  3. Blakespear "doesn't know enough about the subject" to say whether she would or would not support monitoring of air quality by the Hall regional sports park. Talk about a no brainer. If she can't answer that one off the cuff, how will she decide on the complicated issues?

      No.

      We have had generations of kids exercise in PE and sports downwind of the freeway at Ada Harris and SDA, most during the leaded gas era. The park is expensive enough without silly accommodations for hypochondriac parents. Just take solace in the knowledge that the new park grass is gluten free.

  4. Gaspar explains the mystery of the high density housing plan her flier claims she opposed. It turns out it was the plan to upzone El Camono Real. Guess Prop A opposition and Desert Rose developer support were not what she was referring to...huh. Weird

She is a "good ole boy's girl" and is with the City Manager all the way. Notice that she is the only one wearing the short skirts and heels. What does that say about her? She wants to appeal to the men for their votes. Plain and simple. She has little to nothing upstairs in the brain department.

      There was never a plan to up zone El Camino. It was the General Plan Update that identified areas that 'could in the future' satisfy the state requirements of low income housing. Now, because she and Stocks&Friends disbanded GPAC and replaced it with their hand picked developer stacked ERAC and then killed the General Plan Update, the city no longer has access to some state funds that the city has depended on for city projects. Her colleague, Andreen, ranted that the general plan update was trying to take away private ownership of cars amongst other nonsense.
      These efforts discarded the two year plus general plan, trashed all the information gathered, wasted millions of dollars attaining this valuable information, wasted time, energy and has illuminated
      access to state funds.
      There was NEVER any plan to up zone ElCamino. It was the valuable General Plan Update that she thwarted, costing the city millions.

  8. Well it took long enough for Kranz to finally understand Prop A. He even refrained from going into his "violates the specific plans" whine. Maybe his new developer friends aren't showing him the love anymore and he's now trying to get his base back. Nah gonna happen.

  9. I just got home from the Candidates forum. My impressions:
    Sheila is a new Sheila and one I can vote for. She was articulate, passionate, and well spoken. She also knew what she was talking about. Had facts and figures in her head and didn't have to read from notes.
    Julie was also all of the above.She seems like the real deal and it was apparent to many who didn't even know her before this forum.
    Gaspar and Kranz didn't seem to know we no longer had a full time code enforcement person, which was rather odd.
    Gaspar did not have her entourage, and the people that attended, mostly Cardiffians, did not seem impressed with her at all.
    Tony was OK, but certainly not charismatic, nor as informed as I thought he should be, given that he has been on the Council.
    Shaffer was in the audience, and throwing Graboi's flyers around like paper airplanes. No class, I'm my opinion.
    Ziegler scared me, as he sues everybody and let everyone know he was a prosecutor. Law and order big time. Way over the top. Thinks no problem with even buying tanks if the city needs it. He also left halfway into the questions, as he said his back hurt.
    Lerchbacker kept repeating his military career, which was impressive, but he didn't' seem to know much about Encinitas.

    And the other Mayoral candidate, the engineer, didn't even know what Prop. A was. He thought it had to do with state taxes. Nice guy, but hasn't taken the time to learn anything about Encinitas. He kept harping about some clock at the train station not working.
    Kristin wants 90 foot lights at the Park, and will, fit possible, try to figure out how to get them. Be careful.

      Cardiff has five lighted sports fields within a half a mile of Hall Special Use Park, over a dozen sports fields within a half mile of Hall park without the six new fields, (not four, look at the map). Residents would not allow lights at Leo Mullens. Cardiff does not want stadium lights half the light output of the Rose Bowl in their neighborhood,as the city proposed.
      No lights/No Gaspar.

      Name the five. Name the dozen. Sports leagues are desperate for fields in the fall/winter months when daylight savings ends. Rather than "stadium" lights, kids need 30' lights so they can practice after 5pm in the winter time. Turf and Light Leo Mullen!

    6. SDA fields aren't regularly available to the sports leagues nor are they available year round. Cardiff Sports Park is shared by adult sports leagues and youth sports leagues. Drive by fields during school hours, and they will appear under-utilized. Drive by fields this winter after school hours and you will see four youth teams practicing on fields designed to hold two. The majority of those "fields" are school district dust and weed pits. We can do better.

