another 100 years. It deserves respect. It's not "just a tree" anymore than you're "just a person."

  15. What is Gaspar and Kranz promising the biggest soccer group? No fees? Hardly. The parks and rec department is running workshops in October to determine the amount of new fees. Taxpayers taxes subsidize more than 78% of the parks and rec department.
    No mention of that fact from Gaspar and Kranz.
    The council could put a moratorium on tree cutting, if they wanted to do it.
    Will the council bobble heads do it this Wednesday?

  16. When Encinitas first became a city, the city maintained the canopy in a way that insured the trees survival and safety. For some reason this was stopped thus resulting in sick and dangerous trees. Does anyone know why?

    1. Money was shifted to more important things -- salary increases, a 35% increase in pension benefits, a $70 million sports complex, even a communication specialist. Infrastructure maintenance then had to be neglected to balance the budget.

    2. Also, Council colluded with the City Attorney to falsely allege that the liability for tree branches striking a car or a person was far greater than it is. Fear of litigation against the City, so-called "risk management," became more important than preserving and enhancing our cherished canopy.

      Also, certain developers and building industry interests have been hell bent on the North 101 Streetscape project, which now is to include five one-lane roundabouts, killing many more trees. Yes, new trees can be planted, but they are saplings; the canopy could not be restored in most of our lifetimes.

      Part of the cementscape project is a lot of make work for city staff, including traffic engineers, and high paid consultants. Part of the cementscape project is to encourage higher density infill projects, because one lane roundabouts are supposedly traffic "mitigators," even though they work during peak traffic periods to reduce traffic to a crawl, or stop and go, just as bad as if there were stop signs at every intersection.

      Going east on Leucadia Blvd, during heavy traffic, is a nightmare. The first roundabout at Hermes and Leucadia Blvd is between the RR tracks and the stop sign at Hygeia, and traffic already gets bunched up on either side of that stop sign, and at the RR crossings during peak traffic periods.

      The second roundabout at Hymettus and Leucadia Blvd is between that stop sign at Hygeia and the traffic signal at Orpheus. I really question city engineers who encourage roundabouts so close to and in-between railroad tracks, stop signs and traffic signals. What were and are they thinking? Oh, right, another roundabout was to go in at Hygeia and Leucadia Blvd., but that is likely never going to happen. That money has been diverted to high cost traffic consultants' engineered plans, which include mowing down more of the the canopy!

      Before anyone at the City further contemplates or takes action to destroy the heritage Eucalyptus Tree near Leucadia Blvd and Highway 101, the City should keep its promise and complete Phase II of the Leucadia Blvd. Streetscape, which was also to include more landscaping and long promised sidewalks.

      Planners and consultants are cleaning up at the taxpayers' expense, and at the great expense of our environmental heritage, the very canopy that has created our unique, irreplaceable community character.

    3. The roundabout count for Leucadia Streetscape has increased to six. The new one will be at what is now the entry to the Cabo Grill property but will eventually be the entry to the hotel that's planned for that property and the adjacent bluff property.

      That hotel entry roundabout will be 230 feet from the La Costa Ave. roundabout. Five of the six roundabouts will be in the first 8/10 mile at the north end of the project. The sixth will be 1.2 miles south of the southernmost at the north end.

      Does anybody think that placement of six roundabouts on North Highway 101 and narrowing the roadway to one lane in each direction are good ideas?

  17. Just a guess - but city manager Phil Cotton didn't care about the environment or the General Plan which then decayed even more with the city manager from Sacramento Gus Vina now in charge. His claim to fame in Sacramento was the desire to have marijuana shops increase the city revenue. Combine that with councils that didn't follow the General Plan and a current council determined to destroy the General Plan.

    His lowness was on board for a fellow likeminded type to help him survive. We won over that attempt and can make a strong statement now by dumping one and relegating the other to two more years to clean up his act.

    We have a chance to clean house and refute the current councils attempts at division by spreading mistruths about the challengers that do represent a threat to the standard operating procedure ensconced at city hall.

    This coming wednesday will be one not to miss whether in person or at home. Please try to make time so as to inform yourself.

    Compare this wednesdays meeting with the last council meetings agenda and one would have to ask, what are we paying you all for?

    We are so fortunate to be alive at this time and place.

    Hope you all turn off the complaining and negativity once in a while to focus on what matters, and appreciate everything you have.

    Striving to make things better is noble, but letting that instinct snowball into despair and misery is not. We have more right than wrong around here.

      Look at the increased revenue generated from the downtown streetscape / DEMA portion.

      Commercial activity and property and sales tax revenue will not increase in the Leucadia 101 corridor without adding a lot more parking. The Streetscape plan adds 12 spaces over 2.4 miles.

      Without a lot more parking, there will be no increases as there were downtown.

