11/20/19 City Council meeting open thread

  1. It seems that Encinitas city officials, including the city manager, and Mayor/Council have done this homeless parking lot request work over the past months so this is the finale tonight.
    Below is the urgent need of JFS to have this homeless parking lot approved - they will lose the grant from the state.
    During previous council meetings the council declared a shelter crisis resolution which was needed by the state as one of the reasons for the grant.

    Did the council at that time fully and completely explain the reason on why the need for that resolution?

    Apparently, if the council doesn't approve in a public hearing (another grant requirement?), JFS loses the grant. Here is some more information:

    Q: Why does Encinitas need a Safe Parking Program lot?
    A: The 2018 San Diego Regional Task Force on the Homeless Point in Time Count identified 1,975 people experiencing homelessness in North County – of which, 354 are living out of their vehicles, including 51 in Encinitas. A “Shelter Crisis” was also recently declared by the City of Encinitas and with the lack of affordable housing in the region, the City’s leaders are considering opening a Safe Parking lot in the area to serve North County residents.

    In July of this year, Jewish Family Service received a $256,000 grant through the California Homeless Emergency Aid Program (HEAP) to open a Safe Parking Program lot in North County. If this lot is not launched by the end of 2019, the funding will be forfeited back to the State and could jeopardize future State support in North County. And the 51 people currently parking on the streets in Encinitas will continue to do so without resources to help them move back into stable housing.

    Through this State funding and funding from the community, this Safe Parking Program lot will operate at no cost to Encinitas residents.

    Q: Why is Jewish Family Service being considered to operate this safe parking lot?
    A: JFS is an experienced Safe Parking Program provider, and currently operates three safe parking lots within the City of San Diego. Since beginning in 2017, JFS’s Safe Parking Program has served 1,529 people, and in the last year, 42% of families exiting the Safe Parking Program have significantly improved their circumstances – including finding permanent housing. This program model is recognized nationwide as an innovative and successful solution to address homelessness.

    This is some information on the grant application:

    "Q: Please define “local collaborative effort” and what type of supporting documentation is required.
    A: CoCs must demonstrate that a local collaborative effort has been conducted prior to application submission. A local collaborative process may include, but is not limited to, public meetings, regional homeless taskforce meetings, letters of
    support with signatures of endorsement and/or an adopted homelessness plan.
    Collaborative partners, at a minimum, should include representatives of local homeless service providers, homeless youth programs, law enforcement,
    behavioral health, and city and county public officials. Supporting documentation of collaboration may include, but is not limited to, sign-in sheets, agendas, meeting minutes and/or public comment logs. "

    1. Kudos to JFS - for delivering services to families in need.
      This is needed and has cost which JFS is obviously taking.
      The public sector in Encinitas is not supportive of aid to this population. As a homeowner / taxpayer in Encinitas- i thank Leichtag for their generosity of spirit and drive to serve humanity.

  2. The hidden agendas at the City are what keep the place going. They are supposed to work for us, but there are some who focus only on their own jobs and pensions. It just gets worse and worse.

  3. The dictatorship of Mayor Blakespear and council have taken away the rights of residents to speak for 3 minutes with two time donations. Blakespear made the order that each speaker can only speak for only 2 minutes with NO time donations.

    1. This is really unfair. These issues are complicated, and only developers and their lawyers seem to get extra time. One attorney in particular seems to have no time limits at all. We are watching, Council.

  6. This item was sprung upon the residents with little notice.

    Just because a supporting grant will be expiring at the end of the year is no reason to rush this through.

    This is not the first time such tactics have been used to rush a plan through with little time for the public to have their say.

    After several hours, it sure felt that long, of pro and cons, what was apparent to anyone there, was that this issue needs time that it has not been given.

    This may mean missing out on the grant, but so be it. The supporters have had eight months ? to bring this to the public.

    Little wonder there is some resistance to what could have been a good thing for the homeless living out of their cars.

    The location is another attempt to skirt the little remaining designated ag land we have left.

    As one of our treasured citizens stated, creeping non conformity is at work again.

    If this is allowed as planned, it will not be the last time some attempt to get around the forever ag mandate will be ignored.