  10. I forgot Blakespeare. Someone asked her about Rossini creek and she seemed rather defensive. However, she seems so bland to me that I had a hard time even paying attention to her answers. Her mom, on the other hand, is really quite outspoken. I liked her and if she were running, I might vote for her. However, I can't support Blakespeare. Guess that wraps it up. I do agree with another poster that said the answers were way too long. Alex has every right to be up there, but he took a lot of time to talk about the Military Industrial Complex, the Federal Reserve and Floridation, which he thinks could all lead to fascism. Even if it could, it is not an Encinitas issue. Same with the engineer. Even the audience started shouting out to keep their answers shorter so more people could ask questions.

    As always, the Cardiff Town Council did an excellent job in making things run as smoothly as possible. I love this forum, as anyone can ask a question, and it doesn't have to be censored as some of the other forums have been in the past.

  11. Very disappointed with Blakespear's avoidance of answering the question of monitoring air quality by the Hall regional sports park. She didn't know enough about the subject. Simply put - there are emissions from the cars and trucks including the particulate matter that will envelope the park playing area. If the air pollution is too high there would be a warning to the parents.
    Blakespear isn't in favor of that type of monitoring and warning?

      I grew up in the LA basin with leaded fuel and no catalytic converters on the cars. Remember the Stage 4 Smog Alerts? Your lungs actually ached.

      That problem has been solved. This park is upwind of the freeway, anyhow. You don't need an expensive sensor and alert system. Newspaper, Radio, TV, Internet can tell you when the Santa Ana winds will blow from the East. If you choose to remove you kid from activity during Santa Ana, I guess that's your call.

      What's next, an expensive sun sensor and alerting system to tell parents when sunscreen is needed? Give me a break. Stick your finger in your mouth and hold it up. If the side facing the freeway gets cold, make a "whoop whoop" sound.

    3. This is an issue? Is any type of disclosure or testing required if you sell a house within a similar proximity to the freeway? Park Place has a private recreational park on their grounds which is just as close to the freeway - do they have any mitigation requirements or obligations? Should they? What about MacKinnon Ranch or Cardiff Cove?

      Not a Cardiff issue, but did anyone mention the parking garage at PV idea?

  13. Winners: Sheila and Julie. Losers: all the rest. The lack of knowledge was absolutely appalling ! Mayor Gaspar and Dep Mayor Kranz didn't even know that the Code Enforcement officer was let go by Vina. Rumor was she did her job too well and the good ol bar owners and drunks were whining to their puppets Gaspar and Kranz. So very sad to see Encinitas being eaten from within!

    1. Agree. Gaspar was empty, just repeating inane statements such as "If reflected, I will continue to work hard for you!" Kranz has so alienated his base that he had very few specifics he dared try to name (and anyway, after his 180 on Prop A, do we believe any if his campaign promises?).

      Lerchbacker seemed pleasant enough, but awfully uninformed. He's lived here 7 years and doesn't quite seem yo what the fuss is all about.

      Zeigler still wants to sue anything that moves.

      Blakespear had very little depth. Perhaps her mom, seated front row and opposite Catherine, was making her nervous. She was short on specifics, as always. Barth and Shaffer doing an excellent job of preparing her to follow in their footsteps.

      Alex...he has spirit and courage of conviction. Not a whole lot of "there" there on the local issues, though.

      He declared of Prop A, about five weeks into office, "I want to kill this thing." He began talking about projects "needing to pencil out."

      What does he stand for that anyone in his former base supports? What about his behavior would lead a voter to think he's not lying again? "No to lights at the sports park?" That'd be a "no" until some former coach, "a good guy, friend of mine" makes a case for lights.

      Make a list of Tony's good qualities and votes. Now I really am curious what his supporters think.

  14. phffff. If you love weeds, crap, and the way KLCC members live their lives, then vote for these two.

    I chose to appreciate life and try and leave the earth a better place then when I was born- not to focus on hate and fear of any change.

