Seems to me five districts that map as closely as possible to the five communities makes the most sense. Of course, part of New Encinitas and/or eastern Cardiff would have to go with Olivenhain to balance out the population. Oct. 30 meeting will give residents another chance to weigh in
ENCINITAS, CA - The City of Encinitas has added another public meeting for residents to review and discuss proposed voting districts as part of the city's exploration of district-based elections. The meeting will be held on Monday, Oct. 30 at 6 p.m. at Encinitas City Hall, 505 S. Vulcan Avenue.
This added meeting will give residents one more chance to review and provide comments on the proposed boundaries before the City Council is anticipated to vote for its preferred option at its Nov. 8, 2017 meeting.
Draft boundary maps are also available to view online by visiting www.encinitasca.gov and searching "draft maps." Residents may provide comments about the maps via email at encinitas@ndcresearch.com or in person at the Oct. 30 meeting.
Since August, the City of Encinitas is in the process of exploring the transition to a system where City Council members are elected by district instead of serving at-large. If approved, the new system would begin with the November 2018 election.
So far, the city has held three public meetings on the topic. The Oct. 30 and Nov. 8 meetings will round out the public outreach on this issue. Both will be held at 6 p.m. at Encinitas City Hall.

Four districts and an elected mayor is the best choice that we have before us.
ReplyDeleteThere are a couple of council members that should never be allowed to sit in the mayors seat on a rotating basis, even for a year at a time like we had in the past, and that became untenable.
Repeating that now, would show how little we will have learned from past history.
Preserving five districts and an elected mayor should not be an option, either.
It sucks that we will only be able to vote for one council member in whatever district we live in, where we now vote for all of them and the mayor.
I have to wonder if the shyster Malibu lawyer Shenckman has been asked whether he would even accept five districts at all, no matter how equal the population numbers were gerrymandered. Answering that should be found out, asap. We will still be sued if we choose to hold onto five districts? I wouldn't take that bet at the present time.
Simple: If you want to keep your 5 communities, pick 5. I pick 5! Additionally, rotating a Mayor would fairly represent each community.

That has not changed one iota, since then.
The question of whether Shenckman will accept five districts needs to answered, no matter how the boundaries are redrawn to even out the residents population numbers.
My bet is, he will sue us if we try to maintain the five communities in their current state, or rather the gerrymandered community boundaries that need to be changed to even out these resident numbers.
Will he give up his demands for districting if we go for five districts instead of four? That has never been answered and should be.
If Shenckman will accept five districts, then perhaps it could be worked out, and we could have a rotating mayor.
The failure of this strategy in the past was only too evident and thus we have an elected mayor now.
We are all losing, one way or the other, with this shysters demands That we will only be able to vote for a single council candidate in our own districts, along with the mayor, is not something we all should support, but have to accept.
There are some on our current council that should never be allowed to sit in the mayors seat.
Shenckman needs to be asked and answered whether he will accept four or five districts.
Once that has been answered, we should know which of the four or five districts we can support.
Having an elected mayor demands four districts, whether Shenckman chimes in or not. I suspect he will have an opinion that our city will have to follow.
Until we know this, nothing can proceed. Four or five, is in his hands, not ours.
Since we have decided to not contest his demands, we are at his mercy.

DeleteAt the City Council meeting it was pointed out that Shenckman didn't specifically mention we had to remove the Mayor, so the city was going to go with 4 districts and they are sure he won't sue. Since the voters voted for an elected mayor, we are now stuck with that.
