Stocks Dumped!!!

Wow. How does an incumbent lose re-election with a 98% satisfaction rating?

Stocks came in fourth for three seats, behind Mark Muir who came in a distant third. Muir only hangs onto his seat because Shaffer and Kranz didn't find a third amigo.

Encinitas voters have spoken. They don't pay attention often, but Jerome made local politics impossible to ignore.

  1. Good riddance! Let the $tock$ era be stricken from memory! Shaffer and Kranz should have let Yost ride their coat-tails; that gaffe allowed Muir to waddle in. His alignment with Stocks over the years shows that he is a weak clone and will be used by the special interests that once dominated this council. But Gaspar and Muir won't have much authority and don't have the dynamic ability (smarts) to use minority positions to do much harm.

    Good riddance to $tock$!!!!!!!! Next - purge Gaspar!

    1. And the NCTD position too. Plus Steve Danon lost to Dave Roberts, so Stocks won't be getting any staff position with Danon after being his campaign chairman, something I think he was planning on in the case of a loss.

      Maybe they bump Gaspar up from Deputy Mayor, or maybe they give Barth her long overdue turn.

  5. Muir has won two races. He finagled the Mayor proposition onto the ballot. If voters had known his involvement, odds are the prop would have failed.

  6. With Muir( a union man) and Schaffer( a union woman) and Barth( a union woman) at the helm of city finances, the city workers an expect a nice fat pay and pension increase. Only real estate brokers will be making any money in this town as the good citizens move away to greener pastures.

    4. Stocks was the one who shepherd in the 35% increase in all City pensions in 2005 along with a nice hefty 14% salary raise. He was the union lap dog and he paid and will pay for that life mistake. RINO.

Gave all all the money to Union pensions and special interests (50 million for private soccer fields). Jerome and all RINOs suck!

  8. Stocks blew it for himself. By appointing his fatty buddy Muir for a council seat, he gave him "incumbancy". The fat stuff ran on that and the fireman hype, which the uninformed are impressed by. Muir effectively knocked Stocks out of the council and finished off his political career. Had Stocks left well enough alone, he might have got a 4th appointment.
    Now he can go "surf" with Bilbray - the 2 phonies are finished!

    2. I say lets can him. Too much money for this cat who is just building his pension for a few more years... What is he 51? Four more years and he will retire at 100%. Lets not have Encinitas contribute to this valueless future. New council, new City Manager...... they also need to look at many other departments. Parks (Franken), Lifeguards, Firefighters, and Engineering has a ton of dead wood that needs to be removed.

  11. I agree with the others who are underwhelmed by Gus. I never thought it was possible that City staff performance could be worse than when Phil Cotton was leading, but I was wrong.

    Unless Gus makes some dramatic staff changes--meaning letting some heads role, I think that the new council is going to have to figure out if he is really up to the job.

    It was just too convenient that he said he was fired on account of a change of council in Sacramento. They said that they had no faith in his leadership. I think that they were on to something, so obviously someone with no leadership skills was too sweet of a plum for Stocks not to pluck. We have seen that the main skill to stay in Jeromes good graces was to follow orders without question. THAT is not leadership. What will he do now that Stocks is gone?

Read the North county times story on city manager pay, The CM of Encinitas earns $210K per year while MANAGING a staff of 350, extrapolate those numbers to A US Navy Captain of an aircraft carrier with over 5000 men and women, the Capts pay would be $3.0M. Who has more responsibility the captain of a carrier or Gus Vina??

      Now let's look at the Encinitas Fire chiefs pay $140K( as of 2009) for watching over 63, yes SIXTY-THREE staff. The equivalent pay for a Navy Carrier Capt would be over $11 million dollars.

      City staff is grossly over paid for what they do and don't do, for that matter. Any they are up for increases in Salary and pension. This new council has a chance take control of the future Finances of this city and send an example for other cities and future staff.

  12. Yes, salaries for city employees are excessive. There needs to be drastic cuts - there will still be plenty of candidates. This city is in shambles - reform is needed in the civic ranks immediately.
    Take $tock$ name plate out and burn it. Fumigate his office too.

  13. Salaries for CITY Dept managers may be high and there pensions as well... but not the guy/gal who do the actual work. They get the blame for the salaries but they don't get the big money OR the big pensions.

