Last night's special meeting on transportation

By request. How's that public participation working out for ya?

There seemed to be more city staff, Caltrans staff, SANDAG staff, NCTD staff, and technician than there were persons from the public Unfortunately Mayor Barth tried to limit public speakers because the bureaucrats were very long-winded, frequently interrupted by long-winded questions from the council, and they got behind schedule.

    At one point Barth asked public speakers to limit themselves to one minute. None paid attention except by running to the podium to speak. The Leucadia contingent hit hard with various speakers asking for the lowering of the train tracks.

    The workshop was to last four hours. That's right, from 6 to 10 pm. There was a technical glitch at the break that delayed things even more. Many from the public left at this point.

    I wonder how many will watch the video. It wasn't broadcast live, but the video is supposed to be on the city website today.

  4. THE MEETING WAS A WASTE OF TIME! Council was told by Pruim (director of public works) that Council was to only to give some intent of what they want. Any intent would be looked at more in 8-9 months when the council started their focus areas. The council is a bunch of fools.

I ws there and Sheila Cameron asked about the score of the world series and was mad when know the score.I thought their was enough time to speak and I am sorry cut and cover is a pipe dream , at grade crossing a very real possibility.You asked to speak they let you and your still mad,I don't get it!

  7. What were the main points, is there any chance for at-grade crossings? I know there's no money currently to lower the tracks.

  8. Main points:
    1. The meeting was a time filler. There is no money.
    2. Council provided Pruim with a few items of intent that will be discussed 9 months from now because there is no money.
    3. Council is still in the dark as to how much money is available for any project. That may be discussed 9 months from now.
    4. Pruim was directed to look at an adopt a bus stop campaign. There is no money otherwise.
    5. Pruim was happy. He didn't know what he was to do for his job. Council gave him an intent on some direction on his work.
    6. Caltrans wants to take 8 or 9 acres from the strawberry fields. Council didn't protest.
    7. All the items have been previous city Council lists. Council seemed unaware of this fact. There is no money.

    3. I think they do this so that Gus can justify hiring more staff so that he can justify how much he pays himself.

    4. this is Sad Sac's plan on how to keep Council busy until he gets to retire, when a real city manager with integrity would tell them, they have no money. Its all going towards pensions, payroll and regional sports park.

      Its that simple.

    5. I think the council knows there's no money, and I don't recall either of the two prior city managers mentioning the pensions either. And, I bet you a knew city manager wouldn't bring up the pensions either, unless maybe WC or one of the others on this board takes over. I don't think Gus has to "plot" to get his pension, it's written in, state law as part of Calpers. I wouldn't expect him to retire in two years, I'd expect him to keep going, if not here, somewhere else. I always say, there doesn't have to be a conspiracy, they'll just play by the current rules and deplete us that way.

      Who is the new City Spin Doctor? I have not seen any announcement. We have a right to know, they are cost other projects over $136,000 per year.

  9. Jerome stocks our NCTD rep for many wasted years did nothing for us, it was all about what was good for him.At grade crossing was never brought forwared and yes there is some money and there is now a conversation

  10. Get more money. Fire downsize staff and reduce the pensions. Staff has tons of deadwood.

    I fear the current council is a feel good council that will not accomlish shit.

    Just more talk for 4 years as Encinitas become debt ridden and Gus retires at over $200,000 per year forever thanks to you fools.

    2. You can put all the busses you want on our streets, no one will ride them. They are inefficient, gross, and you get to sit next next to infected homeless and sychos. Maybe Sheila and Lynn would like busses. KLCC!

  11. The reason Sheila, Jerome and now Tony can't bring these projects home is because the city has little to no control over these funds and decisions. Let's be real! We have about as much influence on this as we do modifing the airport.

      I got a great idea, lets talk about Strategic Planning or human evolution, or global climate change for 3 more years and ignore the budget and real focus on Encinitas needs and finances!

      Our City leaders our almost as bad as our national congress.

    2. Fred, isn't it true the Tower for the Leucadia Flugzeughafen is slated to be built in front of Caldwell Acres, with the landing paths on either side of the NCTD Right of way, so as not to interfere with the streetscape?

NCTD, Encinitas Planning Commission, James Bond, das 5 Roundabouts en Dabei fliegt dann approvazen noch ein Sportflugzeug vorbei, daß ich mir fast den Hals verrenke.

So again... the Gus Retirement program know as Strategic Planning will evaluate and let the beaurocrats ramble about every problem under the sun for 1.5 years, but at the end of 1.5 years all the public will have is a retiring City Manager pulling down over $200k from our tax dollars and huge wish list with no financial plan to even repair a pot hole or rusted hand rail at Cottonwood Park.

    City Council is failing us. The solution is simple. Focus on the long term financial plan - What is the City's current revenue, future revenue, current expenditure, future projected expenditure. What can we afford with different options. Different options include reducing staff or outsourcing more responsibilties for the ability to complete more projects.

    Biggest expense for our City is staff including huge pension and healthcare costs. Is that the best use of your tax dollars? What do you get for those City Employees strolling through the work week waiting to retire at 90% of their highest paid year?

    1. How do you know Gus is retiring in 2 years? Wouldn't it make sense for him to keep going earning the big $? If it wasn't Gus, it would be someone else. I'm not saying Gus is doing a great job, but the conspiracy line is a bit much. In a year from now Teresa's seat and Gaspar's seat will be up, although I guess technically now one will be the mayor's slot. So vote 'em out and keep trying. Sorry, that's the way it works, everything else is just hot air....

      If you could get out of town at 55 with a $200,000 per year set-for-life package, what's the point in sticking around for a couple more years?

  16. Calpers expects a 7.25% return on their investments!!! Oh sure , god luck w that. Banks pay 0.1% on savings and landlords are lucky to get a 2-3% increase in rent annually. Somehow cities( ie citizens/ taxpayers) are supposed to make up the difference w increased payments into the retirement fund. That's all fine and dandy until tax payers get up and move out of calif.

    Which politicians that approved these deals to secure campaign contributions from city and state worker unions will be tarred and feathered then run out of town first???

    1. I think CalPers is sandbagging or expecting a huge year of withdrawls. 7.25% ROI is too low for a pension fund - especially when you see the rate appreciation on institutional grade real estate trending up as it is now.