    You can see how the KLCC hate has manifested itself in these characters. Just look at them and the way they act. Actions always speak louder than words.

    Encinitas has some seriously week candidates for this election. Its like a contest with candidates being Bush, Clinton, Romney, and Obama…. all choices SUCK.

  15. The Cardiff Forum is always the most lively of the forums because the audience is allowed to ask questions from the floor and not forced to write them on cards. This time, however, because of poor control by the moderator, things got bogged down. Questioners were allowed long preambles to their questions, and many of the questions hardly made sense at all and needed interpretation. Candidates were not held to the stated time limits and were allowed to ramble on way too long. The moderator made the questioners line up in main aisle about half way back. This forced him to walk back and forth with the microphone wasting a lot of time, and the line of questioners blocked the view of the audience sitting farther back.

    I agree with most of the comments above. The candidates:
    1. Bawany -- sincere, but woefully uninformed.
    2. Cameron -- articulate with clearly stated positions. Clearly could be an effective mayor who would lead the council in exerting control of the City Manager and City Attorney instead of the other way around.
    3. Gaspar -- generalized answers with no clear statement of her accomplishments after 4 years on the council. The only one who wants stadium lighting on the Hall property park.
    4. Kranz -- defensive about what he has accomplished, yet did finally get his explanation of Prop. A correct and clearly stated he doesn't support lights on the Hall property park.
    5. Blakespear -- came across as bland, blew it on her non-answer to the question about air pollution from I-5 to the adjacent Hall property park, and punted to her mother on the question about the family-owned Rossini Canyon riparian habitat.
    6. Graboi: Overall the best in clearly stating her positions with informed answers and demonstrating sincere concerns about the future of our city.
    7. Lerchbacker -- impressive professional background and poise, but knows very little about our city. Knew nothing about the rail corridor, freeway pollution, or stadium lighting on the Hall property park. Needs to read the newspapers and attend council meetings.
    8. Ziegler -- left early because of recent back surgery and seemed to support militarization of the local law enforcement.
    9. Fidel -- got the loudest applause from the audience and had a large group of supporters sitting in the back. By the end the repetitiveness of his perceived bugaboos became tiring. The kid can talk and added spice to what normally can be a very dull and predictable event. His concluding statement should have been cut short.

    Of course, this was Cardiff with an emphasis on Cardiff issues..Both Barth and Shaffer were in the audience. Mike Andreen, normally in attendance, was no where to be seen. Scared off by the recent revelation of his unholy alliance with Gaspar?

  18. Inane and depressing.

    Alex, while saying he is independent, spouts unanalysed radical libertarian dogma from his sponsoring organization. Go on his web site and follow the links to find the group out of N.Y. State.

    His claiming that the 10th amendment allows abrogation of federal law is non-nonsensical, as this original discretion of 1789 only applied to states, certainly not cities, and even then was redefined by the 14th amendment. Yes, he did get applause, partly by his buddies but also by adults who should have known better.

    And militarization of the police is not a single issue. As Ziegler rightly said, when police are under fire, of course they should be in armored cars. This is different than the police becoming a force to control the law abiding population. And there is an arms escalation in this country, as much of the population is armed and anticipating a revolution. We can all imagine that it will be our side that will prevail, but revolutions are messy things, think the Terror era of the French Revolution.

    The level of the discussion was defined by the question, "Do we want clean air or healthy air" No one on the dais or the audience knew the difference. It turned out it was about the questioners personal illness, but it led to ten minutes of convoluted meaningless verbiage.

    Scattershot unvetted questions leads to a meaningless forum. There has to be an unbiased human being who can select reasonable challenging questions that could makes such forums useful

    I sign this as Anonymous, with a great sense of remorse that this vital website seems to depend on contributors who only feel comfortable by shielding their identity.

    2. Sorry, but the question of clean air as a critical topic seems off-base. The Roads, Prop A. density bonus, pac view are a little higher up the chain of importance.

      The Hall Park is near the freeway, so there will be some exhaust, but not near as much as the Pasadena I grew up in during the 70's.

    Blakespear's family experience should have certainly made her more assertive of testing for toxins. Her grandfather was poisoned from "Agent Orange" that was used in his road repairs when he spread it over roads before the laying of asphalt.

