Another amendment should be enacted that says density up zoning to meet state housing law requirements shall be spread equally among the four council districts, and make it retroactive to 2010.
And put the high density along the freeway where there is lower property values because of the bad environmental conditions with a highly carcinogen pollution and noise.

3. 10% of the budget will be available for the other nicety including Development Services, Park and Rec, and all the other none essentials.
Let’s break this perpetual cycle of huge local movement waste.
The list employee waste is endless and the current Wreck Manager Campbell is currently employing the people at City Hall that created the problems to begin with like all the deadly road conditions with the bike traps and the neglect of the drainage infrastructure, both leading to a huge spike in law suits, resident’s pain and suffering, and huge settlements.
Our recommendation includes the no 1 priority of the City is:
Pass a motion to implement a City Council policy requiring the completion of an comprehensive Long Term Financial Plan (LTFP). The LTFP is intended to serve as a tool, providing Council and the public with the insight required to address issues impacting the City's financial condition. The LTFP consists of a complete financial plan and an Issue Paper section which provides supporting documents used in developing a strategic plan after a thorough analysis of all issues that impact the City's financial condition.
Many well run City’s start their budgeting process with long-term financial plans (LTFPs). NOT Encinitas. These well run cities, including Palo Alto, San Clemente, San Luis Obispo, and Clayton, all have long-term financial plans to ensure financial sustainability and address potential issues proactively.
Local Heroes, we need you tonight or will the City of Encinitas continue to just throw all the tax revenue into the endless City staff Salary and Pension building block hole as the City decays in front of our eyes?

Will the new City Council continue embracing Blakespear and Kranz’s approach to giving all the City’s hug property tax revenues to the endless stream of City Hall staff raises and pension increases?

1. 50% of the revenue of Encinitas go towards Police Services and Fire Department including staff costs.
2. 40% of the revenue earmarked or reserved for Capital Improvement projects to maintain or improve our City’s infrastructure.
3. 10% of the budget will be available for the other nicety including Development Services, Park and Rec, and all the other none essentials.
Let’s break this perpetual cycle of huge local movement waste.
The list employee waste is endless and the current Wreck Manager Campbell is currently employing the people at City Hall that created the problems to begin with like all the deadly road conditions with the bike traps and the neglect of the drainage infrastructure, both leading to a huge spike in law suits, resident’s pain and suffering, and huge settlements.
Our recommendation includes the no 1 priority of the City is:
Pass a motion to implement a City Council policy requiring the completion of an comprehensive Long Term Financial Plan (LTFP). The LTFP is intended to serve as a tool, providing Council and the public with the insight required to address issues impacting the City's financial condition. The LTFP consists of a complete financial plan and an Issue Paper section which provides supporting documents used in developing a strategic plan after a thorough analysis of all issues that impact the City's financial condition.
Many well run City’s start their budgeting process with long-term financial plans (LTFPs). NOT Encinitas. These well run cities, including Palo Alto, San Clemente, San Luis Obispo, and Clayton, all have long-term financial plans to ensure financial sustainability and address potential issues proactively.
Local Heroes, we need you tonight or will the City of Encinitas continue to just throw all the tax revenue into the endless City staff Salary and Pension building block hole as the City decays in front of our eyes?
