There is a large population in this city and they are sleeeping in our parks and beaches and wandering streets late at night. Most are addicted to something other than just alcohol.

Shaffer didn't think city planning should attend the DEMA/Shelter bar invitation, and it should be held some other place like city hall. Gaspar, Muir, and Kranz are happy because they can give the violating Shelter bar owner more business. Tough for the council - Vina is in charge. Where is the bouncer to throw out the weasel Vina.

ReplyDeleteI like having some nightlife downtown. Once a week or so, I like going downtown for lunch at one of the gastro-pubs, and I like the fact that downtown doesn't turn into a dark ghost town after dark.
As long as things are under control, and negative impacts on neighbors are managed, I support nightlife.
However, I'm almost never downtown after 10pm (I'm an adult). Given my experiences before 10pm, I thought a lot of the complaints were overblown.
But a few weeks ago, we had some friends in town celebrating a birthday. We pretended to be young for an evening. Here's what we found:
The Moonlight Lounge above Solace was great. The crowd was adult, good food, not crowded, fun place.
Bier Garden: a little louder and more crowded, but still a mellow experience. We sat and had appetizers and a beer. No problems, good crowd behaving.
Beachside Grill. We sat on the patio. It was getting late now, but again, the crowd was mellow, no loud music, and everyone was seated at tables behaving, having a good time.
But then the evening took a turn.
We walked back north on the west side of 101. We walked past First Street bar, which had people waiting outside, others outside smoking. Loud music was blaring from the inside. The young crowd on the sidewalk were clearly drunk, very loud, some were arguing. We walked right on by.
We did go into the Daley Double, which was a huge mistake. I know this place as a mellow dark joint during the day. A quiet place to have a beer and play a game of pool. At night it morphs into an ear-bleeding loud nightclub, packed beyond capacity with young, drunk, sweaty, screaming young people bumping into each other. Clearly they have behavior problems, because they hire multiple huge steroid junkie bouncers. This is not vibrancy. This is Pacific Beach, DUI, and fights. Get me out of here.
As we left, we walked out onto the sidewalk which was now packed with spandex-clad drunk shreiking girls and their Jersey Shore douchebag boyfriends waiting behind velvet ropes to get in. WTF? Sheltet next door was more of the same. Between the two bars, their must have been 200 drunks out on the sidewalk.
In summary. . .
There is no substitute for first-person experience. I suggest people who want to understand what's going on downtown go there and see for yourself after midnight on a Saturday. Unfortunately, if council members are spotted, I fear they will be ridiculed here as part of the crowd. This probably keeps them away, which means they are voting without information. Bad.
There are serious problems downtown that need attention, but there are huge differences between establishments. We should not treat them all the same. The places that focus on food and seating seem to attract a mellower crowd. Places that focus on loud music, standing room, and booze seem to be the problem.

DeleteNightclubs=young people. Nightclub= bouncers. Every nightclub and/or bar I ever went to has had a bouncer. The question is, "Are they a disorderly house". Are they a nuisance to the community? Are their fights in the street? Is their booze in the street? Are their drugs sold in the club?
The question is are they? That is a commercial area, but there are limits. First Street, the DD and the old Full Moon Saloon have always had different night time crowds. You can't legislate or morally enforce who goes to a legal bar or restaurant.
There are rules laid down by the ABC, sometimes with the help of the Sherriff and undercover guys. The cops can check on occupancy, underage drinking etc..If it's a restaurant, they have to be selling more food than booze.
These are the real questions. Moral judgements about what they wear, who they are, what they sound like are irrelevant and make everyone on this board look like a tired, old shrew.
What about the number and behavior of people waiting outside or smoking outside? The noise projected into the surrounding neighborhood is greatly affected by what spills out of the bar. Not sure how we measure or regulate that, but right now, all the establishments are being painted with the same brush, and that's not right.
DeleteMy original point was, we have a few establishments that are contributing the bulk of the problem. But the problems are a threat to all of the establishments.
My reference to the people and their clothes was to paint a picture, so people can begin to understand that "The Downtown Bar Problem" is not all one thing.
In my opinion, we need to help council understand the problem better to come up with enforcement solutions that:
1.) Place the burden on each establishment in proportion to it's contribution of negative impacts.
2.) Allows good establishments to continue without much hassle.
3.) Plays fair. The burden may be unequal, but the policy cannot be. The enforcement policy should be even handed, not discriminating against targeted bars. (This is a tricky balance with 1 and 2, but it can be done).
1:08, that's the way the police and the ABC are supposed to address each place, if they think it's a dissorderly house, in the terms of the ABC. You can't blame the problems at the Union on The D Street Bar etc.

The mayor can't be too happy with Little Miss Lisa., and won't be in her upcoming two year term.
The public has the right to know where the campaign contributions are coming from. That is why they have to submit the forms for reporting.

ReplyDeleteJust an observation that you can't do that without some kind of repercussions from Gaspar. Shaffer may not care, but it will come back to hurt her in the long run. Makes her look very petty and drives a wedge between council members. Why would anyone want to cooperate with her?
And Gaspar is going to win anyway, so there will be a price to pay. Shaffer is clueless when it comes to politics, and how to play along to achieve long term objectives.

ReplyDeleteyeah, but she gets the rock solid Rotatian, developer, conservative early voter, which is really big in these off year election. Tony and Sheila are splitting votes, so most likely she will carry it. I would call it an upset if Tony won.

If so, he sure had 'attitude' written all over him the whole evening. Once again, our council does not do squat for the residents and the continuing degradation of OUR downtown is assured.

We at the KLCC are doing our darnedest to bring back homeless drunk and drug addicted bums to the roadside park. We work with the city to not water any trees nor plants, and it's working. Trees are dead and plants are dying. Support the KLCC, we know what's best for Leucadia. Keep it crappy.

DeleteThe tower and PV should be financed separately with different bonds. Right there is an instant savings. Tax exempt bond for the tower at a lower rate. Taxed bond for PV to allow revenue generating tenants.
