One issue I feel strongly about is pavement management - we have chronically underfunded road maintenance, and unfortunately, the draft CIP budget did not offer any improvements. We have been spending about $1.3 million/year and it would take about $2.8 million/year to maintain a constant quality level and prevent continued decline (which only leads to more expensive repairs later).But now that it is election season and Kristin Gaspar has raised the same issue, Shaffer has done a complete 180. Shaffer's latest newsletter:
Despite the reality that there is more money than previously expected, Kristin Gaspar still claimed that we cannot afford Pacific View because we are underfunding "core services." It's just not true. We recall the final budget figure being $2.0 million, or less than half the necessary increase. Please correct us if we are wrong.
What's worse is the multi-year backlog of street safety improvements. As Al Rodbell pointed out in his recent resignation from the Traffic and Public Safety Commission, the city has many street safety improvement projects waiting to be done simply because of a lack of funds. Will children have to be killed before this city council makes it a priority to spend the necessary funds for neighborhood traffic calming and improvements at dangerous intersections?
And if Encinitas is in such fine financial shape, why did Shaffer and her friends try to hire propagandist Catherine Lew of Lew Edwards to push a sales tax increase?

At this week's council meeting resident Mark Wisniewski dramatically highlighted Encinitas inability to maintain basic services. During a 3 minute address, he showed the pride of the communities he visited this summer, by showing photographs of well-tended public parks and gardens, he described as "community and civic pride" with "grounds cultivated and very few weeds".Funny what election season does to politicians' perspectives.
With seriousness he showed a photo of Cottonwood Creek Park and the Veteran Memorial that he described as "barren soil and weeds" He showed a picture of the Memorial plaque that reads "the unfinished walls of the memorial represent the unfinished lives of those who perished in the line of duty" and his last photo showed a tattered and neglected flag flying over the memorial. He then donated a new flag to the city, so Encinitas might possess civic pride.
In her weekly newsletter council member Shaffer chose not to thank Mr. Wisniewski for his gift but to instead promote her endorsed candidates for office and to claim city finances are in good shape. While she is entitled to her opinions, the facts about the city's finances paint a different story.
Encinitas is $47 million behind in road repairs, and at this week's council meeting yet another resident asked the council when the city would fix his road. The city is $6 million behind in building maintenance and Mr. Wisniewski might find it of interest to know that money that might have been used to maintain the memorial was taken by Ms. Shaffer and Mr. Kranz to plug finance holes. Then there is the $7 million the council took from funded projects like rail crossings and open-space aquisitions with no plan to pay it back.
Ms Shaffer is a govt tick. Only interested in what will benefit herself and her agenda. Your money isn't really yours in the " we know what's best " world of govt policies. Your money is really theirs( the govt) and it will be spent as they see fit, regardless of the lunacy or folly of the project.

A piece of advice for her -- Stop talking so much and start listening and thinking more. There are lots of people in this city who know more and are less dogmatic and agenda driven.

DeleteShaffer is well-intentioned but misdirected. She's big on trendy theories and hypotheses. In many ways, she's the classic academic. Her positions have no practical application in the real world. If you disagree with her conclusions, if you simply have a different point of view, she instantly gets defensive.

Someone who fulfilled institutional (political and intellectual) requirements for the sheepskin, got a State job, then played the narrow game of acceptance for a permanent position, teaching or researching whatever. Shaffer was in the social field, the most abstract and unproveable of all. Many get swelled heads of superiority, thinking that they are the elite members of society (Ivory Tower Syndrome). A lot contribute little of practical value and ride the tenure gravy train. Put into a different context, they are fish out of water. It is a matter of knowing your limitations. Of course this is not universally applicable, but describes many of them - I worked around them for 30 years.

After she moved to Encinitas in 2005, Lisa Shaffer began attending city council meetings because she wanted to contribute to her new community. Shaffer, who has a Ph.D. in political science and an MBA, had spent most of her career focused on international activities. “I found that the Encinitas City Council was a closed society, and I felt my voice wasn’t heard,” said Shaffer who was encouraged to run by council members Teresa Barth and Maggie Houlihan who died in 2011.
A year before the election, she made a concerted effort to meet as many people as possible, and she began raising money. “It’s never too early to start your campaign and be honest and authentic,” is her advice. She said that she didn’t have a problem raising money “because I believed in what I was doing. I told people it costs money to run a campaign. If you want me to win, I need money.”
Run Women Run helped her, Shaffer said, through her participation in the Lawyers Club-Run Women Political Boot Camp, by providing opportunities to meet other women elected officials, and through a successful fundraiser at the home of Run Women Run Executive Director Francine Busby.

DeletePart of my reason for resigning from the Traffic and Public Safety Commission was the reluctance of the group to act as an independent citizen oversight committee to match the broad mandate of the expanded role. It went beyond funding for increased traffic safety, which is a real issue, but even quantifying the nature and degree of risk of various locales.
ReplyDeleteIn a long discussion with the Traffic Engineer Manager, Rob Blough, he pointed out that unlike data on the cost in lives of changing to a divided highway, exact costs for a given improvement in diverse urban settings is not available. There are paradoxical interactions that he pointed out. Traffic accidents are have two factors that are in opposition. Clearer more definitive signals such as stop lights should be the safest as it's one of three colors that are understood by all. Yet this very exactness lessens the other factor, which is driver vigilance. He described how there are occasions when after an fatality, the usual prod for installing a six figure cost traffic light, there is more accidents. Drivers fail to look for crossing pedestrians which still can cross in front of a right turning car, as the pedestrian is also lulled into a tragic perception of safety.
Yet, some dangers are clear. One is when pedestrians must walk in the streets for lack of sidewalks. And to make it worse the city does not have the resources to enforce clearing of incursion of trees from abutting property causing people to walk further into the driving lane.
With increased alcohol consumption from 101, we have more drivers not in control as a recent death was caused by such a driver. While difficult to create a list of specific projects that should be done, the very organization of such would certainly save lives over time.
Most traffic accidents are caused by a combination of defects by driver and conditions. So traffic safety is an art; but adequate financing is needed on all levels, from analyzing risk potentials, to providing short term fixes, to permanent changes,
After seven months on the Commission, and submission of a slew of researched position papers, it was clear that this entity was mostly a buffer between citizen concerns and solutions - that were rarely made. The mandate and challenge of such a commission are vast and the will, and the resources were too sparse to be effective.

All candidates try to put their best foot forward when running for election only to react to the reality once in office.
