Alex Fidel weighs in on contentious issues

While likely mayoral candidates Teresa Barth and Kristin Gaspar have agreed on almost every major issue this term (Desert Rose, Prop A, budget, Communications Director, His Excellence Gus Vina, etc.), we have identified four votes in which they disagreed. Now Alex Fidel, so far the only declared candidate for mayor, gives us his positions on these issues.

    A more interesting topic would be the comment by the head of P and R stating they are considering "Naming Rights". To what?? Parks ?? The Library?? City Hall?? Hwy 101??

  2. 10:52: The whole City is for sale, you know that. The Park with start as Encinitas Community Park and within a short time, it will be changed to whatever corporate sponsor wants it. Petco Park is a good example. Everything is for sale to the highest bidder. Just ask the Dr. Baird at EUSD.

  4. Mayors Barth and Gaspar are speakers at a "State of the City" event on April 4, 2014 at the Encinitas Community Center. It costs to attend - I thought a state of the city was a public presentation and not part of an entertainment venue? Who says it won't 'snow' in April - when these 2 windbags let go, there will be a frost in the air. " Can't we all get along" vs WonderWoman - sums up the state of the city....desperate for leadership.

  5. They should repeat the State of the City Address at a regular City Council Meeting, as a "Special Presentation." There is no excuse not to do so. Any proceeds by city "sponsosr/subsidiaries" should be reported on their Federal Tax forms as lobbying, because of the commercials they do at these meetings. Gus Vina should not sit on the State of the City Committee, as he did last year. These private/public partnerships create conflicts of interests and opportunities for more backroom deals, benefiting the few at the expense of the many.

    I don't think this topic is boring 10:52. I always think if someone is bored, that's because of his own lack of understanding or imagination. Start your own blog, if you think you're so fascinating.

    But I could think of a couple more votes where Teresa Barth and Kristin Gaspar differed. Both Gaspar and Muir voted AGAINST having more closed session ad hoc subcommittees re Pacific View. Tony wanted to be on the secret subcommittee, and so did Teresa, so Kristin and Mark's substitute motions both failed.

    In fact, every time, when Gaspar and Muir have differed from Barth and Shaffer, Tony has been the swing vote. When he goes against Teresa and Lisa's plans, then I'm sure he gets flak from them, but I'm glad he did re hiring another full time code enforcement officer, without further consideration, at least.

    Tony, Kristin and Mark had all expressed that perhaps instead of hiring a full time permanent Communications Director, we could begin by hiring a contractor, not a FTE. But at that time, they didn't have enough moxie to stand up to Vina, who was very insistent. So that vote, too, was unanimous. But in Council's discussion, there was some dissent; my opinion, Kristin and Mark were still learning to flex their "dissenting" muscles. They had been programmed through the Strategic Planning meetings to place "getting along" and civility above all else; team building was number one, and the public is NOT part of the team that has been sold a bill of goods by Vina, various "lobbyists" promoting growth over sustainability of infrastructure, including, too often staff. The School District is the same way; it's being directed by staff, not the Board of Directors, that is the Trustees, for EUSD, or Council, for the City.

    Kristin also voted opposite of Teresa re term limits. Only Lisa and Teresa supported those. But I believe that will come back as a agenda item. I guess Lisa and Teresa don't mind the "referendum effect" in that case. They are willing to put those items they DEEM important on the ballot, but are not willing to listen to what the public deems is important.

    Something that really bothered me about the Peak Democracy sales blow job that Council heard last Wednesday, the frequent Council attendees, the activist members of the public who do follow what's going on, and who do care about the community enough to watch and try to be involved, have some control over what's happening to us citizens, are discounted as being the "usual suspects." The plan is to get people, through the Rotary or the subsidized business associations, who may not normally attend meetings to be manipulated, or to be "yes men and women" to the goals set up by Council in the Strategic Plan. We are NOT creating the Strategic Plan, together; it's already a done deal. The decisions are made, then the public is brought in, to justify Gus Vina's and Council's pre-formed conclusions, and to pay for it all, of course, paying for it through ever escalating taxes and fees, and by unchecked growth's negatively impacting our roads, our water supply, and our quality of life.

