7/15/15 City Council meeting open thread

The current city council has continued prior councils' practice of not providing written summary minutes of council discussion, but only "action minutes" which state the outcomes. Encinitas Undercover will provide a forum for observers to record what occurs at each council meeting.

We hear there's a big citizen presentation on recommendations for downtown 101 problems. Please come down if you're interested.

    Council as the Water District board continues to soak the San Dieguito Water District ratepayers.

    Agenda consent item 8F sets out something called a cost allocation plan approved by the council which is a plan that takes money from the water district without a vote of the ratepayers. Under Prop 218 agencies are require to have a vote on taxes or fees. Previous city councils and now this council found a way around the vote. Just charge a use fee to city departments and other agencies such as the sew divisions and the San Dieguito Water District.

    This year the charge for the San Dieguito Water District $962,541. The Water District pays $111,477 for the city manager, $206,445 for the finance department, $175,432 for information technology, $125,108 for facility maintenance, $103,409 for human resources with various lower amounts of money that make up the $962,541 the city council assesses the Water District.

    1. sounds appropriate to me. They do the work of the district why not fund it. Better than a separate board and admin.

    3. The work of most city employees is to keep their jobs and benefits.
      If that means giving themselves degrees and credentials when they apply for a job to beat out other, qualified applicants, they will do so.

  2. Sounds like another of their slush funds. How wonderful that we get charged more on our bills so that they can skim and put it towards other projects.

  4. When you elect fresh council people. Solana Beach turned the corner. Now its time for Encinitas to turn the corner!

  5. Who cares if the Blakespear's are going to Hawaii for vacation? Who cares whether or not Muir shows up at a scheduled set up clothing council meeting dressed in a Hawaiian shirt? Who cares if the Gaspar family has adopted yet another pet named Frankie? I hope they are not exceeding the pet ordinance if there is one or disturbing their neighbors.

    If these are important issues, I am living in the wrong world. So help me God.