      My point is: the air quality in SoCal was horrific years ago. Really really bad, and it didn't matter if you were miles from a freeway--there was no avoiding it. Emissions controls, sensors, on-board computers, gas formulations, emissions testing, and catalytic converters have resulted in an absolute fricking miracle transformation. We don't see the brown inversion any more. We don't feel it or smell it. I'm not even sure the old smog alert system exists anymore.

      Air pollution is bad, no doubt. But we've made our cars so clean that I would bet the worst day at the new park is better than the best day in the LA basin when I was a kid. I would not worry at all about letting my kids play there.

      Turns out "the government" found out lead was bad and prohibited it in gasoline.
      Agent orange was used as a defoliant in the US and more widely know for its horrible poisoning of our military and people in Viet Nam.
      Blakespear grandfather used it in his asphalt work around Cardiff.
      No doubt the information at the time called the chemical perfectly safe. He was poisoned by the chemical.
      No, thanks 1:13 PM, most people will take a good quantitative test over your "assurances" any day of the week.

    4. Agent Orange was not connected to a discussion of the new park, it's got to do with Blakespear and her odd lack of concern over environmental issues. Your "arguments" would make more sense if you tracked with the thread.

    5. Gotcha. So, because Blakespear has a relative that may have been exposed to a toxin many years ago in a completely different and irrelevant context, therefore she should support an expensive environmental testing and alerting system.

      Have I got that right?

      Consider an alternative: pay the cost of design, construction, operation and maintenance of the air quality monitoring system to me directly. I will setup a script on IfThisThenThat.com to send out a text warning whenever the winds blow from east to west. Just as accurate, and at least one citizen will benefit from the system.

      The truth is, the only dangerous air quality condition would be when the park is in a wildfire smoke plume. Each of us comes equipped with our own personal set of sensitive instruments for detecting this condition. If your eyes are bloodshot, your nose bleeds--if you are coughing and your throat is sore, then either we are in a smoke plume, or Prop F has passed. Either way, best not to send the kids out into the park.

However, people can change, and I truly think Sheila showed that last night. As you mention, she had facts, figures and information, all stored in her head.     I would like to respond, using my name. The reason I no longer use my name when posting is that many posters felt it was an "ego trip" to post names. At first I disagreed, as I don't feel that I was doing that. However, I have come to see their point, and I now, except for this post, say things on this blog anonymously. Perhaps I was on an "ego trip" and one does not always recognize their own "stuff' (great "shrink term:) Anyway, I was 10:34 and 10:41 last night. I did attend, and another poster mentioned, and it is true, that at the Cardiff forum the emphasis is usually on Cardiff issues. I cannot say how the other forums will go, but I like the fact that anyone can ask a question a this forum, and the questions aren't screened. I don't agree that the questions were the problem. It was that the answers from the candidates took a lot longer than I felt were sometimes necessary. This forum was not moderated by Barbara Cobb, who was there, but instead, by the VP of the Cardiff Town Council, who did the best he could for the first time he has done it. Nothing is ever perfect.

    It was a packed house, as it usually is at this particular forum. I asked the question about Rossini Creek.

    So, if you are new to this blog, perhaps you can now understand why most people don't' post their names. If you are to new, then you could have also posted your name if you think we are trying to shield our identities. Sometimes it makes it easier to consider when a person's name is not attached. Most everyone actively involved in our Community feel strongly about certain issues. If they attach their name, the City has also been known to go out of there way to intimidate some of these people. As for myself, I have twice been threatened by our City Attorney. I will bring him up at another forum.

    I recently did a records request for his billings for the last 7 years. Between Sabine, and Sabine and Morrison, we taxpayers have spent approximately 10 million dollars for his or their representation. We have lost more than we have won. That's a heck of a lot of money, IMHO, and I will ask candidates if they would be willing to do a Request for Proposal (RFP) for another City Attorney at another forum. Will my question be selected to be asked? That is the beauty of the Cardiff forum. I could have asked that there, however, Rossini Creek is in our backyard, so to speak, and it is a more pressing issue.