Also, Kristin and Mark both voted opposite of the "new majority" of Tony, Teresa and Lisa, re term limits for commissioners, and adding two more "at large" members to the newly renamed Traffic and Safety Commission. The Traffic Commission had always been like the Planning Commission, with one member from each community, to keep balance. This helps balance out Council, who is all elected at large. If we had more active Commissions, the City would have more checks and balances. As it is, Council actually sits as executive, legislative and judicial branches, all rolled into one. But with this Council, Gus Vina is the acting "President," because the tail has been wagging the dog.

      I had suggested, on many occasions, that we could have a separate Ethics and safety commission. That idea was suggested to me, originally, by Bob Nanninga, who thought that Council would be more open to such a commission if both were included. The Ethics Commission, separately, or together with Safety, was never even ADDRESSED by Lisa Shaffer who bills herself as an "ethical politician," and who has taught ethics, correct? It's really sad when someone seems so opposite of what her image was, when she campaigned. But she's in a "safe seat," now. I know this discussion is more about Alex, Kristin and Teresa. Alex will get more votes than people expect, is my prediction. Teresa will get less than she expects, if she runs.

      Kristin and Mark both voted to keep the number of Traffic/Safety Commissioners to five. I want to see how Council would vote on a hiring freeze and reducing the pay for those making over $100,000 per year by 20%, down to $100K. Also, all employees should be required to make higher contributions to their CalPers plans. And Council should renegotiate how pay is averaged, in figuring pension liabilities for future years, so that it is based on the average of all the time worked, not just the last three years.

      You are the one who is and has been abusive in your defamatory and mean spirited comments, not me. The Highway is not for sale, although one would think it was, the way a self-inflated minority are trying to use taxpayer monies to get more parking for a few businesses, with a net loss, when the dirt parking alongside the railroad tracks "dries up," as it would, with four one lane roundabouts. You are the one pushing "beautification" as a means to your ends, when TransNet taxes will NOT be awarded for beautification, period. That is part of the reason that Phase II of the Leucadia Blvd never happened. Phase II WAS to be the beautification, and the elimination of the stop sign at Hygeia and Lecaudia Blvd.

      I care about the campaign for mayor. I am interested in comparing Teresa Barth's votes to Kristin Gaspar's votes, as both their seats will be up for re-election, although this year, one will be open for mayor, and one for council member. I am interested, not bored, by comparing how Alex Fidel would vote in those cases where Kristin and Teresa disagreed; always with Kristin (and Mark Muir, but he's not up for re-election, unless he decides to run for mayor. He has said he's not interested at this time, before).

      You just couldn't keep your remarks to the topic at hand, could you. You had to try to find a reason to denigrate me, as usual. I'm warning you, again, I do not appreciate weeds; I would like to preserve and protect the canopy; I am in favor of beautifying the medians. I don't have the City plant trees alongside the back of my property, such as at Gold Coast, which trees the City services watering truck has also been watering. I'm grateful for the trees, and hope they survive. But that is another case of selective "beautification" for certain persons of influence. Any time an old growth tree is removed, another tree should be planted in its place, including the old growth eucalyptus taken out south of El Portal, on 101, in front of Yoga Bliss.

  6. Another time Kristin and Mark voted the opposite of the "new majority" was re pushing the new start time for the San Dieguito Water District Meetings back to five o' clock. For 27 years, we had a tradition of starting these meetings at 6 p.m., when more people could attend, if they wished to. Now there is LESS transparency for the SDWD, because Tony, Teresa and Lisa saw fit to make it so they could have time for a break between meetings. There could have been an effort to have more than one SDWD per month, or to limit staff presentations to save time. But the overlap into the regular City Council Meeting was good, as more people were aware of the politics and rate and fee increases, as well as wrongly using the Water District as a cash cow for bogus lease revenue bonds, before.