      I hope that someone says that about you someday! It has turned, with the help of "conservatives" like Stocks to make the lowest worker the scapegoat and make their manager a hero. Example: Muir! Spent just a short while as Chief and retired at a pension, for life, based on his highest salary. The average Joe doesn’t get this opportunity because they can never move their wages high enough. The solution to this is simple and would save the city millions. Give pension credits by the “hour”, paid out of total package salary, so that a loyal employee with 35 years of service gets more than a Fire Chief that been on the job at the high pay, for two years. Pensions, then can reward good work, loyalty, and not a$$kissing! Everyone will then pay for their own pension, they would have Social Security, and they could depend on a reasonable retirement.,

  14. Yea, Muir is a prime example of the upper eschelon abuse of the pension system. He obviously used political influence to maintain and secure the job, which amounted to sleeping at a desk. The the public was naive enough to put him back at the civic trough! The entire wage scale for the Administrative staff needs to be reviewed - the pension liability that is accruing will haunt this city's finances in the very near future. There should be no pension over $100K - period. If the fat cats can do better elsewhere, let them go. These people are serving themselves at the publics' expense.

    1. I agree there should be no pensions over $100K. But most city retirees recive less than $35K. It's the managers that abuse the system and it's the electeds that cozy up with the managers for their own good.

      Let's stop picking on the little guy/gal and go after the real cause of the problems!

  16. To address the existing excessive Government Employees pension over $80,000, a state initiative needs to be started and a bill passed to tax public employee pension payments over $80,000 50%, with the proceeds going to PERS to help pay the huge DEBT so the tax payers don't have to.

    The existing receiptents like Phil Cotton, and Mark Muir should not be able to coast throughout the rest of their life's with over $170,000 per year payouts as the rest of us taxpayers have to pay more taxes to cover the trillion dollar pension DEBT.

    This has to happen, and SOON.

    WC- Please post a topic on solving the monster pension DEBT. All those 50 year olds+ (Many retired fireman) hanging out at our beaches need to be taxed big time. Just like taxing the top 1% bankers. GREEDY.

  17. Continuing the violations with the rules do not apply to us attitude, Stocks, Muir and Gaspar were seen meeting and scheming together. The Brown Act is a rule that others need to follow but if you violate it a tiny bit, it is OK for them. They are above the law.
    I am sure there will be a lot of meeting w these three.

  18. Yea, I saw those three council members together at Firefly last night also. All three knew that this was a blatant public violation of the Brown Act. Why is it that they still think that they can violate the policies and laws of our city and no one cares.
    Well, for the record: Gaspar, Muir and Stocks violated the Brown act last night by arranging for three sitting council members meeting together outside of council chambers

  19. Well it's clear that city ordinance is meaningless to Stocks & Muir. I guess that state law does no better with the three of them?

    Someone with the details should check with the CA Attorney General’s office to see what they think about this. Kamala Harris is a great AG and I’m sure that if it’s illegal she would be interested.

  21. First of all.... I don't disagree that excessive pension benefits should not be paid. What drives me absolutely batshit crazy is the greatest majority of city workers retire with benefits a fraction of what's talked about (and NO Social Security)! When I hear people say that we should eliminate retirement for city workers….. I go through the roof. Why should the hard working people at the bottom of the totem pole pay for the excesses of their managers? Our city pension is based on the highest salary and sometimes that salary is manipulated to serve political purpose.
    Pensions can be made to be secure, reliable, and fair but not excessive buy paying for the benefit by the hour. For example: A workers total wage package might be $30 per hour. $5 dollars per hour could go to pay for a health benefit, $5 per hour could go to support a pension, and $20 per hour could be paid “on the check”. When agreements are negotiated the whole package should be under discussion but everyone covered under the contract should be treated the same. If a Fire Chief can’t live on the same pension as his firefighters, he can take some of the higher money he gets on his check and buy and annuity. In fact, unions that have contracts with multiple employers do this right now. When the worker retires he/she receives the benefit based on the hours worked/paid not the money made. An apprentice might get the same hourly benefit as the top foreman on a job. Because a pension should be based on a lifetime of work this is not only fair but it is reasonable without gimmicks. And the proof of this is the healthiest Defined Benefit Pension plans in existence today are in the construction industry with multiple employers in every part of the industry.

    I had the same hope that Kristin Gaspar will come in line and might make things work in this new council, until I found out her fingerprints were behind the "We Love Encinitas" mailer. I've lost any respect for her. She will need to be removed in 2014. The flushing is not over yet: 2014 Gaspar, 2016: Muir.