  7. Fucking Mayor and Clowns suck. Their fucked up homeless camp building regime is over after next election. They are totally working behind closed doors and fortunately the doors were sprung wide open by some caring citizens.

    They are a greater sell out to the Encinitas citizens then Jerome Stocks.

    Blaskespear just took the no. 1 spot away for the worst Politician in all of Encinitas history. Way to go Developer's trick whore.

      If 25 do-gooders had stood up last night and offered their driveways they could indeed have solved the problem as immediately as they claimed they wanted to.

      Or how about this: organize a neighborhood, get 25 driveways all in a line, rent a porta pottie, and do good!

  9. This looks like a Trojan Horse tactic - help the downtrodden in their moment of need - how can anyone resist such noble intentions? (aka Ghandi quote) But look deeper - is this a chess move to change zoning of the property, with the eventual intention to eliminate the camp and build high-density, expensive housing units? Are any time lines provided for this project? There should be a permanent freeze on any zoning modifications for the property; then see if the charitable intention persists.

    2. BINGO for sure. Under Prop. A the zoning change would require a public vote. Think about it. The city wants a judge to invalidate Prop. A completely. Leichtag has been chafing under Prop. A for years. Last night at city hall was a clown show put on by the team of Leichtag and City Council. They had been colluding for months.

      If they wanted to upzone to R-30 for the purposes of high density housing, why do they care if it’s a homeless camp or not before they rezone?

      Prop A either applies or it doesn’t, depending on the outcome of the court case. But the current use of the land really isn’t an issue when it comes to upzoning.

      If anything, having a homeless lot there would make it politically MORE difficult to upzone, as there would be sad news stories about the downtrodden being kicked out.

    4. Just the fact that alternate use is allowed will weaken any concept of a "restrictive covenant" on the land's title; that covenant being agricultural zoning in perpetuity. A "charitable" use is easier to try to use as an override, as proponents will play the sympathy card. Those opposed will be characterized as cold and heartless.
      Prop A being over turned should not nullify a land title's covenant - that was an separate agreement between the owner and city government prior to Prop A's implementation.

    No mention of Encinitas on their website. More scamming.

  11. Does the homeless parking lot include free crapping on the public right of way like San Fran. LA and San Jose? What is the theme of those liberal ruined cities? Oops I already outed the whistle. Next up no natural gas and property taxes being raised 50%. The property tax thing is going to pay for all the lazy government workers that ain't worth a sh*t. (my best gun toting language).

This reminds me of the idiots that do not follow the rule -please don't free the rats.... then a few months later, there is a huge rat problem and the people scream - We have to do something there are so many rats that look hungry and don't have homes. Lets start a feeding problem so they don't starve to death.

    1. It is a round about way to get the property title covenant nullified; that covenant being that this property be zoned "agricultural" in perpetuity. Long range scheme - development for the max $$!

    3. Look up county records. Ecke tried a unsuccessful run around of this years ago when it was put on the ballot. And he was the one that proposed it in order to get approval of a then huge development project on his properties. This is step one in a similar process.

The fact that we could have been in compliance with our Housing Element AND have provided housing for the homeless had Joe Mosca not reopened the discussion and moved to remove the L7 parcel from the plan to HCD has not been given enough attention. Other council members passed this plan. Some of the same people who are only too eager to have this project on Saxony did not want it near them on L7.

  16. Hi, I don't live in the city but wanted to offer my thoughts from the sidelines. I check here from time to time just to see what is going on.

    For those of you that want the homeless to be able to park to spend the night in their vehicle, you really should encourage them to go down to San Diego. There are two facilities - and hardly anyone uses them. Plenty of space. Come on down!

  17. To all who live near Encinitas Blvd./Westlake/Quail Gardens Dr. and don't know about the new zoning for homeless emergency shelters in your area.
    The Council approved an ordinance in the beginning of 2019 that identified the business park and industrial park zones that became a by right zone for homeless emergency shelters. That neighborhood across from the business park will have new neighbors.

  18. I moved to Encinitas to get away from the city of san diego. I think I made a mistake. These elected officials are without question, some of the worst. From bad idea to bad idea. What a mess.