    The Water District's board of directors should NOT be the same exact people as our Council Members. No one is watching out for the ratepayers and fee payers in SDWD, certainly not Lisa, whose idea it was to set the time back to 5 p.m.; it was her motion, with Tony seconding it.

    2. Even 6:00 pm is too early for many who work. But 5 pm is too early for over 90% of those who work, according to labor statistics, previously provided by Kristin Gaspar.

      It would be good for people to see the machinations and politics going on with respect to raising rates and fees for the Water District. People who work could still come to the Regular Council meeting. A problem has been overly long staff and "consultant" presentations for both meetings, and some Council Members overly long comments, including at subcommittee meetings, including Lisa Shaffer's often droning on and on.

      But the staff and/or contractor reports are primarily what make the meetings go on so long, that and poor time management by the Mayor and City Manager in scheduling meetings and setting agendas.

    1. I was commenting on WCV's initiating post. I have agreed with Kristin Gaspar (Mark Muir has also, as has Alex Fidel) when she has voted differently than Teresa Barth. I was sharing additional instances, besides those listed by WCV, through his link, above, wherein Kristin and Teresa have voted differently from one another.

      I am glad that Council is no longer locked into unanimity, which was City Manager's strategy of civility designed to work to stifle dissent.

  9. I respect Lynn for what she brings to our community. She thoroughly does her research and presents things to council that WE as a community should be concerned with. It takes a lot of guts and courage for her to get up and make thought provoking comments. It's too bad that some on council have deafened their ears and turned their cheeks on the people who voted for them. I have to agree with Anonymous who posted at 6:54 and wonder what the fascination is with Muir and Gaspar. They are clearly puppets of Stocks and I know Lynn did not care for him. Asking Lynn to rethink her thoughts on these two. Teresa, Lisa and Tony have already shown their true colors. NO to reelecting any of them next time their seat is up. We need and deserve better for our city.

    3. Thanks, 7:56. I have not come out, publicly, to support Kristin Gaspar or Mark Muir for mayor. I do support their positions, and Alex Fidel's positions, on those votes which WCV and I have listed, when they voted opposite of Teresa Barth (and Lisa Shaffer) Tony has been the "swing vote."

      But this thread, this current post by WCV, is comparing Kristin and Teresa's votes, and also showing Alex's positions on the votes that WCV listed, through his link, above.

      I want the citizens to elect someone open minded, with integrity, for mayor. All incumbents made a terrible mistake in unanimously "supporting" Glenn Sabine and giving Gus Vina an excellent.

      In understanding their actions, and comparing which of the incumbents might make a better candidate, we can look to their votes, where they differed. When they all agree, as in their civility, and their assertions that Teresa is "doing a fine job," well, then we must look to non-incumbents, such as Alex, the only individual who has actually declared he will be a mayoral candidate. I thought Mark Muir had said he isn't interested, but that could change. I respect that Alex Fidel has the courage and gumption to announce early.

      I don't think Alex Fidel can win, but I would love to see someone like him come out and run a strong campaign. The problem is his candidacy has a "novelty" factor because of all the weed legalization and "big brother" discussion.

      Those are valid topics on the state and Nat'l stage, but locally I think we have to focus more on city concerns. I nominate the Cardiff Kook, you know he can take the heat, and he's always present!

  10. I think that the sense of "respect" that the council likes to boast of is more a case of "honor among theives." Gaspar is thinking about how to make a fortune off of Barth and Shaffer's idealistic/hypocritical eco values. Muir
    is trying to protect his Publisher's Clearing House-sized pension, and Tony (and Lisa also) are planning on how they will get their kids into low income housing. Tony has his eye on his mother-in-law's property and would himself like to develop it more than likely, using density bonus!

We should put a statue of Lynn in the new park or name it for her. Thanks Lynn my neighbors love what you are doing to better encinitas.     1. I agree; Doug Long should continue to serve on the Parks and Recreation Commission, to which he was reappointed. He was too tied to corrupt Dan Dalager, and the corruption of the EPA, the Chamber of Commerce and the 101 Associations' advocating against Prop A through lies, hyperbole, conjecture and use of logos without permission. Doug Long supposedly helped distribute the false flyers!