Oh poor dear dear charley, perhaps we need a make leucadia crappy name for you and your very few supporters who keep trying to push this faulty plan down our throats and force this generic every other beach town look on our special highway that with your guidance will turn into something to avoid.

    Business owners will find all kinds of assessments tacked onto them for bringing their facades into one singular homogeneous look along the whole length of the north leucadia 101.

    We do agree on parts of this plan but if the streetscape plan were ever to reach a final conclusive point it wouldn't be recognizable to anyone who has been paying attention through its constant and unending morphing from what began as a somewhat modest proposal for protecting our canopy, increasing safety for pedestrians and bicycles and increasing business customers along the 101.

    That sounded like a good idea to many at the time but look at where this is at presently with no money to fund any of it. Single lanes north and south, half the businesses and streets to the west of the 101 will no longer be able to turn north unless they go south first and make a u turn, most of the current canopy will be gone and replaced with saplings, and not to leave out all the roundabouts we have coming if this handful ever got what they want.

    With no funding available and no future date when there will be such funding any trees slated to be removed should remain in place until that funding is at hand. Are you listening Glen Pruim? Don't even consider removing any trees preemptively for a plan that has yet to scheduled and funded.

    If charley and his gang are so sure this community supports his vision then put it to a vote. That is the only way to get a true public opinion of the streetscape plan. Of course they would never allow that because the truth would be revealed by most of the business owners and residents west of our 101 that this has been taken far beyond what was originally presented.     We all do want our canopy protected and expanded. We all do want to entice customers to want to stop and support our 101 business owners. We all do want a safer highway for our residents, visitors, bicycles, and kids. We all do want the railroad right of way to not continue to divide this community without proper access for the majority who live east of the 101 especially with the double tracking coming.

    Too bad you have chosen to try to force this on an unwilling majority that does not want your vision implemented. Ego has blinded you and your small handful of vocal supporters and alienated the majority against this as yet unfunded and poorly planned project.

    1. Did you vote for the nationally recognized, award winning downtown streetscape, the El Camino Real streetscape improvements, Leucadia Blvd, Rancho Santa Fe road, Cardiff Streetscape or any other streetscape improvements?
      The N Hwy 101 improvements were to completed at the same time as the downtown streetscape.
      The plan has been very well advertised, has had massive input from the community, analized, debated, revised Five times and approved by the community, staff and the city.
      Charley is one imdividual of the vast majority who chose to get involved with the planning of this long awaited and deserved safety and quality of life improvements.

The other is a more generic FB page. Commissioners are usually told they cannot do this. Maybe Flores is special, since his government FB page seems to have been put up to support Catherine and Kristin. Interesting.

      The CCC has no jurisdiction over individual trees or sidewalks. The CCC's principal mandates are coastal access and protection. Nowhere near half the plan has been implemented. Ten percent hasn't even been implemented.

      For those who do not have much, cloaking their personal envy for what others have as concern about climate change helps continue a confrontation that has more to do with their own 'transference' or 'projection' onto others of their own shortcomings, rather than maturing by taking action to 'actualize' themselves.

      In the end, this city is cursed with the slyness of Bob Bonde, the overwhelming desire to be the 'fairest of them all', by Sheila, the cowardice of Brucie E., the Toto-like toadie ride-along riffs of Andrew Audet and the all out psychotic-break of Pam Slater Price's pXXXs envy.

      Because Tony and Lisa were egged on by these people to make public safety 'political', by forcing 2 new seats onto the Traffic commission to make it literally harder to build a home, any home, in Encinitas, the volunteer bucket was down to its dregs and someone who is entertaining but completely self-regarding was appointed to the Traffic Commission and now we have commissions that are writing their own 'mission' statements, because the Council Majority is lost and when it is all said and done, Lisa Shaffer is still a newcomer to Encinitas, newcomer to having a family, and newcomer to leadership, and the scary part is that Tony looks to her for his lead/agenda: and what should be a comfortable life in an expensive sleepy beach town is constantly under fire by 'fringe' personalities who are lucky enough to have earned some kind of stipend from the Mommy-state of California to live here in the first place. And to war against this city's imperfection.

      The worms in the 'body politic' locally are the ones enabling Lisa et al to literally make the city uninhabitable, so every one needs to 'sustain' themselves by eating from expensive fruit trees planted in a drought and pursuing bee keeping in suburban neighborhoods and enabling the use of raw chicken waste along the greenbelts coursing through Willowspring Avenue, sucking down libations in Palm Springs paid for by local property taxes by people commuting to and from work that are told by Lisa et al that their 50 hour work weeks aren't enough, they need to ride bikes to and from work and when they get home, walk to and from the grocery store with their reusable bags every day: rather than grocery shop once a week.

      Did I mention throwing away $6 mil for no good reason, except willful ignorance? That's not the passing train you hear, that is Tim Baird's echoing laughter yesterday at getting his raise. On your dime.