    Kranz talks the talk but doesn't walk the walk. He seems to sincerely believe what he says, but it doesn't match with what he's done. Local boy does not make good.

    Blakespear panders. If you like what's been going on at City Hall for the past two years, vote for Blakespear because you'll get more of the same if she wins.

    Graboi is earnest and sincere. She cares and is incorruptible. She truly will be the people's voice if elected. Of the council candidates, she's the best unless you want Prop A corrupted and density bonus projects built throughout Encinitas.

    Lerchbacker's principal qualification is 26 years in the US Navy. He sounds like a nice fella, but if there's something Encinitas doesn't need, it's a guy accustomed to bureaucracy.

    Ziegler embodies Fidel's worst fears. The anomaly is he supported Prop A. He's not a real contender for the council seat.

Leichtag is slowly trying to circumvent Prop. A. Just read last weeks Coast News if you don't believe me. Seems like Leichtag has given a lot of money to the Botanical Gardens ( which Dave Roberts wants the County to take over) and put up a few buildings. Now, if memory serves me, we decided to become a City because we did not want the County to control our destiny. So, although in some ways it may seem OK for the County to take over the Botanical Gardens, think about what will be next? Perhaps the County would want a few other things. Roberts has a discretionary fund to use as he wishes. Be careful with him. He seems like a nice guy, but he has an agenda that scares me. If you think Alex was way off, and he has some "out there" ideas, Roberts wants to so exactly some of the things Alex warned us about. I cannot in good conscience vote for the "Glory Days" Kranz, even though I like him. He sold us out and there is that old saying "Fool me once, shame on you, fool me twice, shame on me" Or a more recent version "Once bitten, twice shy".

    This is video I took about this time last year, when I was on a trip to Israel as part of Project Interchange. We were on a hill with a view of the Gaza Strip, where this chime was built by a woman in honor of her son, who was killed in a helicopter crash during military training. The chimes sound so peaceful.

    The situation in Israel right now is tragic. What 99.9% of the people there want—whether they are Palestinians or Jews—is peace, to be able to live without worrying whether a bomb is going to land on their head, or if someone on the bus is going to blow themselves up. I don't know if the leaders on both sides of the conflict will ever be able to find their way to a solution that makes peace possible, but that's what I continue to pray for: Shalom.

Seems a bit odd to me, and therefore somewhat suspicious. Too bad we don't have a good investigative journalist around. I have a feeling that there is a lot more to this story than what it seems at first glance. Leichtag is becoming a major player in Encinitas politics and Leichtag has strong ties to Israel. What does Leichtag want would be my question if I were investigating this. And Tony would be perfect as he remains clueless about a lot of things, and so badly wants to be taken seriously by the Meyer's, Harwoods, and Ecke's of the world.

Leichtag got the first thing they wanted from Tony, which was a supporting vote on the appeal of the Planning Commission interpretation that gave a very broad definition of what constitutes "accessory use" on agriculturally zoned property. The Planning Commission, and the council on appeal, opened the door wide for putting non-agricultural activities and structures on the Leichtag property. Tony's trip to Israel came before his vote. Did Leichtag buy his vote?

  51. Kranz did file a form 700 with the FPPC. The gift trip wasn't $4000. The gift trip was $5,400. It was from the Jewish Federation of San Diego County.
    The form states that - Mark the "501(c)(3)" box for a travel payment received from a nonprofit 501(c)(3) organization or the "Speech" box if you made a speech or participated in a panel. These payments are not subject to the $440 gift limit, but may result in a disqualifying conflict of interest.

    So guess Kranz can accept as many gift trips organizations want to give him.

  57. There was no blog for the council meeting last night. Too bad because there is a lot to comment about.

    First, GASpar was nervous trying to explain her involvement in the meeting with Andreen. The meeting she spoke at happened to be about the housing element that council discussed last night. What business does GASpar have speaking about that when it hadn't yet been presented to the council? She did the wrong thing and she knows it.

    Second, the council is just now finding out about taxable bonds and tax-exempt bonds? What in the world has this City Manager been keeping from them. The council should have known about these options way early in the purchase of PV. They need to send Vina packing.