      Someone should complain to the FPPC about the PAC's using the logos, allegedly without permission of the business associations, which are City sponsors/subsidiaries. I will be asking for a full disclosure for 2013 of Federal Tax forms for L101MA, including all lobbying activities, which in the past, have been unreported. These non-profit tax forms are publicly disclosable, and should be available through the City, since the 101 Associations are city subsidized.

    3. Doug should continue to serve on the Parks and Rec Commission, because he reapplied, and he was reappointed. I think there is corruption, but unless someone has the time and financial resources to file a complaint or pursue civil litigation, then there should be avenues for him to provide service to the community, as a volunteer.

    Barth will retire from politics at the end of her current term.

    The sole way Fidel will get an appreciable number of votes is if the only other candidates for mayor are Gaspar and/or Muir. Voters will choose the anarchist kid over Gaspar or Muir because they don't want hyper-development, and the kid will be fun to watch.

    2. Gaspar abstained on the initial vote on Pac View several years ago, James Bond called her out at the time. She has nothing to add to the dialogue. She was a put up between the Rotary Club, developers, The Stocks/Bonds axis and cronies of her husband's rehab practice, that put up a ton of out of town money.

      I would put it to you to list any of her REAL business or political achievements, of which there are virtually none.

      Muir was a highly paid fire chief, who seems like a decent guy, but who's role on the council has to be viewed through the prism of the fire union, who's interest he protects. Why else did so many of them show up when he was installed, so many that they and the Sherrif's blocked any regular people from entering, despite the fact the doors weren't even open. They stacked the room.

      This is the same guy who was out with Jerome putting up signs early. We can do better, way better...

    4. I'm waiting on the City of La Mesa, who also obtains Glen as a contract attorney. I sent them an email yesterday telling them they were in violation of the CPRA since it has been about a month since I requested the info. Will not give out anything until all is in. Will see what the City Clerk in La mesa says. Here's the thing though. No matter what he costs us, no one seems inclined to let his contract even be put to bid. There is a lot of number crunching to do and I have reached out to 2 members of this forum that I know asking for help. So far, no response. I need someone with some statistical background. If there are any of you put there, email me or WcV and ask for my email if you don't have it.

  20. It's not a question of qualifications. They're undesirables because they're in and they represent a sullied minority.

    Still, there are plenty of bad votes. Examples: no on Prop A, yes on Desert Rose, yes on $19.3 million Hall Park, yes on one-laning 101. Anybody who's kept a blow-by-blow record can provide many more.

    Gaspar has a tough choice to make. If she runs for mayor and loses, she's out of Encinitas politics as an elected official. If she runs for her council seat, she has a better chance of winning, but her power status wouldn't change.

    Best for the community: Gaspar drops out, and her seat is won by an honest representative of the majority of residents.

I have never threatened to sue anyone for having an opposing point of view to mine. I feel that diversity in opinion is healthy. No one should have to put up with being targeted and bullied by personal, defaming remarks, that go way over the line, and are not expressing a "point of view" other than to libel, repeatedly, someone's character.       I would like to preserve and enhance our canopy. This goes beyond wanting a "nice median."

      Four one-lane roundabouts would be obstructions on our highway, not I. That is what this is about, actually, your support of four one-lane roundabouts, which would create Tony Gerschler's Highway to nowhere.

      We all support beautifying Leucadia. But you are attempting to polarize the neighborhood over this issue. It isn't working. Adjacent residents, by a large margin, do not support four one-lane roundabouts because of increased cut through traffic they would bring, slower emergency response times, and more back-up on Historic State Highway 101.

      TransNet taxes will not pay for highway beautification. Not every thread is about the north end of 101.       I support trenching the tracks, but since that won't happen anytime soon, there should be more at grade RR crossings for pedestrians and bicyclists, including one at Marcheta. El Portal is not a good place for a crossing because of the drainage ditch west of Paul Ecke Central, and because the tracks have been raised up, significantly, there.
