Lisa Shaffer doesn't want to hear your opinion until after she's done whatever it is she's going to do



Really?  You put something this inflammatory onto the agenda at the last minute and you expect the public to shut up until it's a fait accompli?

Somebody needs a remedial course in civics.

    It does come across as arrogant, although some of that is the antipathy towards her from Prop A. and her background on as an "academic". LOL, to be fare, this is going to be a defining moment for her to see if she can show some leadership...

      Whatever Barth believes the benefit to herself through tonight's chicanery can only increase the growing confirmation of suspicion that from the Orpheus Tree Cuttings Over Four Years Through Tonight, it has been the yellow-belly cowardly backstabbing of Teresa Barth that has emotionally scarred the city of Encinitas, directly connected to Teresa Barth, not Maggie, not Stocks, not Danny, not Bond, but Teresa and her soul sisters, Tony and LIsa.

      Careful Kristin, Teresa might accuse you of harassment and claim that any comments she reads attributed to you in the paper make her fear for her well-being. Hey, it almost worked last time. Ask her aunt.

    3. Dalager was in on the Orpheus park tree cutting scandal. Although he eventually recused himself, because his residence is nearby Orpheus, he went over to Paul Ecke Central School and lectured teachers about how their students shouldn't protest the public trees all being hacked and killed.

  7. Shaffer lacks an important characteristic of good leaders: Emotional Intelligence.

    She has no empathy that people may have reacted to her agenda item in the way many of us have. For her, we are just wrong to have done that, and she is right. She offers no understanding that other people could react the way they do. This is a character flaw that is very common in unsuccessful leaders, like Shaffer.

  8. First everyone suspects them of backroom deals. Now when they actually put it on the agenda for public discussion they get accused of backroom deals. I'm not commenting one way or the other about the specifics, just about the process. Consistency please. You now have the opportunity to tell them in person what you think about this. Three minutes worth. The question is how many of you will bother to make the effort tonight.

    3. The DA does nothing. Council has been reported. The only thing that has worked is private civil lawsuits, which most people can't afford.

      The process tonight was flawed. There shouldn't have been two separate but identical agenda items, that were combined for discussion anyway, when the agenda item was moved up to after the consent calendar.

      For Shaffer to say, you asked for more open government and more public discussion, and now you complain is more defensive back peddling, because this particular use of the council member initiated agenda item process actually abused the intent of the Brown Act.

      Shaffer can't admit when she's wrong.

  9. Does anyone know if Shaffer and Kranz submitted their agenda items on the same day to the Mayor and City Manager? If they did, it would look like they spoke with one another and could be misconstrued as a back room deal.

    1. Whether or not Shaffer and Kranz discussed it between themselves, doing so doesn't violate the Brown Act which allows discussion between two members. What the Brown Act prohibits is discussing something with three or more members whether all at once or in a serial manner (i.e two members discussing what was previously discussed with a third member).

      Submitting the item for the agenda doesn't mean either one discussed the subject matter with the mayor. As long as that is the case, there is no Brown Act violation even if they had previously discussed it with each other. Agenda submittals follow a process and any discussion would need to be about the process only not the content.

      The city manager is staff and doesn't count as long as he isn't a conduit between council members for a serial discussion.

  10. That goofy idea of installing Gaspar as mayor for 6 months should be revisited in public and dumped. Gaspar is a permanent downer at meetings and social events, brings nothing positive to most discussions and if you saw her pathetic cheap theatrical story at the "State of Encinitas" celebration - you would run for the hills screaming. She is not a positive example of who we need to represent us at city hall -- and given what she has said in the past, as mayor, she would do everything she could to stop the progress on purchasing Pacific View. She does enough damage as a councilperson. We don't need her as mayor.

Gaspar has nothing to offer except emply words, childish magical tricks, blaming someone else for the city's financial mess (which she was part of), listening to her developer friends and her puppet puller $tock$, accepting out of town money, and above all trying to fool the public in sending out a mailer in her last campaign that was less than ethical.

      She would ruin this city in 6 months if she had the chance. I hope she doesn't get that opportunity.

  12. Check the special meeting of Dec10 2013 it's in the city archive about min 19 Gaspar is very adamant about the mayoral process.Gaspar said if you' re the appointed mayor you should not be allowed to run for that offie as you would have a political advantage,Let us hold her to the same test.

  14. This deal was made in December and was promoted with pride by Barth as evidence of civil behavior and teamwork. Now that she has had her chance, it is being reopened so that someone might get a second bite of the apple. This matter reflects poorly on the Council majority--not on Gaspar.

    1. There was a time when Teresa and Lisa wrote newsletters that were just that. They were objective and were filled with a range of information from both sides to inform citizens.

      The last year, these newsletters have become vehicles to influence and not to inform. I don't even read them anymore since they promote such a biased view of smart growth and social engineering.

      Teresa was a better minority candidate back when she actually did represent voters.

Already the majority of three have increased the city's debt, taken money from other capital improvements, ignored the General Plan - which is the city constitution, and the municipal code to suit their own agendas. Yes, sometimes Gaspar and Muir have gone along with the other three council members. That cartoon of a swamp of alligators snapping at your feet can be likened to Kranz, Shaffer, and Barth caring about this town. They are the alligators.

      The difference was she was the master of maintaining her base and appealing to her followers at all times while still maintaining her spot in the opposition.

      It's a tricky balance, most people can't pull it off, but the situation is the same, check the voting record.

  23. All 5 drank Gus' "let's all play nice and get along" kool-aid. While they were nodding in unison, he slipped nose rings into all and tethered them together. They willingly gave up their free will under Gus' spell.

    Fast forward from December: the lovefest unraveled and Kranz, Shaffer, Barth are now looking around like they just hatched. Too bad they made their beds by ceding their power to Gus. It will look terrible for them if they don't now lie in those beds.

Kristin's opening comments were ignored, because Barth was ignoring the fact that Gaspar had already stepped aside once to accommodate her (Dec. 2012) and in Dec. 2013 Barth was dead set on not allowing Kristin a fair turn, instead of taking her fair turn, Gaspar compromised with Barth and now that Barth has taken her $10 million dollar ball and sulked home, that first idea of Gaspar's was completely abandoned and a compromise was agreed on: 6 months for Barth, 6 months for Gaspar: trying to pretend that Gaspar will 'look bad' when the other 3 are reneging on THEIR OWN WORDS can only make Gaspar look bad in that closed-off oxygen-starved little pea brain of yours 11:47 am, that is so jealous and envious of Kristin.   32. If anyone wants a real chuckle check out [god I hate to reference the courier}, but his lowness is quoted there saying how despicable the majority are behaving toward his princess. Now there is an known abuser not appreciating his own history with his fellow council members just a short couple of years ago. How quick he forgets his own trespasses and cries foul when similar tactics are brought out by the current majority. He reminds me of the clippers owner in that he doesn't know when to shut up and stay shut up. Now back to the show of sorts thanks to the chamber of commerce and that N.County development hack that I thought we had enough from a few months ago. Gee thanks Slimey for bringing him back. Not.