    Third, the council is still clueless on what the costs will be for PV. They were told &733,000 yearly in the beginning, then $764,000, and now we are up to over &800,000. Mr. Nash says it is because of the increase in interest rates. The council doesn't know what type of organization can even lease PV. They should have cancelled the entire deal. This is beyond crazy.

    Fourth, Shaffer talks way too much and wastes too much time at the meetings. This woman can not think clearly. She never understands anything. Why is she there?

    Fifth, I would still like to know who Muir is talking to when he keeps looking up at the ceiling. Hey Muir, who is there???? This guy also has no clue. They have to explain things to him at least twice every meeting. The booze is affecting his brain I'm afraid.

    Great points and presentations were made by Andrew Audet. He would have been an excellent mayor. Also, Julie Graboi, Donna Westbrook, Sheila Cameron, Peter Stern did a great job.

    Finally, my vote for council is for Julie. Still undecided about the mayor's position, but it will not be for GASpar.

The Leichtag thing also bothers me, as he has not been totally forthcoming on this. As the election gets closer, this will come out and it may be fierce. If I were Tony, ask someone already said this, I would either recuse myself from any vote having to do with Leichtag, or not run for mayor. He could still be on the Council. If the shit does hit the fan on this and Prop. A, he may have to leave the Council all the way. Adding to that is his problem with anger, drinking and the so called last minute revelation Weds. eve. at the Council meeting about what kind of bonds could be issued. Is there still time to back out of the PV deal? If so, I would suggest we do it. Tony was the "up front" man on this, and this may just hang him. I cannot believe for one moment that the Council didn't already know what Vina and Staff were going to say. And, if they didn't, they should all be thrown out.

  67. It seems to me Vina is playing the council. Every time there is a "crucial" vote on an issue, Vina says a decision needs to me made this evening -- not tomorrow, not a week from now, but tonight. So he very cleverly boxes them in where they have to vote and they have no clue what they are voting on. All you hear the council say is why didn't we know about this before, or we don't have enough information.

    If this council can not say "NO, NO, NO" to tricky Vina, then in my estimation they all need to be replaced. They sure are not doing their job. I have never seen such a bunch of idiots in one place at the same time.

    Do we have a strong mayor now? NO, absolutely not.

    If GASpar gets elected mayor, will she be a strong mayor? NO, absolutely not.

    We need better representation that what we have. They certainly are not working for us. They are working for the City Manager.

      4. Kranz and Gaspar refuse to take on the State or Sandag- Sheila will taken on both

      Sheila will win- residents know that Vina is a loser, is a loser is a loser-

      Kranz can't win because of PRop A lies, bar ordinance, Israel trip and Jim Babwe. Add to this that alot of people don't find Tony likeable- it is what it is

      Only Cameron can defeat Gaspar- because she is everything Gaspar isn't- direct, focused, forceful and willing to stand up for residents

    2. It's not the Coast News saying he voted against Prop A: it's Tony himself. He took that "No" vote a step further by lobbying heavily against it and signing the full-of-lies ballot statement against the initiative.

      He began quoting developers soon after the election, talking about "my good friend Jim Farley" (Leichtag), among others. He lied about the Specific Plans being the result of "hours and hours of resident input" even after being corrected that the city ignored that input and voted opposite residents to install Kranz's holy Specific Plans.

      He is mess. He doesn't know who he is, but all I need to know is that he is a repeat liar. He has his nerve running for any office, given his track record, but that just shows how deluded he is. No, thank you.

  71. 1:32 I agree with you. A vote for Cameron is NOT a vote for GASpar. Any one with math sense can figure that out. The more votes Cameron has (which hopefully will be more than GASpar) then she will be our next mayor. How simple is that math?

    Also offered with this private meeting was the presence of Councilwoman Kristin Gaspar to answer questions concerning the city and private-property-rights and an impending Council strategic planning meeting.

    The letter was titled – “Encinitas Up-Zoning Can Mean Increased Property Values”

    Mayor Gaspar has been trying to get Andreen a seat on the taxpayer gravy train. If two other council members agree with her, Andreen could get $20,000 - $30,000 a year from the city.
